Lead and actively support initiatives and directives of the Superintendent and

School Board and to exercise the duties of the Superintendent in their absence. District

Operations portfolio position is responsible for supervising and collaborating with

subordinate professionals District-wide in the planning, implementation and evaluation of

District and school operations and programs. The position develops and implements

programs within organizational policies; reports major activities to executive level

administrators through conferences and reports. The position is responsible for supervising

through subordinate directors the following departments; IT/Instructional Technology

(infrastructure), Maintenance/Facilities/Construction, Transportation, Food and Nutrition

Led the multimillion dollar design and construction revitalization of the Palmer Ridge High

School geothermal HVAC system. Project was delivered under budget and on schedule

for the ’22-’23 academic year. Spearheaded and authored the plans for moving the

entirety of the school district power consumption portfolio to renewable energy. The

solution is immediately utilized, positively impacting the current Fiscal year and is

anticipated to save the district millions of dollars for redirection to classroom optimization.

Led the delivery of a best in class project initiation documentation and status update

process to insure the in sync and timely coordination of past, current and anticipated

projects across disparate schools. Incorporates industry-leading practices including cross

Responsible for the budget, scope and design and construction delivery, administration,

risk mitigation and timeliness of greater than $1.5B in funded Capital Projects across 4

campuses and nearly 50 million SF of maintained square footage and grounds. Leads and

manages a staff of greater than 80 architects, engineers, project managers and capital

project delivery professionals in all aspects of capital project delivery for the University and

all four of its campuses. Consistently delivers cross-functionally to identify, track, and

ensure remediation of prioritized operational issues.

Responsible for reporting and status management amongst multiple university

locations and hundreds of projects. Administer the resources necessary to annually deliver

greater than $250M of design and construction and best in class programs across

University academic, residential life, research, athletic, infrastructure and maintenance

facility programs.

Responsible for operating the billion-dollar Capital Projects Project Management business namely the receipt of fee based, project progress expenditure driven revenue using database software accounting tools. Reporting program and projects status amongst four campuses and two off site locations in response to Arizona Board of Regents approved projects. Closely collaborating with designers and builders to determine how best to deliver unique campus and department requirements within charter driven approved critical project success factors. 1/11 – 12/2019: Associate Vice President of Facilities Services, Colorado College, Colorado Springs, Colorado

Responsible for the day to day operations of 80 full-time staff members in the areas of facility maintenance, organization means and methods administration, new capital construction, transportation, custodial services, grounds, and energy and plant management.

Led the procurement and delivery of the College’s first on campus NCAA Division I hockey facility. Engaged local political figures, campus neighbors, community stakeholders, college staff and students regarding project delivery and architectural plans.

Pioneered the campus’ carbon-neutral, net-zero academic library renovation and new construction project. The $45 million renovation of Tutt Library makes it the largest academic library in the nation to achieve net-zero construction. Project was awarded the 2018 Building Design + Construction’s 35th annual Reconstruction Award honoring the nation’s 21 most outstanding projects for standing out as best in class regarding renovation, preservation, and adaptive reuse.

Instructs and guide’s the delivery of the campus energy efficiency portfolio resulting in the campus achieving a campus Energy Intensity for 2017 of 70.1 KBTU per square foot per year; Colorado College’s annual performance is 58% less than the NACUBO national average and 49% less than the APPA Rocky Mountain region reporting schools; Electricity and Natural Gas consumption has been reduced by 33% since the college began tracking and reporting consumption in 2008.

Led and completed the largest number of new construction projects in greater than a decade at the College. All projects were completed on- time and on budget. Implemented new design-build project delivery principles and approach to complete projects with minimal staffing and no budget contingency on any project.

Delivered the college’s first preventive maintenance and capital planning tool and program for deferred maintenance to document facility condition and the College’s 10-year facility planning horizon is managed in a proactive manner. Spearheaded the college’s first large scale, renewable energy, carbon neutrality step since the College’s original ACUPCC commitment in 2009.

The new 2 MW DC solar array is a collaborative effort with 3rd party contractors, the municipal utility, and a local school district. Installed the College’s first formal project management system to insure project delivery is well documented and provides needed proactive management tools and communication to insure the on time and on- budget delivery of college investments.

Led the delivery of both the $20M East Campus residential life student housing projects (5 separate facilities) and the delivery of the $45M, nation’s first, carbon neutral, net zero academic library in 2017. Both projects were completed in only 12 months.

Coordinated and successfully delivered the College’s largest capital project in greater than a decade when the new El Pomar Athletic Facility, a $26M project was opened in March of 2013. The facility is the first of its kind at Colorado College and provides contemporary systems and support for both recreational and the college’s most elite athletic programs, teams, and their respective athletes.

7/03 – 12/10 Executive Director for Construction, Facilities, and Sustainability, Academy District 20:

Responsible for the planning, design, project management, execution, and closeout of all projects and programs related to the 2001 voter-approved $163 million bond issuance. All projects associated with the bond were delivered on or ahead of schedule and on or under budget. Responsibilities include the delivery of turn-key construction solutions, master planning, source selection, project delivery-method selection, development and implementation of 21st century educational specifications, management of design and construction, data network architecture design and delivery, security system implementation, audio/visual system design and installation, furniture, fixtures, and equipment (FFE), and warranty process management.

Led the delivery of a comprehensive district sustainability policy and practice program for all 34 District 20 schools and facilities. Focus areas include energy management, high performance design guidelines, school assessments and sustainability action plans, and waste reduction and diversion. Anticipated cost savings in year one are greater than $400,000.

Delivered the $12M Classical Academy/Pikes Peak Community College Partnership Facility campus project one month ahead of schedule and $500,000 under budget. Created resource synergies and scope, contract and budget strategies to deliver additional scope while not using $1 of project contingency. The project was originally deemed ‘impossible’.

Authored, communicated, and implemented new project management tools and processes in accordance with industry standards and District 20 requirements. The resulting processes were audited by the Pikes Peak Chapter of the Project Management Institute and given a Superb rating.

Completely responsible for scope, schedule, budget, completion, and risk management for 1,000-plus completed construction projects. Projects were completed two-years ahead of schedule with zero complaints and no missed classroom contact time for students.

Championed and pioneered the adoption and execution of Design/Build project delivery for $24M in fast track construction projects. Authored the Request for Qualifications, the Request for Proposals, and educational specification documents. Process resulted in the on-time and on-budget delivery of 130,000 square feet of school construction in 10 months.

Solely responsible for the planning, design, contract procurement, and project management for the bond’s largest and most visible construction project; $72.6M PK-12 Discovery Canyon Campus. Responsible for the day-to-day management and execution of all contract and construction activities, to include coordination with design groups, contractors, sub-contractors, government entities, school administrators, and in-district staff.

Developed and maintains robust databases for the communication of project and program status. Database information is used to verify program as well as individual project status as well as Charter yearly construction program for communication with school administrators.

Implemented progressive procurement strategies resulting in immediate savings of greater than 10% on projects in the $100K to $500K range.

Developed a proactive mechanical project commissioning system to insure mechanical systems are installed correctly and warranty items are corrected with minimal impact to the customer.

Chairperson of the Design Advisory Group for the $72.6M K-12 Campus project. As chairperson, responsibilities included the coordination of design meetings, the development of design standards from which to evaluate need and make decisions, maintenance and execution of the design schedule, and overall evaluator of progress, product quality, and construction and budget feasibility.

Led the design and coordination of the district’s only non-city infrastructure utility wastewater treatment facility. Design coordination was required by 6 separate government organizations including the state of Colorado. The solution was delivered ahead of schedule and under budget.

Led $3M, 80-acre conveyance agreement negotiations with a local developer. Negotiations included engineering evaluation, budget, schedule, procurement strategy, and contract language. Conveyance agreement was agreed to by the Board of Education at its initial reading…a first for Academy District 20 for an agreement of its size.

Plans, communicates, procures, manages, and closes all projects related to the District’s $7.2M Per Pupil Building (PPB) program. Projects are completely the discretion of each individual school (32 total schools) and can range from facility additions, to mechanical system retrofits, to site work, to equipment purchases. Program was completed 2-years ahead of schedule.
