Major Duties:

Serves as a Lead Security Guard. Incumbent performs the duties of a lead security guard, security guard and desk officer functions under the direction of the shift supervisor. The primary purpose for the establishment of this job is to perform the full range of lead security guard duties in and around the United States Army Special Operations Command (USASOC) area of responsibility (AOR). AOR is designated as a high risk target based on the high concentration of employees, highly sensitive documents, and number of VIPs, foreign dignitaries and general officers. The AOR consists of facilities housing weapons, explosives and documents pertaining to classified documents and items directly related to national defense. The incumbent uses authorized firearms, batons, OC pepper spray and other self-defense tactics and techniques during emergency situations in the performance of duties. Leads 3 or more GS-05 security guards.

Assigns guards to specific duty posts and patrols based on work assignment instructions from the supervisor. Issues specific instructions and assignments to the guards and instructs new personnel on specific security techniques. Makes day-to-day adjustments as necessary, for example, to cover brief periods of absence among team members. May approve short periods of leave as necessary. Ensures written orders are available and provides specific interpretations as necessary. Provides on-the-job training in security techniques to new employees. Observes the performance of security guards and provides input to supervisor on training needs and quality of performance. Recommends changes in specific work methods, training techniques and individual work assignments to the supervisor. Performs security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, accident, trespass, sabotage and espionage and to enforce the security regulations of the installation. Controls access of vehicles and pedestrians to installation. Verifies identification through use of identification cards, badges, automated records, vehicle decals, verbal questioning, and other means. Allows entrance to persons and vehicles with authorization. As initial point of contact, answers brief visitor questions, determines whether appropriate authorization for access exists, and provides assistance. Records visitor information and purpose of visit, as necessary; and may issue daily passes or refer visitors to another location to obtain special passes. The incumbent admits persons, denies entry or arranges for escorts, as appropriate. As required by instructions or force protection level, conducts vehicle searches/inspections (to include cargo areas, engine compartments and undercarriages), in accordance with standing operating procedures. Inspects containers, personal property, and documents on private, commercial and governmental vehicles. Inspects personal/business property as required. At all times the incumbent exercises tact, courtesy, and firmness in the performance of all force protection duties. The incumbent is authorized to confiscate unauthorized or otherwise controlled items, and to detain those suspected of criminal or other illegal activity. Questions suspicious persons and warns or detains violators of laws, regulations, policies, rules or posted warnings. Makes instantaneous decisions regarding use of deadly force, and alerts appropriate officials of apparent security violations. Secures installation from all entry on own initiative or upon notification of alarm or emergency.

Fixed posts: Conducts foot or vehicle security patrols of perimeters, roadways, and other high traffic areas as well as interior of storage areas, administrative areas and other structures. Enforces traffic regulations, makes routine traffic stops and issues citations to violators. Reports accidents and incidents to law enforcement and takes charge at the scene until their arrival. Detains violators, identifies witnesses and renders first aid to the injured commensurate with training certification. Assists law enforcement as required by rerouting traffic, crowd control, obtaining facts, taking statements, etc. Operates two-way communications equipment to summon emergency vehicles and crews when needed. Implements enhanced security in the event of bomb, fire, or other threats. Exercises crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations. Maintains duty journal and prepares written reports of unusual situations and conditions encountered. Work subject’s employee to adverse weather conditions, and occasionally high noise levels, motor vehicle fumes, and possible exposure to toxic substances.

a. Security patrols: Patrols highly sensitive and restricted areas (by vehicle or foot) to check locks, alarms, fences, gates, or other barriers to assure they are closed and locked or open and unlocked, depending on the time of day and the conditions that are supposed to apply. Patrols perimeters to detect faulty fences and detection equipment, trespassing violations, and attempted thefts of Federal or personal property. Patrols office and industrial building within sensitive and restricted areas to prevent theft or damage to Federal property, equipment, tools and supplies.

b. Responds to intrusion and duress alarms IAW emergency alarm procedures. Takes action to correct hazards encountered and reports on corrective action taken or when correction is not possible. Reports all violations of security.

Receives instruction and training in the application of security procedures, laws, guard orders, vehicle operation, basic first aid including cardiopulmonary resuscitation (CPR), search and seizure, self-defense, riot control, use of weapons and other forms of deadly force, drug and alcohol testing, two-way communications equipment, and accident site preservation, etc. May be required to serve as a first responder in case of fire, accident, medical emergency, or criminal or terrorist incident.

Performs other duties as assigned. This is a Key Emergency Essential Position.

CONDITIONS OF EMPLOYMENT:

Active SECRET level security clearance.

IAW AR 190-56, requirements of Individual Reliability Program apply.

IAW AR 600-85, a DA Form 5019R Condition of Employment passed mandatory drug testing. Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with AR 600-85.
