SUMMARY OF QUALIFICATIONS: Over 30 years of very successful experience in residential and light commercial construction and project Management, as well as infrastructure and minor utility construction in the US and abroad. The last 13 years I have worked providing Military Families Housing in Arizona, Virginia, Maryland, Georgia and Kansas. During that time, I had eight years specifically concentrated in residential construction supervision and project management of 3 different custom home builders providing superior housing to military members and their families ahead of schedule and under budget. I was the owners representative responsible for project management oversight, engineering analysis, and engineering operations in the civilian and military markets in the US and overseas. Before that, I was supervisor of military construction as a member of the U.S. Army Corps of Engineers with supervisory, training and mentorship of combined civilian/military member teams responsible for construction management oversight and quality assurance, construction safety, and project management throughout the world in both peacetime environment as well as wartime construction. Experienced working construction with customers that include U.S. and foreign governments, military and civilian customers, as well as non-governmental organizations. Customer-focused and results-oriented with proven supervisory, training, organizational, and problem-solving abilities. ACCOMPLISHMENTS

Engineering/Construction/Property Management:

Project Director for 2965 Military Houses in Kansas and Arizona - responsible for the long term (50 year) capital improvement and operations including long and short-term capital replacement, annual and long range budgeting, maintenance, marketing and customer satisfaction operations

Community Director for 1695 Military houses at Ft Leavenworth, Kansas – responsible for day-to-day operations including capital replacement, leasing, budgeting, maintenance, marketing and customer satisfaction

Community Director for 4001 Military houses at Ft Benning, Georgia – responsible for the day-to-day operations including capital replacement, leasing, budgeting, maintenance, marketing and customer satisfaction on 2 locations – Ft Benning and Dahlonega GA.

Project Director for military family housing totaling more than $250M at Ft Eustis and Ft Story in Virginia and Ft Detrick and Walter Reed Army in Maryland for a private company with 1800 family housing units – responsible for long range future development, housing replacement, renovation of legacy and historic housing and short-term repair operations. Primary responsibility management of Capital Replacement and Repair assets through a 50-year ground lease.

oPlanned long range sustainment, upgrade and replacement for all 4 installations.

oProvided oversight for day-to-day leasing, community management and maintenance operations at all 4 locations.

oOwners’ representative for providing military family housing to service men and women at 4 disparate locations.

Project Director on Ft Huachuca and Yuma Proving Ground Military Installations in Arizona for a private company with oversight of $82 million of New house construction, renovation and demolition. Primary responsibility management of Capital Replacement and Repair of real estate assets through the 50-year ground lease.

oAWARD: Under my leadership, recognized as Military Project of the Year by Professional Housing Management Association 2012, and Multi Housing News Magazine 2013. Also had an employee similarly recognized.

oBuilt 201 new house community, 2 Maintenance Facilities and 2 Community centers on both facilities using local multiple contractors and subcontractors.

oRenovated 78 historical houses to bring the interiors to a modern acceptable living standard.

oDemolished 458 old houses to clear room for new facilities.

oManaged long range (50 year) replacement as well as day-to-day operations the community property for 1350 houses at Ft Huachuca, AZ and 201 at Yuma Proving Ground north of Yuma, AZ.

Project Manager supporting the Corps of Engineers in Baghdad conducting utility and judicial infrastructure improvements as part of the reconstruction effort post Iraq War. Responsibilities included 2 $70M judicial/transient detainee and processing centers in Taji and Ramadi, Iraq.

Area Engineer directly responsible for the management and execution of multiple military construction projects managed by local national and US staff located throughout Europe. Responsible for construction management oversight of 28 Engineers in 7 different offices supervising more than 150 projects totaling over $100 million. Promoted and managed an active construction program in Turkey, Spain, Italy, Republic of Georgia, Hungary, and Bosnia.

oConducted on-site quality assurance inspections of large government sustainment and support contracts including Kellogg, Brown and Root.

oProvided leadership, administrative oversight and construction program management review of the scope and negotiated contract modifications with local national contractors.

oUse sound engineering principles to conduct detailed design reviews of several future projects.

Project Engineer for the southern half of Baghdad reconstruction effort in support of U.S. Army and Department of State efforts to increase the standard of living to the people of that region. This project included:

oImproving the potable water network and providing an immediate repair solution to the existing 20-year-old system. Worked with the Baghdad City Water Authority to accomplish a consolidated, functioning and future expansion capable network throughout south Baghdad.

oConverting aging and dilapidated sewer handling network that included multiple pump stations, new networks and rainwater collection systems to free the streets of overflow and effluent collection.

oHighly recognized for an area wide project to collect and dispose of trash throughout the southern area of Baghdad that employed local population, encouraged local neighborhood participation, solicited community contractors and supported the city disposal in the correct facilities.

Engineering Operations:

oAs Chief of Operations for the U.S. Army Corps of Engineers supporting Operation Iraqi Freedom, Northern Option, served as the lead for all contingency construction and contracting support throughout eastern Turkey and northern Iraq.

oCoordinated civilian and military support for contingency construction of three ports, two civilian airports and an ammunition supply facility in relatively austere areas of southeastern Turkey.
