PRE-TA Responsibilities

Focal point for all Rotating Equipment Discipline communications with the Turnaround Event Manager, Turnaround Coordinators, and within the Rotating Equipment Discipline.

Responsible for overall Rotating Equipment effort timely planning, execution and RE personnel safety in planned TA.

Ensures Management of Change procedures are followed with respect to machinery scope.

Ensures compliance to plant orders, policies and procedures.

Works with area/unit machinery inspectors and engineers to collect the scope of work for each unit turnaround event.

Is mindful of and continues to look for opportunities to reduce turnaround scope to plan and execute with equipment reliability & low-cost mindset.

Responsible for the RE portion of the work scope challenge/risk-based analysis, including scope estimates for machinery items.

Develops the Contracting Strategy with the individual shops for the event by assisting the Rotating Equipment Engineer in identifying the outside shops and the field labor contractor. He ensures that contracts and purchase orders are ultimately issued.

Works with the Projects Department to ensure that any TA related rotating equipment projects are adequately planned and seamlessly integrated, in accordance with turnaround procedures.

Works with the Unit Engineer/Inspector and the Rotating Equipment TA Planner to provide cost estimates to the Turnaround Group for all 3 phases.

Works with external shops to generate detail plans for repairs/upgrades to feed cost and timing information into the overall TA Plan.

Identification, review, and escalation of high-risk activities.

Works with TA cost control personnel to establish and collect the portion of the machinery cost to be used in the FID IP estimate.

Works with the Turnaround Block Coordinator(s) and RE Planner to schedule and sequence the machinery scope of work.

Develops a Shell staff & contractor Resource Plan (Org. Chart) for each Turnaround execution and ensures these costs are properly included in the FID IP estimate.

Meets HSE accountabilities / competencies for the position

TA Execution Window

Executes TA efforts with safety, equipment reliability/quality and schedule as main focus.

Functions as a Rotating Equipment Field Coordinator during execution while updating the TA and Management Organizations.

Coordinates efforts with outside shops, other disciplines and updates TA Coordination.

Responsible for schedule compliance and reporting status of all work assigned (on site or external shops) on a daily basis.

Develops the quality assurance plan and overviews execution to ensure a flawless startup.

Directs field activities during Turnaround execution and is the first line of contact with the various machinery contactors management leads and the Rotating Equipment Execution Team.

Manages and obtains needed support for addenda as required.

Supports the Materials Coordinator with PMO1’s and 3’s as needed.

Responsible for meeting agreed schedules and coordinates with other disciplines in case of any changes.

Coordinates technical support for outside shops and contractors upon discovery of materials/changes/upgrades needed.

Provides feedback to unit engineer and inspectors to coordinate timing on critical QA/QC efforts.

Responsible for proper turnover of all work packs and systems to which he / she is assigned during execution (PSSR’s are handled by the unit engineer and inspector).

Works close with the TA Controls Leads to provide an open information exchange on cost and schedule.

Attends daily coordination and safety meetings.

Back fills for the RE Materials Coordinator during fatigue days.

Shares responsibility with RE Materials Coordinator to update all daily logs.

Ultimate responsible for communicating schedule & cost to TA Management.

POST-TA

Supports the Unit Engineer with information for AIM & MEDR’s as needed.

Reviews and approves external shop and contractor billing.

Works with Unit Engineers and Inspectors to move along the repairs on capital spares.

Supports the RE Materials Coordinator with restoring unused equipment to the WHSE as needed.

Requests the 80/20 list from the unit Engineers and Inspectors.

Help RE Inspectors with correct parts information for BOM’s & creation of NIR’s as needed.

Finalize any necessary updates & settle all POs related to RE activities.

Update capital spare list.

Compiles a critique of TA activities and participates in a “Lessons Learned and Look Back” of the event.
