1)General Tasks and Responsibilities:

To ensure that GRC, Administrative and Financial Procedures are put into operation efficiently.

To report to the Country Administrator the monthly Financial Reports/Financial closures for all projects in the office, ensuring the completion of the monthly financial/administrative reports for each cost centre.

To inform the Country Administrator about the general situation and report all arising problems.

2. Specific Tasks and Responsibilities:

A.Cash/Bank management :

1.To manage, on a daily basis, the cash boxes of the office, following up and keeping the books (for each currency) of the given advances, respecting at any time the following rule: Balance of the book = cash counting + unsettled advances+ Un-entered vouchers

2.To follow and implement the GRC procurement procedures. To release a cash advance for a specific approved purchase, on presentation of the appropriate documents according to GRC procurement procedure, mentioning the budget line and validated by the Project Manager/Programme Coordinator/HoO and the Logistics department

3.To ensure and implement the GRC authorization expenses procedure, requiring the authorization from Project Manager/Programme Coordinator/HoO in all payment transactions.

4.To ensure prompt and appropriate settlement of Cash Advances issued to office personnel, counterparts, partners and other related parties who received an advance for the purchase of goods or services.

5.To make the necessary exchange and other bank operations.

6.To coordinate with the Project Managers/delegates for the preparation of funds requests and ensure the timely submission of the funds request for each project to the Country Administrator, in order to ensure that funds are available in the office to accommodate project needs and settle obligations.

7.To monitor periodic validation of market price of regular petty needs in coordination with the logistic department.

8.To carry out fortnightly cash counts with the Country Administrator

9.To carry out monthly cash count with the Country Administrator, after each monthly closure / monthly accountancy in respect of each cost centre.

B.Accountancy and budget management:

1.To control the monthly accountancy of the whole projects in the office, ensuring the proper booking in GRC accounting software, giving the appropriate codification on all the invoices (cost centres, budget lines, description of transactions, etc.)

2.To check the proper quality of invoices/receipts, including the complete data in the voucher stamp and ensuring the signature on the vouchers of the responsible people: finance officer, project manager and programme coordinator/HoO.

3.To submit to the Country Administrator the monthly accountancy report, including: confirmation of balances in Cash Boxes/Bank Accounts, journals of Cash Boxes/Bank Accounts, original vouchers signed by all concerned, original cash counts and original bank statements etc.

4.To supervise and monitor financially the projects, including control of eligibility of expenditures under donor requirements.

5.To prepare all necessary documents for audits as required, and collaborate with external and internal auditors if so required.

6.To support in financial matters the respective sister societies if deemed necessary by the management.

7.To ensure the Tax déduction and deposit (On Supplies, Services, salaries and others)

8.To support the Senior Admin/Finance Officer in preparation of Monthly and Annual tax reports.

9.To obtain updated information regarding tax rules and reporting

C.Administrative matters:

1.To ensure that inventory lists in all the projects is updated in fundspro, in collaboration with Senior Admin/ Finance Officer, logistics department and Project Managers.

2.To manage all the travel authorisations and payments for the staff and for international experts.

3.To ensure maintenance of accurate filing systems related to accounts and finances.

4.To establish and ensure effective working relationships with other personnel, including all other RC/RC Movement staff as necessary.

5.To travel to the field or other locations if so requested or required.

6.To perform other finance related tasks as may be assigned by the superior in charge.

7.To support the Country Administrator in, financial, human resources and logistics tasks if it is necessary.

8.The Finance Officer on behalf of the Country Admin will be responsible for correspondence with the field offices for any settlement of deficiencies.
