Deputy Program Manager, Conventional Prompt Strike, 11/1/21-6/3/22 (Relocation to SC)

The Navy CPS Weapon System program will rapidly provide capability on multiple platforms in response to warfighter needs to have rapid attack capabilities against deep inland targets in a contested environment. The professional and engineering support provided enables the delivery of a conventional2warhead to targets in a means that evades anti-access area denial capabilities, quickly delivers effects on target, and provides sufficient capability against target types.

In the role of the Deputy Program Manager, two task leads align under my business area which are responsible for the execution of professional support services and engineering support systems in the CPS organization. In conjunction with the Program Manager, we manage all elements of the execution of the contract as well as the VTG corporate elements of responsibility.

Missile Defense Agency, Sea Based Weapon Systems

Logistics Manager, AEGIS Ashore, 6/17-6/20

AEGIS Ashore is a Presidentially mandated capability which provides NATO allies Romania and Poland with mid- range missile defense capabilities by bringing technology existing shipboard in the Navy to a land-based configuration. There is also a test facility on the island in Kauai which supports technology induction to both land and sea with the primary function of conducting live fire tests. Each of the three AEGIS Ashore locations are managed as separate programs as each is in a different lifecycle phase.

As the Logistics Manager it was my responsibility to plan; organize; staff; direct and control all logistics program requirements for each AEGIS Ashore site. In doing so, plans were documented in all relevant acquisition artifacts. Commercial skill sets, products; and technical organizations were identified and budgeted for; appropriate acquisition vehicles were initiated to acquire program products and services. Risks were identified where appropriate, and program schedules were designed, monitored, and integrated. Program briefs were prepared in support of Missile Defense leadership which were given at the Presidential level.

Assistant Secretary of the Navy, Research, Development & Acquisition

Deputy Assistant Secretary, Expeditionary Programs & Logistics Management

Director, Acquisition Logistics, 4/15-5/17

This position contained three primary elements: Navy enterprise acquisition logistics policy; portfolio management for aviation and expeditionary programs, and Navy information technology portfolio management. Policy influenced included the DoD 5000 series as well as the implementing secretary of the navy policy issued. Represented the Navy on the Office of the Secretary of Defense’s initiative to redesign the recent Life Cycle Sustainment Plan (LCSP) and wrote the policy inducting that into the Navy for compliance. As the primary ASN RDA liaison with Naval Air Systems Command Program Executive Offices (PEOs) and PEO Land Systems, provided customer interface and milestone approval coordination. Approved or recommended waivers to the highest levels of the Navy during the milestone process. In coordination with OPNAV, developed the information technology budgetary road map for manpower and logistics systems, interfacing with all systems commands to ensure user end state desired as well as sound fiscal investment were achieved. Presentations and products were prepared for approval at the highest levels in the Navy.

Marine Corps Systems Command

Assistant Commander, Acquisition Logistics, 3/13-3/15

This position was the competency lead for all acquisition logisticians in the United States Marine Corps; the entity responsible for providing all logistics policy; resource planning and budgeting, and for providing all information technology, process, and tools to the logistics workforce. Served as the pay pool manager and final performance review authority; designed and approved all workforce related DAWIA, education, and training requirements. Primary interface for all workforce related issues such as awards; grievances, and equal employment opportunity concerns.

Was the senior advisor to the Commander as well as to all external and internal stakeholders in the design of human capital development; the design of logistics operational strategies alongside supporting infrastructures that enabled field, and subsequent support of the USMC portfolio of systems. Integrated technical and skill level requirements with the systems engineering communities as well as other functional entities across the Department of Defense enterprise. Continually communicated with all program managers and functional leads to ensure support of mission objectives.

Program Executive Office, Enterprise Information Systems

Assistant Program Executive Office, Logistics, 2/11-2/13

This position served as the supervisory competency lead for logistics in support of the entire PEO EIS portfolio of systems. In this role, coordinated with all each Product Support Manager designated to each significant ACAT program to validate program acquisition artifact requirements and content; program plans/schedule; program budgets, human capital planning, and identification of risk. Led efforts during all critical milestone approval processes. Provided program briefs to SPAWAR leadership; ASN RDA portfolio managers, and PEO leadership. Coordinated all logistics related requirements and strategies to acquire commercial skills and products as well as task statements to naval warfare centers. Executed PEO-level studies and analyses as well as those initiated as special projects by SPAWAR. Continually interfaced with program managers, providing products and services as well as refining resource requirements.

Product Support Manager, Global Combat Support System-Marine Corps, 6/07-1/11

The Global Combat Support System (GCSS-MC) is an ACAT I MAIS program which was subject to acquisition oversight through the Navy Program Executive Office, Enterprise Information Systems as well as USMC stakeholders. During this tour, performed as a part of the key leadership team to successfully move the program through an initial operational capability and a milestone C. Created all required acquisition artifacts; identified all support requirements; correlating budget submissions; vehicles to acquire skills and products required; participated in source selection boards and development of statements of work. Assisted the program manager in the preparation of all significant acquisition briefs. The primary logistics representative from the program office to all external and internal stakeholders leading other technical groups such as test plans/events; composition of acquisition strategy, risk management, etc. Successfully led all program efforts through the Integrated Logistics Assessment process with no significant findings.

Director, Combat Support Systems, 04/06-05/07

Selected from a USMC-wide submission process to serve in ASN RD&A as the Director, Combat Support Systems. In this role, coordinated with all program managers within the portfolio to assure a successful milestone outcome both internal to ASN RDA and to decision authorities at the Office of the Secretary of Defense (OSD). During this timeframe, processed all the Mine Resistant Ambush Protected (MRAP) requirements within ASN RDA, and prompt staffing to OSD acquisition authorities to expedite urgently required equipment to the warfighter which prevented battle damage from improvised explosive devices. Primary point of contact to convey status of all MRAP assets within ASN RDA for subsequent reporting to all stakeholders.

Chair, Integrated Logistics Assessment, 02/04-03/06

Established all USMC requirements and policy for the Integrated Logistics Assessments (ILA) which comprises a portion of the milestone approval process. Coordinated at the senior leadership levels with program managers within MARCORSYSCOM and Program Executive Office, Land Systems to ensure that ILAs were conducted and that review results were incorporated and considered as a part of the milestone approval process. Primary coordination body with ASN RDA and OSD for programs requiring ILA review above the MARCORSYSCOM to ensure requirements were met and that the best outcomes were achieved.

Assistant Commander, Life Cycle Logistics

Product Data Subject Matter Expert, 12/01- 01/04

Responsible for defining and codifying in USMC policy, the requirements for the digital structures and graphics to be utilized when procuring product data in support of programs. In conjunction with Naval Systems Warfare Center, Carderock, designed and produced the first document type definition for use in formulating interactive electronic technical manuals within the USMC. With a standard viewing technology, this effort moved the USMC away from procuring proprietary data formats and viewing technologies. Coordinated efforts with all other services to ensure that joint service procurements could be fully used and supported by Marines. Primary technical point of contact for product data at the ASN RDA and OSD levels. Supported all Integrated Logistics Assessments and served as a member on all program office logistics IPTs to assist in communicating viable product data options.
