As a Correctional Supervisor (Lieutenant) having been in charge of all shifts, I supervise and have responsibility for detention, control, discipline, safety, guidance, treatment and correction of federal offenders. I supervise 24 to 44 correctional officers per shift and ensure they perform their assigned tasks according to local and national policies. These officers came from different backgrounds, varied greatly in age, and had a wide range of interests, and experiences.

During the time that I have been an Operations Lieutenant, I have been assigned a multitude of duties, and I have handled numerous tense situations. I have written post orders, institutional supplements, contingency plans, breaching plans, job descriptions, correctional service institutional admission and orientation programs, and investigative reports. I utilize my time in an effective manner, ensuring that my daily duties are completed in a timely manner. I have the ability to motivate both staff and the inmate population in completing assignments and details according to policy. With this knowledge, I have operated the shifts with no problems from either staff or inmates.

From July 1987 through October 2011, at various institutions, I served as the Airlift/Bus Lieutenant. My tenure in this position required me to conduct daily training of the bus/transport team. During these training sessions, I communicated Bureau of Prison policies and procedures related to use of force, chemical agents, weapon use, and driving formations. Due to the potential life threatening situations, it was imperative that my team thoroughly understood the disseminated information.

I was asked by F.C.I. Seagoville, Warden R. G. Thompson if I would assist with the activation of F.C.I. Fort Dix, New Jersey (Largest Federal Prison). Upon my arrival in December 1992, there were approximately 64 Out custody inmates and approximately 18 correctional staff working to renovate existing buildings to house approximately 2500 Low custody inmates. Today, there are over 5000 inmates with only a force of 300 correctional staff. Because of the staff communication skills and training, there were no major disturbance at that institution. During the activation phase, I established the Special Investigation Section Operation, Bus Operations, Inmate Transportation Procedures, Emergency Preparedness Office, and Disturbance Control Team, and assisted with the preparation of numerous Institutional Supplements, Post Orders, and Emergency Plans. I was also active in the training and familiarization of new and experienced staff at this institution.

While assigned as the Special Investigative Supervisor, it was my assigned responsibility to conduct investigations on inmate activities and staff misconduct. This includes conducting interviews with inmates and staff, writing of reports, and working with other Federal and State agencies in the conduct of investigations. It was part of my responsibility to put escape packages together on all escapes that occurred at each of the institutions and finalize the investigations. By being familiar with and having knowledge of the Custodial Manual and Special Investigative Supervisor Manual, all investigations were completed in a manner consistent with Bureau policy and within all appropriate time frames.

At these institutions, throughout my career as a Correctional Supervisor, I have trained numerous staff members attending the Bureau of Prisons Bus School, Emergency Preparedness, Basic Prisoner Transportation Training, Restrains Application Training, Annual Training and Firearms Training.

As a Correctional Officer, I provided supervision, care and correctional treatment of inmates and guidance to lower-grade Correctional Officers. I supervised inmates in housing units and those segregated for administrative or punitive measures; instructed inmates in housekeeping and sanitation and supervise the issuance of clothing and other personal effects to inmates. I made periodic patrols of quarters and work areas and initiated counts of inmates at regular and irregular intervals; maintained control and discipline at times through the use of physical restraint and restraining devices and prevented the introduction of contraband into the institution.

To control contraband, I checked inmate mail for possible contraband; maintained a periodic patrol inside and outside the institution to ensure the security and integrity of the institution. I monitored, supervised and screened inmate visitor traffic, observed traffic in and around the compound.

I instructed and maintained control of inmates in areas such as the inmate food service areas, auditorium, and recreation yards, I observed for signs of disorder or tension and reported such observations to a higher authority, counseled inmates regarding institutional, domestic or emotional adjustment problems.

Maintained a record of equipment, supplies and other items; maintained and demonstrated proficiency in the use and care of firearms, restraint methods and equipment and emergency measures; maintained knowledge of communication and other electronic equipment; instructed inmates in the proper care and use of institutional equipment.

Maintained master inmate location counts; setup and received inmate counts and became familiar with the entire operation of the Control Room; initiated and participated in search of inmate recreation areas, work areas, and housing units to prevent the introduction of contraband items.

Maintained proper security of inmates being transported; ensured that all transportation permits were completed accurately and signed by the appropriate authority; instituted proper restraints as appropriate for inmate's custody classification; inspected transportation vehicles daily.

From January 1986 thru March 1986, I assisted with the ‘clean up’ and staffing at the U.S.P. Atlanta after their riot in late 1985.

I was a member of the Disturbance Control Team that arrived first to assist with the F.C.I. Oakdale Cuban Riot in 1987. We were the last Disturbance Control Team to depart F.C.I. Oakdale after the riot.

I became a certified Bureau of Prisons Bus Officer in 1988 and have moved numerous inmates via bus to other institutions and to airlifts without one major incident.
