Duties, Accomplishments and Related Skills:

As a Supervisory Legal Instruments Examiner (NICS Supervisor) in the FBI Criminal Justice Information Services Division’s National Instant Criminal Background Check System (NICS) Operations Section, I provided supervisory duties and oversight for a team of NICS Legal Instruments Examiners (NICS Examiner). The duties required that I possess the expert knowledge of the processes, protocols, and procedures for the processing of NICS background checks as well as the skills to review, analyze, and counsel NICS Examiners on their performance related to the same.

Supported the NICS mission by maximizing of staff resources for workload balancing by ensuring employees were pulling work based on the region alignment, adherence to the transfer, transfer call center, delay queue and information received schedules, and hold employees accountable for non-adherence.

I was responsible for the daily review of each NICS Examiner’s work within my team while sharing any concerns with them to ensure their continual growth and development. I documented all reviews, as required of the position, in applicable databases. Daily, I ensured all NICS Examiners within my team were following posted phone/NICS E-Check schedules and found replacements for staff based on unscheduled leave requests. I reviewed each NICS Examiner’s reporting logs (E-Logs), on a daily basis, to ensure they were an accurate depiction of the work they performed conducting federal firearm background checks for the United States. I provided communication in this position wherein I provided updates for the team on both work and administrative matters in the form of both oral and written communication. During times of high delay queue volume, organization and pre-planning was a high priority. While conducting my regular duties as a Legal Instruments Examiner Supervisor, I would either process work as a NICS Examiner as well as assist staff within and outside my team as needed to meet the needs of successful operations. I assisted the NICS Section by either working transactions from the delay queue or taking NICS E-Check time, allowing a NICS Examiner to pull from the delay queue. I facilitated the movement of staff based on changing priorities and deadlines of the NICS Section, at any given time. This included transfer process/customer service, NICS E-Check, as well as work performed in the delay queue. I ensured staff worked the appropriate state regions to enable the NICS Section to work the oldest work first, always ahead of scheduled deadlines and established mandates. During times of high delay queue volume, as directed byAssistant Operations Manager I created structured spreadsheettemplate for data analysis. I collected the total number of NICS transactions completed by all supervisors that resulted from rollover transactions and quick proceeds processed. Numbers were collected and entered into spreadsheet to determine a daily average of transactions closed by supervisors each day from October thru January. Completed spreadsheets provided daily to NICS Operations Manager for evaluation and statistical purposes.

I ensured leave percentages for my staff based on the needs of the NICS Section and the guidance provided by NICS Management. I facilitated the scheduling of holiday leave for my unit, always within established thresholds.

I provided direction, guidance, and counsel to NICS staff on both routine as well as non-routine transactions and especially with newer Examiners within the team. I maintained an open forum for discussion with staff to ensure all concerns were shared and discussed, to improve their understanding of position requirements with the reassurance of my continuous support. I provided input to my chain of command on individual and team progress, and discussed possible issues and/or ideas to help make the NICS section be more efficient. I made recommendations for improvement to individual NICS Examiners as well my chain of command on work processing suggestions.

I ensured all NICS Examiners accurately completed Web T&A requirements ahead of established timelines and ensured all mandatory training sessions were completed on time. I detailed to my staff expectations of reporting to work on time as well as the requirement of leaving work at their designated departure times.

I provided the necessary tools, guidance and/or instruction to NICS Examiners, thus ensuring they had the tools and information to complete their daily work at a satisfactory level. I resolved routine and complex conflicts within the team only seeking the advice and guidance from my chain of command on unprecedented situations. In all instances, I detailed all actions to my chain of command indicating the problems encounteredand recommendations to resolve the problem and provide verbal feedback with all parties involved, and record all information received related to the situations in personal employee files. I worked with and provided input and collaborated with NICS Operations Manager on Enterprise Change Requests (ECR’s) submitted by NICS supervisors for making changes to the NICS database, in order to meet the NICS Section’s evolving needs while functioning at an optimal capacity. I would evaluate each ECR and assign a ranking based on the importance to the NICS Section. Ranked ECR’s then prioritized according to specific criteria, according to the proper defect prioritization. Prioritized ECRs then forwarded to be included in a future scheduled software release.

Duties, Accomplishments and Related Skills with Firearm Appeals: I processed appeals for individuals who have been denied their application for purchase of a firearm and certain types of firearm-related permits issued by state agencies. During the NICS Appeal process, I independently performed extensive research and analysis on criminal history records associated with appealed firearm cases in order to evaluate their completeness and accuracy; identified conflicts and discrepancies within the records; verified court documentation that had been provided by appellants; determined the appropriate course of action to reconcile, correct, and supplement the records; and coordinated modifications to records as necessary to update the Federal Bureau of Investigations records and, if available, forwarded updated documents received to appropriate agencies to update individual state records.

I independently determined the need for additional information and gathered it utilizing a wide range of search methods from a wide variety of sources to include, but not limited to, the Integrated Automated Fingerprint Identification System (IAFIS), the Interstate Identification Index (III), the National Crime Information Center (NCIC), the NICS Index, the Immigration Customs Enforcement Law Enforcement Support Center (ICE), numerous state Internet sites, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Relief from Disabilities database, and Law Enforcement On-Line (LEO).

I contacted outside agencies and conducted interviews with individuals of all levels such as Sheriffs' Offices, Police Departments, Court Judges, District and Prosecuting Attorneys, Probation and Parole Officers, and Military Courts to elicit information such as detailed incident reports, court documents, probation requirements, Court Martial documents and or restrictions essential to make a determination related to the Brady law. When all required information was obtained, I was able to resolve the appealed cases to determine if the denied firearm purchase was valid, and provide the appellant with the information needed to correct the prohibiting record when required.

In addition to my duties as a NICS Examiner and Supervisor, I volunteered my time to assist on the Standard Operations Procedures (SOP) taskforce. While working on the SOP taskforce, I received an SOP Modification Request Forms, requesting detailed information to modify an existing procedure relating to updated NICS Section federal policy and procedures. During my modification process,

I created a draft and forwarded the draft to the SOP Analyst to review and post on a discussion board for any additional comments. After being posted for 3 business days on the SOP Discussion Board for discussion I forwarded a final copy to NICS Enhancement, Development, Analysis and Strategy Team (EDAS) to incorporate into the SOPs. I reviewed 100% of my staff’s work and discussed any discrepancies and or common errors being made in detail on transactions being worked in an effort to train my staff to complete required work with NICS guidelines and procedures. I review examiners daily logs and submitted them into NICS log database. On a daily basis I assisted senior management with decision making process related to the NICS Section. I collected information; prepared reports; and presented data to senior management related to the effectiveness and efficiency of NICS. I make sure every employee is aware of EEO (Equal Employment Opportunity) counselors here at FBI CJIS Division, with a clear understanding of what circumstances this system is used. I ensured all employees were in compliance with all federal rules and regulations, and clarified specific questions that would arise. I worked closely with each employee to learn their individual strengths, capabilities and weaknesses. I interacted with the employees on a daily basis to monitor progress, and to answer questions.

On a daily basis, I used Microsoft calendar as a Time Management tool to ensure tasks demanded are met and to facilitate meeting and training requirements. I communicated with management daily to ensure all priorities and/or directives were met. I communicated with employees to establish work plans and to set short-term priorities. I maintained documentation on employees to provide appropriate, constructive feedback and guidance regarding employee performance. This information was then shared and discussed with management to address any special needs or suggestions in an effort to effect positive change. During this process I had a team member experiencing a personal family crisis resulting in a very stressful situation. I submitted Voluntary Leave Transfer Program forms, Family Sick Leave Forms, and organized and supervised an approved fundraiser.
