EXPERIENCE_

KEOLIS TRANSIT AMERICA – Maintenance Manager

• Responsible for the maintenance of fixed route, paratransit, and support vehicles at two locations for the Victor Valley Transit Authority. Developed schedules for the maintenance department technicians to ensure fleet availability for full service roll out for both AM and PM peak requirements on a daily basis. Managed the activities and scheduled for all Preventative Maintenance Inspections and repairs as well as unscheduled maintenance. Maintained excellent relationship with Union Business Agent and members eliminating grievances via alternative dispute resolution methods.

• Manages the maintenance and upkeep of the facilities, fueling stations, compressed natural gas systems, electric bus charging stations, liquid natural gas systems, conventional fuel systems, and facility electrical, water, fire suppression, general maintenance, landscaping, and janitorial services. Maintained fire suppression systems, electrical services, water systems, both with my facility technicians and contracted service providers.

• Sets the priorities of maintenance, provides guidance and leadership in the quality assurance, quality improvement, and safety processes in the department. Developed and maintained an efficient parts inventory, acquisition, and monitoring process to ensure the right parts are on hand when needed and control of obsolescence.

TECHNICA LLC – Director of Logistics/Operations

• Responsible for all logistics operations including warehousing, transportation, maintenance, engineering, and Information Technology (IT) services provided by Technica LLC. Perform Statement of Work (SOW) task duration analysis, workforce skill analysis, pricing analysis, and Other Direct Costs (ODC) determination in support of Business Development operations.

• As the Defense Logistics Agency (DLA) Support Division Manager directs and managed warehousing operations, transportation, and logistics labor services at various DLA Distribution Centers both in the continental US and overseas, for example Busan, South Korea and Djibouti, Africa.

• Managed all facility maintenance at the warehouse locations utilizing organic and contracted service providers in accordance with lease or government requirements.

TECHNICA LLC - Program Manager, Fort Irwin, CA

• Provided on-site program management for the Fort Irwin Logistics Readiness Center (LRC) Maintenance, Supply, and Transportation Divisions. Served as the single point of contact for liaison between CORs and the Contractor. Ensured the successful completion of all mission operations in accordance with established policies and management goals. Managed the LRC Maintenance Facility, 11th ACR Maintenance, Central Issue Facility warehouse, Hazardous Material Facility warehouse, Transportation Motor Pool, and the Personal Property Shipment Office supporting 5000 resident soldiers and 12 Rotational Training Units (RTU) annually. Recruited, interviewed and hired an experienced Maintenance Manager.

• Managed all maintenance repair for the Transportation Motor Pool, the 11th Armored Cavalry Regiment, National training Center command military and conventional vehicles, MHE, and electric vehicles.

• Responsible for maintenance for all grounds and equipment in all the facilities we occupied.

• Maintained excellent relationships with two major Unions Members, Stewards, and Business Agents resolving issues at the lowest possible level avoiding costly grievances.

US ARMY TANK-AUTOMOTIVE & ARMAMENT COMMAND – Afghanistan – GS15 Logistics Management Specialist Supervisor (4 years service in Combat Zone)

• Army Program Office Mine Resistant Ambush Protected Forward (APO MRAP FWD) Afghanistan Country Lead. Managed over 2700 personnel at eight Regional Support Activities (RSA) and dozens of remote outer Forward Operating Bases throughout Afghanistan. Yearly operating budget was $800M supporting the maintenance of thousands of MRAP vehicles. Managed 15 different complex contracts for personnel support providing Field Service Representatives, Joint Logistics Integrators, vehicles, material handling equipment, repair parts, and logistics processes. Managed extensive warehousing operations across all of Afghanistan utilizing complex supply chains from multiple worldwide locations.

• Developed maintenance processes to repair battle damaged MRAPs, maintain Route Clearance vehicles, and component level repairs, and install complex survivability upgrades.

• APO MRAP Country S-4. Worked directly with DLA establishing repair parts, Battle Damage repair Kit component lists, usage rates, field trained in DLA systems to provide analysis and input. Set Demand History Accounting (DHA) and Demand Data Exchange (DDE) transaction working with the Demand Forecasting Unit. Ran warehouse operations for Route Clearance Vehicles for Class IX parts serving all Forward Operating Bases (FOBs) in a Hub and Spoke system.

• APO MRAP Northern Afghanistan Regional Lead. Responsible for site design, development, maintenance operations, Theater Readiness Fleet Care Of Supplies In Storage (COSIS), and closure for MRAP vehicles, Route Clearance Vehicles, and IED Defeat Mine Rollers for more than half of Afghanistan at multiple Forward Operating Bases. Developed all facility and production metrics.

USMC MAINTENANCE DEPOT – Barstow, CA – GS14 Engineering Superintendent

• Managed over 300 persons with a yearly budget of over $100M. Managed all facility and plant equipment maintenance, construction, and infrastructure development for a 300-acre maintenance complex capable of manufacturing and repairing all USMC weapon systems. Developed equipment and facility maintenance procedures. Managed a large facility and maintenance team and utilized contracted services as required.

• Successfully designed and obtained funding for Minor Construction and Military Construction projects including a $25M Combat Vehicle Repair Facility, $15M Machine shop, and $5M Employee Support Center.

• Managed the retail warehouse operations with an average inventory value of $100-150M. Worked with DLA providing DHA reports and the DDE process to ensure upcoming fiscal year workload for the depot on all the major lines were procured

• Responsible for the development of Lean Six Sigma Manufacturing Single Piece Flow processes for all new maintenance projects. Developed and facilitated the Up Armored HMMWV line designed for a 1.5-hour TAKT time that increased production from 20 per month to 120 per month on a single shift. Determined manpower structure, equipment, and facility capacity requirements to ensure financial and schedule goals were achieved.

USMC MAINTENANCE DEPOT – Barstow, CA – GS14 Industrial Maintenance Superintendent

• Managed over 1000 persons in over 30 different shops and 70 different skill sets with a yearly budget of $800M. Managed all repair and manufacturing processes for all Marine Corps & Army Weapon Systems/vehicles overhauled at Maintenance Center Barstow (MCB). Managed all aspects of production innovation as Lean Six Sigma (LSS) Champion approving all tollgates for Rapid Improvement Events (Kaizen) and Black Belt projects. Determined annual man-day rate for all skillsets workload to meet annual financial goals.

• Ensured production schedules were met by developing a cohesive team-oriented culture based on a strong leadership commitment to the mechanics and technicians. Determined new methods of manufacturing and repair as well as facility, equipment, skill sets, and training/certification requirements for my workforce.

MARE ISLAND NAVAL SHIPYARD – Vallejo, CA – GS13 Production Shop Superintendent

• Electronic Shop Superintendent. Managed over 500 persons with a yearly budget of $200M. Managed all electronic equipment repair, manufacturing processes, and the Naval Calibration Laboratory for all submarine and surface craft overhauls. Served as the Shipyard Total Quality Management (TQM) Manager.

• Performed functions of Nuclear Director for all Naval Nuclear Reactor Propulsion work in the Electrical/Electronics Group. Interfaced with Naval Seas Systems Command (NAVSEA), Navy Reactor Representatives Office (NRRO), Radiological Affairs Support Office (RASO), and Nuclear Regulatory Commission (NRC).
