Defense Threat Reduction Agency (DTRA SI) Site Lead and Senior Analyst, CACI; Multiple Locations N. Virginia - 06/2018 – Present

Mr. Fralen serves as the Site Lead and as an analyst for DTRA’s SI STE branch. As an analyst he has led the planning and execution of a new and innovative methodology to assess the efforts of DTRA’s programs with a focus on the strategic alignment and value added by each branch. This allows the Director of DTRA to make informed resourcing decision in a timely manner. No assessment mechanism existed prior to this endeavor. As the Site Lead, he has established the footprint for CACI contractors to enter in and contribute to this effort and contributed to the RFP development allowing for this work to continue.

Joint Improvised-Threat Defeat Organization (JIDO) Project Manager and Senior Analyst, IBM; Multiple Locations N. Virginia - 06/2007 – 06/2018

Mr. Fralen has served as the Project Manager for JIDO since its inception in 2007. Since then, he has successfully maintained the contract through numerous re-competes and extensions. In addition, he has managed the recruitment process of key employees and the selection of analysts. These analysts assisted the team in conducting complex analysis of very large data sets. Mr. Fralen managed IBM IT architects and engineers as they performed a proof of concept on a new COTS product and subsequent installation onto the client’s network. Also, Mr. Fralen was a part of a team that wrote two winning proposals for IDIQs worth close to $1 billion. Throughout the contract he exceeded all profit goals and delivered all required products on time and to standard.

United States Marine Corps (USMC) Project Manager, IBM, Arlington Virginia – 11/2016 – 05/2017

Mr. Fralen led a team of IT Specialist and Analysts to outline an architecture for the use of Watson Cognitive Computing technologies for the Marine Corps. This work was in addition to the JIDO work and consisted of managing the cost, schedule and performance of the project. As the primary interface with the client, Mr. Fralen managed all team members, submitted monthly status reports, reviewed all deliverables, and managed the closeout of the project. This project was both profitable and well received by the customer. Follow on work is expected.

United States Postal Service (USPS) Managing Consultant, IBM; Washington D.C. - 11/2006-05/2007

Mr. Fralen worked as a managing consultant for IBM with many of his projects focusing on assisting the United States Postal Service acquiring and merging with DoD postal facilities. Specifically Mr. Fralen was the team lead responsible for the Work Breakdown Structure and Risk Analysis for the project

U.S. Army Center for Army Analysis, Ft. Belvoir, VA - 07/2004-08/2006

Lieutenant Colonel Fralen was responsible for planning, directing, and performing studies and analyses for the Center for Army Analysis. These studies supported the Headquarters, Department of the Army, and other major Army commands. He led a team to conduct theater level simulations, conducted quality assurance / quality control QA/QC of the results, compiled all the data into a final project, and briefed senior Army leadership on the results.

U.S. Army Program Analysis and Evaluation, Pentagon - 06/2001-07/2004

Lieutenant Colonel Fralen served as the senior program analyst for the Department of the Army Staff for all artillery, air and missile defense, and space systems. He provided the Army leadership with alternatives and recommendations for more than 25 Army systems valued at more than $19 Billion. Lieutenant Colonel Fralen was responsible for all Fiscal Programming to include G8 oversight of Acquisition Milestones and the Requirements Validation process.

U.S. Military Academy, West Point, NY - 05/1997-06/2001

Major Fralen led the Research and Analysis Branch in support of policy and program decisions at the United States Military Academy. He directed the performance of a broad range of studies and analyses requiring expertise in many advanced operations research techniques. Major Fralen provided the Superintendent, Commandant, Dean, and Director of Policy, Planning and Analysis with research, analysis, and completed reports on the characteristics and performance of candidates, cadets, and commissioned officers at the Academy. Served as a voting member of the Institutional Review Board for all studies, both medical and non-medical, given to the Corps of Cadets.

U.S. Army Field Artillery Officer, Numerous CONUS/OCONUS- 05/1986-08/1995

Captain Fralen commanded Field Artillery units ranging in size from 3 to 140 soldiers in a variety of environments and scenarios to include combat. He worked as an operations officer, and as the lead for the determination of technical firing data for artillery systems.
