PROFESSIONAL PROFILE
I am a military veteran with the United States Air Force and was a police officer in New Hampshire, Florida, and Massachusetts for thirty-two years in various roles, assignments, and positions. I successfully managed police accreditation for the Boston University Police Department over several years and modernized the Department's policy manual according to National Police Accreditation Standards (CALEA). I was also a certified onsite inspector of law enforcement agencies for police accreditation. I have a Doctorate Degree in Sociology, a Master of Criminal Justice Degree from Boston University, and a Bachelor of Science Degree in Criminal Justice from Springfield College. I have a forthcoming book publication from Routledge, Managing Policy and Reform in an Era of American Police Conflict: Who Will Guard the Guardians?
SELECTED PROFESSIONAL EXPERIENCE
Accreditation Manager, Boston University Police Department
I successfully managed the accreditation process for both State Accreditation (MPAC) and Advanced
National Accreditation (CALEA) over several year periods in which I modernized the Boston University
Police Department's 1994 manual and achieved compliance with 482 National Police Standards, performed
a host of other activities to support accreditation, such as regularly attending conferences and training
seminars as well as referring and guiding other police agencies to become accredited, drafted policies
following CALEA standards and worked with employees of the Department to assist in the process and
development of policies in their areas of specialty created a "policy compliance matrix" that monitored
Department employees for completing accreditation assignments and the submission of proper documentation
that prepared the Department for future state and national assessments from MPAC and CALEA officials, and
apprised the Command Staff weekly at meetings and trained Department employees on policies, accreditation,
and responsibility, conducted numerous onsite assessments of Massachusetts police agencies seeking
accreditation through MPAC.
Media and Community Relations Officer, Boston University Police Department
I was assigned by the Boston University Police Department to supervise a community policing unit with
budgetary responsibilities from 1998 to 2007. During that period, organized, developed, and coordinated
all crime prevention initiatives and community relations answered inquiries from the press or other media
representatives that included print and television media worked closely and in coordination with
Boston University's Office of Public Relations and Government and Community Affairs produced and
distributed press releases and news reports about the Department, and drafted letters for the Chief of Police
in response to all public inquiries or complaints.
Threat Assessment Manager, Boston University Police Department
I graduated from GDBA Advanced Threat Assessment Academy at UCLA's Lake Arrowhead facility and
was certified in the application of MOSAIC, an advanced threat assessment software program utilized by
agencies, such as the C.I.A., F.B.I., U.S. Secret Service, U.S. Marshall's Office, Defense Intelligence Agency,
U.S. Supreme Court, Capitol Police, LAPD, and twenty-five university police departments that includes
Boston University. Supervised all threat assessment investigations for the Department's Detective Division
investigating reported threats from students or employees at Boston University.
Firearms and Tactical Weapons Instructor Supervisor, Boston University and Durham, NH Police Departments
Certified F.B.I., Massachusetts and New Hampshire Firearms and Urban Assault Rifle Advanced Instructor.
Supervised firearms tactical training and qualification of all weapons utilized by the Boston University Police
Department and the Durham, New Hampshire Police Department that included urban assault rifle. Reviewed
Department policies, procedures, laws, codes, and like items relating to the use of force and recommended
changes as needed, conducted inspections of Department-issued weapons along with authorized personal
back-up and off duty weapons, supervised maintenance and repairs to department weapons, along with armory
and range equipment.

I supervised and guided personnel under my authority in the performance of their duties, assisted with shift briefings,
training, and performance evaluations, managed personnel issues and investigating allegations of misconduct,
educated staff about regulatory changes and new police technology or operational methods, prepared reports,

BOSTON UNIVERSITY POLICE DEPARTMENT ACHIEVEMENT AWARD 2014
As Accreditation Manager, the Boston University Police Department received National Advanced Law Enforcement Accreditation, the highest award ever achieved by a university police department in New England by the Commission on Accreditation of Law Enforcement Agencies (CALEA). The Department was also awarded Massachusetts State Police Accreditation from The Massachusetts Police Accreditation Commission (MPAC) in 2012.
BOSTON UNIVERSITY POLICE DEPARTMENT ACHIEVEMENT AWARD 2008
I introduced a community-based policing model that addressed community issues, crime and crime prevention strategies through intelligence-led, geographically focused operations. It was linked to a transparent police-community problem-solving partnership that improved police services and reduced crime at Boston University.
TOWN OF DURHAM, NEW HAMPSHIRE COMMUNITY AWARD 1994
I was one of three officers who worked with the Durham community in a grassroots movement to assist school officials in implementing the DARE program for the Oyster River School System in the Town of Durham, New Hampshire.
