Executive Summary

I am a highly qualified Public Health Specialist with more than 31 years of experience in the planning and implementation of all phases of public and environmental health programs, particularly those within highly regulated environment and high public visibility. I am a Certified Environmental Compliance Manager. I have extensive experience in the biological agents/diseases and the chemical/biological emergency preparedness. (2019 – 2022) – Supervisor / Chief of Occupational Safety & Health - Edward Hines Jr. Veterans Affairs Hospital

I identified and resolved the full range of managerial concerns affecting the Edward Hines Jr. VA Medical Center and is recognized as a key in the policy and decision-making process.

I ensured the Performance Improvement by planning and coordination of the activities related to the Quality and System improvement.

I maintained a comprehensive program at the Edward Hines Jr. VA Medical Center to evaluate and improved the quality of safe environment for all Veterans, patients, visitors, volunteers and employees. I evaluated the appropriateness and timeliness of services provided.

Developed, implemented, integrated and maintains a Safety Program that meets the expectations of VHA directives, the Office of the Inspector General, Quality and System improvement committees, and peer reviews.

I evaluated work performance of subordinates, identified developmental and training needs. I gave advice, counsel and instructions to employees, and took disciplinary measures when appropriate. I made determinations and recommendations on promotions and awards. I developed performance standards.

(2015 - 2019) – The Health Incident Surveillance Branch (HISB), Office of Health Affairs, Department of Homeland Security.

Compile data, consolidate reports, and prepare sections of summary reports to communicate situational awareness and current and future planning concerning regional or district critical infrastructure.

Contracting Officer's Representative (COR) responsible for managing program schedules, milestones, scopes, quality controls, risk, issues, communication management, and budgets from preliminary stages through design, development, operation and de-commission/close-out as needed. Also, responsible for monitoring resources and interim milestones to ensure consistency with scheduled work and monitoring/measuring performance, in order to assure commitments of all parties are maintained.

Dr. Marouf is a Certified Industrial Hygiene Manager and a Certified Environmental Compliance Manager. He served as the principle technical coordinator for a wide range of often complex and highly sophisticated technical matters involving emergency response operations. Dr. Marouf is familiar with the National Incident Management System (NIMS), the National Response Plan (NRP), the Homeland Security Presidential Directives (HSPD, the emergency management, emergency medical services (EMS) and the Emergency Support Functions (ESFs).

Designed and built the Office of Health Affairs (OHA) Watch Desk training and certification program to enhance the capability, knowledge, skills, and operational breadth of the OHA Watch Desk Officers, and to ensure compliance with Presidential Executive Order (EO) 13434 to appropriately respond to events of national concern.

Provided technical and medical subject matter expertise and Incident Command (IC) support to OHA, DHS, Federal partners, State and local personnel, to enhance national resilience against health and weapons of mass destruction (WMD) events of national significance.

In conjunction with the “BioWatch Program”, updated the BioWatch Actionable Result (BAR) Standard Operating Procedures (SOPs) and trained the OHA Desk Watch Officers on how to execute those SOPs. Created the BAR Flow Chart which led to an accomplishment of the OHA Desk Watch Officers expected actions during the BAR declaration in a more efficient way. Participated in several BioWatch National Conference Calls (BWNCCs) and shared with the participants the available and pertinent information that helped with the situational assessment. Additionally, contributed to strengthening the Program by providing real-time subject matter expertise on bioterrorism agents/diseases to ensure that bio-threats against the USA are consistently met through coordinated awareness and response.

(2009 - 2015) –The National Biosurveillance Integration Center (NBIC), Office of Health Affairs, Department of Homeland Security.

NBIC works collaboratively with Federal partners to enhance the capability of the Federal Government to rapidly identify, characterize, localize, and track a biological event of national concern.

Compile data, consolidate reports, and prepare sections of summary reports to communicate situational awareness and current and future planning concerning regional or district critical infrastructure.

Facilitated and coordinated information sharing with key National Biosurveillance Integration System (NBIS) partners to include representatives from NBIS member agencies and DHS components.

Identified, captured, analyzed and interpreted all applicable information to ensure the early detection of health-related incidences of National Significance and alerted appropriate customers.

Authored and edited NBIC and NBIS reports.

Reviewed NBIC emergency plans periodically to ensured they are up to date and relevant. Managed the Department’s emergency notification system for NBIC.

Determined what, if any, gaps for Subject Matter Experts (SME) exist at the NBIC on a quarterly basis, and when/where gaps existed, and ensured NBIC’s access to needed SMEs to satisfy requirements of Public Law 110-53.

Managed and supervised a staff of 25 professionals in conjunction with the planning and preparation of "Facility Response Plans" for various industrial facilities throughout EPA's Region III. Managed over 50 multi-discipline assignments involving environmental scientists, chemists, geologists, health specialists, and field technicians.

Coordinated and conducted over 700 hours of emergency response training for more than 1000 hospital and municipal staff at 50 different facilities throughout EPA's Region III. The total budget for these training programs was approximately $ 250,000.
