Job Description:

The QA/QC Engineer will be responsible for implementing and maintaining the project Quality Plan/Quality System on site. He is independent and reports functionally to the Quality Manager (Administratively to the Project Manager). He also coordinates the smooth interface between the ADNOC LNG/Project Manager, independent testing laboratory and third party inspection agency. Responsibilities:

Developing/coordinating with Quality Manager for the timely submission of all quality documentation/Deliverables.

Ensuring risk assessment/job hazard analysis is done in advance of commencement of activities and ensuring all preventive control measures are in place. This activity is to be coordinated with the safety engineer.

Ensure proper control on receipt/distribution of contractual documents and drawings with assistance from document controller.

Ensure proper control interaction and coordination with ADNOC LNG/Project Manager, independent testing laboratory and third party inspection agency and site team for project coordination.

Ensure Employer/Project Manager approvals for hold and witness points identified on the Inspection and Test Plan and Inspections are carried out as Inspection and Test Plan.

Liaise with the clients, consultants, main contractors’ representative for the day-to-day quality inspection and other quality requirements related to projects. Prepare the required PQP, ITPs, Operation and Maintenance manual, Method Statements (if required for the project. Assist the project team on the required documentation related to quality at site. Report to project manager and Head of QC all issues related to quality matters.

Ensure that subcontractors are performing their work in accordance with the project quality documents. Review and approve subcontractor’s quality plans and method statements. Conducts quality inspections of products and services at certain stages of the operations at the job site when and where required as the products or services has been already completed by work force. Perform snagging inspection prior project handover to client and ensure to follow up closure of identified quality issues. Coordinate with the project team to compile and maintain pertinent records of inspection and testing until the end of the contract and all pertinent records for retention on completion of the project. Responsible to, implement, monitor, and document the QA/QC activities as per the established Inspection & Test Plans (ITPs) and Quality Control Procedures (QCPs) narrated in the Project QA/QC Plan. To conduct random inspections, monitor the required tests and record inspections and tests made as per the Project QA/QC Plan and Client Specifications and attainment of quality requirement.

Ensure that all materials and equipment incorporated into permanent construction are in-compliance with the contract requirements. Ensure that Engineer’s approval and/or the required factory or supplier compliance certificate have been obtained upon delivery of available material at the project site.

Coordinate with Site Laboratory and Independent Testing Agencies to ensure that all requisite tests as per Project Specifications are conducted and the reporting is properly done.

Raise Non-Conformance Reports (NCR) and Site Observation Reports (SOR), for the activities which are deviated from the Contract Specifications or normal construction industry practices and to appraise the Senior/Project QA/QC Manager. Also, to follow up the close out of NCR’s and SOR’s.
