Aircraft Structural Work Leader 03/2011 - Present

Hours per week: 40

Series: 3806 Pay Plan: WL Grade: 10 Step 5

I am currently the IBS Production Structural Work Leader in the B1 Aircraft Maintenance Squadron (567 AMXS) at OC-ALC. I serve as Structural Subject Matter Expert with the B1 SPO (System Program Office), Boeing Engineering and Production technicians at the MROTC/PDM. I prepare accurate data on the status of the IBS mod and the existing B1 PDM program on how they would be affected by performing the mod at the MROTC. By detecting issues to IBS and PDM alike, I implemented solutions to issues which would have adversely impacted the implementation of the mod. I am the individual who coordinates with planning and supervision in writing cards off 202 instruction. I have assist planning with the assessment of future structural workloads providing input to both planning and the management chain. I have coordinated with the B1 Structural Supervision on resources which would require reprogramming/ realignment to ensure that execution of the Mod /PDM line would be timely and successful.

I access regularly JEDMICS for researching parts and material requirements to provide information for, planning and supply. By using general and specific tech data, computer data bases and reference material and consulting with engineering, it is necessary to order parts/material promptly to ensure time to procure and use items without impact to aircraft schedule. I routinely research suitable substitutes to develop ways forward due to material or parts constraints minimizing the effect of the constraint on the process being performed. Working with FLS to determine parts availability, reviewing tech data for authorized substitutes and coordinating with engineers, I assess what is available to safely and efficiently perform the task and timely elevate parts that are non-procurable for resolution whether that is through GPC purchase, surplus buy AMARG pull or local manufacture based on the Individual requirement.

I supervise thirty-four structural workers to performed repairs on a daily basis to meet PDM/IBS flow mile markers. I maintain TSS access for PAC records. Reviews, TAA to assure timely and accurate labor reporting. I have access to EMALL, FEDLOG, and HAYSTACK for checking for stock listed parts availability. I submit 202, AFTO 22, QDR and to help move the aircraft thru the flow. I submit defect cards in PDMSS and assist planning to give the correct technical references. I coordinate with B-1 Core Team members to generate 206, (T-jobs) to move the B-1 forward. Also write work orders for CE on building problems and MAD for equipment failures to ensure progress constantly being made. I am the structural technical POC to the electrical, avionic and aircraft workforce for all phases of maintenance. In addition, I advise skill planners/production controllers in support of PDM/ IBS pre- planning and WCD development. This ensures that there is a successful execution to the PDM/ IBS workload. I review proposed B1 structural work load requirements to devise a maintenance balanced and comprehensive work plan to meet the proposed B1 program installation schedule. I have modified existing plans to respond to changes in work load in an efficient and effective manner. As the Structural Subject Matter Expert, I attend regularly scheduled meetings with the B1 System Program Office (SPO) engineers to implement engineering initiatives to improve the scope of our methods and procedures. Historical data concerning past modifications was reviewed to assess success/issues that were experienced. I am the AFTO Form 22 Manager for B1B at Tinker AFB. I coordinate with the B1 Production Structural Chief as a subject matter expert I provide valuable input to my Production Chief allowing for the accurate presentation of issues with a task or process concerning parts, process execution, facility constraints man power or required skill sets. I provided data that is used to brief Flight and Squadron on PDM/IBS preparation issues, as well as installation readiness/execution status. This data includes resource allocation, budget estimates, and feasibility of workload as well as any undetermined long range facility & equipment requirements. It is critical to input unpredictable work requests accurately and timely in order to keep A/C on schedule. I employed diplomacy to resolve potentially difficult situations between employees of different skills it is necessary to constantly communicate with other skills to identify and resolve scheduling problems due to unpredictable workload, while encouraging all to exercise tact when dealing those of different opinions. I gained cooperation from all skills by successfully implement recommendations that supported PDM/ IBS project plans along with the competing organizations plans. I developed lines of communications to ensure future disputes would be handled swiftly and at the lowest level. I provide guidance and training and passing on instruction from Engineering and supervisor. I mentor subordinates on proposed long range schedules including proper allocation of resources under their control. I influence those I mentor to demonstrate originality when it came to addressing issues in which the data available is incomplete and difficult to interpret. I mentor subordinates that difficulty in solving a problem is an invitation to demonstrate ones analytical techniques others would avoid. Seeking others who have experience with a similar issue is a must because it develops new work methods which can be utilized again. Adapting to an ever changing environment and exercising good judgment is what I have taught all who I supervise. I assign and explain operation instructions/policies and deadlines to subordinates. I provide technical direction or help in accomplishing difficult work steps and processes so we all achieve a balanced effective work plan. I participate with all employees in the preparation of career development plans, Production Acceptance Certifications (PAC) training, as well as input to my supervision on interim(s) and annual job performance reviews for each employee. I am responsible for daily and weekly planning on use of subordinate workers, equipment, facilities and materials to support B1 PDM/ IBS maintenance mission.

I have an extensive knowledge in the principles, processes, and techniques of aircraft structural repairs and modifications, which includes expertise in shop safety regulations, practices, and procedures. Using judgement to select the most applicable guidelines is part of the daily function of a Production Structural Work Leader. I use accumulated knowledge of operating instructions, safety and health instructions environmental instructions and system knowledge to select guidelines that are applicable to the situation at hand to ensure that any judgement call falls within scope of all of the guidelines that could be applicable for a given situation. When I have a question or doubt about a situation, I use input from Quality, Safety, Bio or the Unit Environmental Coordinator for clarification about that particular situation.

As the B-1 Production Structural Work Leader, it is critical to give clear concise direction to every mechanic. Work must be in sequence with other skills to prevent rework and quantity must be adequate as to keep mechanic busy but not overloaded with work. I am responsible for ensuring my subordinate employees practice their work assignments in a technically compliant manner which incorporates safe shop practices and allows all personnel to work in an environment that is free from sexual harassment or any form of discrimination.
