With more than 30 years of senior leadership experience managing complex programs and projects with budgets up to $500M annually. Relevant Work Experience

Project Management & Controls and Task Order 4 Manager, DOE Legacy Management Support Services, RSI, Westminster, CO, 03/2020 – Present.

Oversees the project controls and finance organizations to facilitate business system planning and enable visibility of cost, schedule, and technical progress to measure and manage performance, keep leadership informed, and produce tailored and accurate financial reports and invoices. Manages the integration of TO estimates, schedules, and financial data to support program-wide and TO planning, monitoring, and reporting actual vs planned cross-cutting/cross-functional program DPLH/ODCs. Supports the programmatic, site, and project-level risk process to identify, assess, and rank risks and recommend new or review existing risk mitigations. Oversees the timely development, review, and submittal of contract deliverables.

Oversees the project controls, Human Resources, major project development and engineering, and finance organizations to facilitate business system planning and enable visibility of cost, schedule, and planning for shovel ready projects and technical progress to measure and manage performance and communicate the monthly financial progress of the Program to LM Executives on a regular basis.

Interim Program Management Manager, DOE Legacy Management Support Services, RSI, Westminster, CO, 03/2022 – 10/2022

Served as deputy, to the recently retired Program Manager providing strategic and organizational planning for the LMS contract. Then assumed the role as the Interim Program Manager. Managed functional organizations that include Project Integration (TO 2), Program and Services Integration (TO3), Program and Project Support, General Management, Human Resources, Procurement, Finance, Engineering and Major Project Development (TO4). Information Management (TO5). Continuing to lead baseline planning and Basis of Estimate development for multiple Periods of Performance and contract renewal Request for Proposals. Manages LMS TOs/subtasks, including overseeing site lead, subtask managers and project analyst support. Updating, and refining the statements of work and partnering with DOE task and subtask managers to ensure alignment on expectations. Communicates current scope of work for validation of estimate and schedule progress. Continues to build relationships with DOE upper management and contracting officers.

General Manager of Civil Project Management, Tennessee Valley Authority (TVA), Chattanooga, TN, 04/2011 – 03/2020.

Responsibilities included management for environmental remediation projects, new project development, and participated in overall company business planning. Accountable for maintaining and balancing an annual project portfolio value of $500M, or 66% of Generation Projects and Fleet Services (GP&FS) total fiscal year (FY) 2020 budget. Accountable for projected five-year business plan project portfolio value exceeding $550M/year beginning FY 2021. Projects included Coal Combustion Residual (CCR) dry conversion projects, new CCR lined landfills, wastewater treatment projects, brown-field small nuclear reactor site plans and construction estimates, and various hydro improvement, dam repair and river management projects. Also secured solar P6 schedule coordination projects.
