Mr. Postin is a Project Manager for US Army INSCOM (Intelligence and Security Command) G6 and successfully leads projects in the Pacific Area of Operations. He is the lead PM for the IT Fitout as part of the construction of a new SCIF (Sensitive Compartmentalized Information Facility) and for the renovation of a Data Center and two buildings for the Ground Intelligence Support Activity. He is overseeing the IT Fitout for the USARPAC SCIF which includes the setup of over 400 work stations. Mr. Postin also oversees INSCOM’s data center consolidations and closures in the Pacific region as well as Germany. He has assisted in IT Asset management and accountability as well as work station setup and testing. This allows INSCOM to leverage technology and reduce its total cost of ownership of IT Hardware. As the Program Manager for the USAF Office of Scientific Research (AFOSR), Mr. Postin was the principle that oversees all responsibilities of the contracted IT Department, to include: Service Desk, Network Administration, VTC & Conference Room Support, Information Assurance, Asset Management and software development for AFOSR Business Systems. He oversaw and managed all projects, including risk assessments, cost estimates, milestones, schedules and meetings and briefings to the client and the teams involved. In addition, in this fast paced environment he managed all personnel, (including sub-contractors and contracted services) financials, expenses, and deliverables. Mr. Postin has been very adept at managing and directing multiple efforts with multidisciplinary teams in a COVID environment by splitting the IT department into two teams in order to reduce the risk to individuals, the client and the mission. He oversaw the launch of an internally developed business system using Agile - Pega Systems Software in order to support the mission of AFOSR and held daily discussions with the Scrum Master to monitor the progress of each sprint. Mr. Postin was also responsible for IT Asset Management in a very complex and dispersed workforce, and for contract review, ensuring we met all requirements for CPARS on a monthly basis. Mr. Postin was a Project Manager for US Army INSCOM (Intelligence and Security Command) G6 and successfully lead the organization on multi-year contracts covering; the transition of Windows 7 to Windows 10, ensuring over 30,000 global work stations were upgraded. He most recently lead the G6 effort to establish an Enterprise Scalable Data Center in GISA-Pacific, as well as assist in developing the master plan for the GISA-Pacific compound which includes developing redundant high speed fiber networks, and renovating their admin and operations center. This involved close coordination with DPW, USACE, ISEC, and the INSCOM G4 to perform gap analysis, and to synchronize multiple efforts. Mr. Postin was also one of two PMs from INSCOM G6 performing PM Duties on the Army G2’s DCGS-A global upgrade to Capability Drop 2, which is a significant upgrade to the Army’s Intelligence Community Software and ultimately would require big data analytics.

IBM Corporation, Herndon, VA, Senior Consultant, June 2006 – October 2015, Mr. Postin was a Managing Consultant for the Strategy & Analytics practice area, he has worked on several projects in the Private Sector in several different capacities, as well as projects in the Public Sector, this included several large IDIQ contracts involving big data analytics, project management, consulting, and as account manager. Most Notable projects include;

• Kellogg, Brown, and Root (KBR) (LOGCAP IV Preparation) Phase 1 – Management Analyst for a Lean Sigma pre-deployment engagement. He participated in the Management Pre- deployment Lean Sigma Assessment, through interviews, identifying trends, themes, areas for improvements, and helped set the stage for the Phase 2 engagement.

• Department of the Army – Hardware and requirements research for the Army’s new Deployed Digital Training Campus (DDTC). Identified requirements for IBM to place competitive bid for the Army’s DDTC.

• Department of the Army – As the subject matter expert (Army) for the Lean Sigma engagement for BCS3. Assisted the Lean Sigma team in understanding the operational Army environment for an effective engagement, and assisted in the assessment.

• Handheld Products Inc. - As the project manager (PM) for this engagement Mr. Postin assisted in the organizing and managing in moving Hand Held Products from its current office location to a new location which included the de-install, re-install, and installation of a new voice/data/video network. This included servers, network hardware, printers, and PCs, numerous other contractors, on-site and remote. This move was conducted on schedule, and on budget.

• ABM Industries - As the project manager (PM) for this engagement Mr. Postin assisted in the transition phase by organizing, managing, and coordinating with cross-domain support for the movement and implementation of IBM X, and I Series servers, as well as 300+ other servers from their current location in San Francisco to a Dallas TX IBM Data Center. Mr. Postin was also in charge of IT Asset Management and developed the storage and disposal plan for excess IT equipment; de-installing 200+ servers, and packaging them for onward movement to the client’s storage facility in Oakland Ca. This excess IT Equipment was auctioned off and the recovery dollars were used to help fund the operation. This move was conducted on schedule, and on budget.

• Acting Account Manager, DOD Acquisition and Logistics – As acting account manager for this portfolio Mr. Postin engaged with DLA, JCS J4, BTA, DMDC and other smaller accounts and project partners. He oversaw the DMDC win and the big data effort to consolidate VA, MHC, and HHS medical records under a single identity. He also assisted in the DLA J641 win which provided on-site IT support, and he conducted work on the AFRICOM J4 project. He was part of a DOD Energy working group that focused on lowering energy demands in a deployed environment, and he lead a multi- functional working group effort for addressing the counterfeit parts problem for DLA. This effort required a working knowledge of federal contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement and interacting with contracting personnel. He was also part of an asset management working group that relied on RFID and on-board telemetry for asset location and status. This resulted in several innovations and patents that were later licensed and sold.

• Functional / Business Analyst, FEMA EMMIE WO3 - Mr. Postin performed functional and business analyst duties on the Emergency Management Mission Integrated Environment (EMMIE) software effort, as well as performing business analyst and project management duties in support of the work order manager and the system architect. He also performed duties analyzing large amounts of data, both structured and unstructured that needed searchable content recognition. Mr. Postin was the lead in establishing the correct OCR capabilities as a software tester for searching big data. These efforts were synchronized in daily meetings with the software development team. He also helped in preparation of CDR, SIT-TRR, IRR, PRR, TRC, and production. In addition he participated in the Standard CMMI Appraisal Method for Process Improvement (SCAMPI) to ensure FEMA met level 3 requirements. He was also selected to be the lead logistics and asset manager for an upcoming task order. US Army Reserves recently deployed to Iraq, Kuwait, Qatar, and Afghanistan as an Operations Officer and Logistician, 2004, 2007 – 2011, 2013 – 2014, 2016-2017. COL Postin is currently retired from the US Army Reserves, having commanded up to brigade level, and served in Iraq, Kuwait, Qatar, and in Afghanistan in support of the Global War on Terrorism. Highlights include; Liaison Officer, Operations Officer, Property Accountability Officer, the Ammunition Officer for Afghanistan and R4D (Retrograde, Reset, Redeployment, Redistribution, and Disposal) Chief. His duties & responsibilities included: developing sustainment and operational policy, communication, coordination, planning, and interaction with commanders, key staff officers, contractors, agency personnel, foreign allies, strategic partners and the commanding general. Staff interaction included briefings, mission analysis, staff studies, committee meetings, problem solving, and mitigating shortfalls for executing logistics operations on the battlefield. He oversaw an effort to locate missing equipment in Iraq. Through data analysis his efforts yielded the discovery and location of $170M+ in missing equipment for the Army Reserves and the National Guard. He was also able to advance and operationalize a training program – Total Ammunition Management Information System (TAMIS) for the combat environment in Afghanistan saving the Army millions of dollars of unaccounted for ammunition. He also performed high level supply and demand data analytics in his development of a durable supply line for ammunition sustainment for Afghanistan and developed the theater ammunition operations policy for Afghanistan. He also oversaw the retrograde of all US equipment and all base closure efforts in Afghanistan. This effort required a working knowledge of federal contracting principles

(Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement and daily interacting with contracting personnel at multiple levels in order to de-scope the contracted support in Afghanistan.
