I am the on-site inspector, my main responsibilities are to oversee the quality control inspections and tests performed by the Contractor, review of As-Built drawings created to ensure they reflect work as conducted, documentation of daily construction activities, monitor safety plan, construction schedule, safety meetings during active onsite operations by the construction contractor compliance with environmental plans or permits.

I attend the construction meetings with Contractors, Contracting Officer Representative

Participate in progress meetings/teleconferences between contractor and Wheeler National Wildlife refuge personnel Contracting Officer Representative.

I kept job diaries/Notes to supplement the daily reports required. Make timely photographic documentation of progress of construction activities, materials used in construction, contractor’s construction equipment and quality control activities documented on the inspection reports.

I communicate as needed with the Contracting Officer Representative, Refuge Manager and Regional Infrastructure Management Branch Chief to assure technical and other contractual requirements are met.

I provided any quality assurance on behalf of the FWS in accordance with the Construction Inspection Plan.

I verified accuracy of any field surveys/notes by performing spot checks of the contractor’s stakeout. I provided a certification statement to the Contracting Officer Representative stating that the construction was completed in accordance with the plans and specifications.

I participated in final inspections, development of the “punch list” items and final acceptance inspection.

I obtained a list of submittals from Construction Specifications. Consult shop drawing and material submittals as necessary. I reviewed the contractors’ pay requests for accuracy and completeness, providing pay estimates to the Contracting Officer Representative for contractor payments. Provide review comments to Contracting Officer Representative for submission and approval.

I informed the Contracting Officer Representative on construction progress on schedule, ahead of schedule or behind schedule, missing deadlines, and any recommendations for improving actions.

I performed spot check/labor interviews with Contractor’s personnel to assist in compliance with

Department of Labor related requirements of their contract as requested by the Contracting Officer Representative

I make recommendations to Contracting Officer Representative for technical contract modifications, as needed. In the event of construction contract claims, the Contractor provide documentation to and consultation with the Contracting Officer Representative as requested to resolve, arbitrate, or litigate the claims.
