As Program Analyst in the Office of Support Services, I repeatedly conduct space reviews and analysis of agency program offices to determine accessibility in locations to improve program effectiveness. I evaluate specific logistic requirements for relocations. I have planned, developed and coordinated long and short-range space relocation projects in Headquarters and Patriot Plaza. I designed space layout for part of the swing on the 3rd floor. This included furniture layout and placement. In particular, I coordinated and implemented the preparation of the Concourse Level for construction for the new Eisenhower Conference Room(s). On behalf of the Associate Administrator, Office of 8(a) Business Development, I led the process for negotiating economy act agreements and memorandums of understanding between SBA and several federal procuring agencies. The purpose of these agreements was to delegate SBA’s contract execution functions to civilian agencies and the Department of Defense and establish the basic procedures for expediting the award of 8(a) contract requirements. The impact of timely execution of these agreements solidified procuring agencies ability to compete and 8(a) set-aside contract awards that provide them with mission critical products and services.

As a Program Analyst in the Office of 8(a) Business Development, I extracted information from BDMIS and E8a to formulate reports utilized by Program executives to measure the impact of various Program activities such certifications, terminations and annual reviews. I also conducted periodic system analysis and identify programming shortfalls and failures and provided recommendations for system modifications to enhance accuracy and ease of use for the end user for both E8a and BDMIS.

I also maintained and updated web content for the public GC/8(a) BD website as well as the Office of 8(a) Business Development Share Portal. I designed the Share Portal environment and assess the ease of use to ensure maximum benefit to the end users. As the lead facilitator of these ongoing projects, I coordinated with OCPL and OCIO to ensure that accurate, timely and functional enhancements are made to the sites on an as needed basis.

I was the National MED Week coordinator representing SBA, for 10 years. I have served in various positions during MED Week for the past 22 years. As coordinator I was responsible for securing a venue, coordinating speakers, recruiting sponsors and working with the vendor coordinator to ensure that space design, furniture layout and staging met the needs of the MED Week program.

As PRO-Net manager, I was responsible for small business outreach and small business profile database enhancements related to the Internet-based program called the Dynamic Small Business Search (DSBS) system, formerly called PRO-Net, in order to expand electronic government. I supported, maintained and expanded the service profile of small businesses in the DSBS system. I designed, developed and prepared reports, analyzed and studied DSBS activities and accomplishments and conducted special reports as requested. I collected information and input from GCBD program offices, databases, developed report formats, consolidated and edited information and prepared final drafts.
