09.Policy and guideline review focused on the following policy document aspects:
The National Environment Policy 2018 envisaged environment conservation, pollution control, biodiversity conservation, and mitigation of the adverse effect of climate change to ensure sustainable development.
Bangladesh Environment Conservation Act – 1995 aims to provide for conservation of the environment, improvement of environmental standards and control and mitigation of environmental pollution.
Environment Conservation Rules, 1997 - provide for declaration of Ecologically Critical Areas, classify industrial activities projects in 4 categories for purposes of licences, prescribe requirements for each category for obtaining a licence, prescribe the duration of licences, provide for appeals against notices, instructions, or orders, and provide in relation with the determination of pollution standards
The Solid Waste Management Regulations 2021 worked under the Bangladesh Environmental Protection Act, 1995. It defines the responsibilities of businesses involved in solid waste management and impose collection, recycling, and disposal obligations according to Extended Producer Responsibility (EPR) on manufacturers of non-biodegradable products such as glass, plastic, and bottles. The Regulations also include provisions for the treatment of solid waste such as composting and energy recovery.
National Action Plan for Sustainable Plastic Management 2021 focused on sets a target of recycling 50 percent of plastics by 2025, phasing out targeted single-use plastic by 90 percent by 2026, and reducing plastic waste generation by 30 percent by 2030 from 2020/21 baseline.
National 3R Strategy for Waste Management 2010 worked to sets the goal of waste reduction, reuse and recycling and minimizing waste disposal in open dumps, rivers, flood plains and landfills by 2015 and promotes recycling of waste through mandatory segregation of waste at source as well as creates a market for recycled products and provides incentives for recycling of wastes.
The Hazardous Waste (e-waste) Management Rules, 2021 it is working under the Bangladesh Environmental Protection Act, 1995. The E-waste rule covers the products listed in the Schedule (home appliances, monitoring and control equipment, medical equipment, automatic machines, IT and communication equipment), and establishes obligations for manufacturers, assemblers, collectors, sellers, and consumers of the products. The rule also sets provisions to limit the use of the 10 substances covered by the EU RoHS Directive. This regulation entered in force upon publication.
World Bank Environmental and Social Standards (ESS), the main objective of this standard is to avoid or minimize adverse impacts on human health and the environment by avoiding or minimizing pollution from project activities, to avoid or minimize project-related emissions of short and long-lived climate pollutants. It focused on to protect and conserve biodiversity and habitats and to promote the sustainable management of living natural resources.
World Bank Environmental and Social Framework (ESF) 2016, aims to support green, resilient and inclusive development by strengthening protections for people and the environment and making important advances in areas such as labor, inclusion and non-discrimination, gender, climate change, biodiversity, community health and safety, and stakeholder engagement.
The World Bank's environmental and social safeguard policies 2026, are working to support to sustainable poverty reduction. The objective of these policies is to prevent and mitigate undue harm to people and their environment in the development process.
