Professional level work for the Department of Public Safety involving NIBRS/UCR auditing of any agency that accesses the National Incident-Based Reporting System (NIBRS) through the Vermont Crime Information Center (VCIC). This encompasses a total of over 90 law enforcement (state, county, local and constabulary) and associated agencies within the state of Vermont. Audits ensure that an agency or supervisor, as an employee of that agency, validate reportable Group A and Group B crimes from their records management systems (RMS) consistent with NIBRS/VCIC guidelines for security, training, and data quality. Results of collected data are utilized to generate and distribute statistical crime reporting, identify trends in criminal activity as well as apply other analytical methodology. Work is performed under the supervision of the Deputy Director of the Vermont Crime Information Center via telework. Experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) Assisted with software development and training.

As of July 2022, duties now include heading up the Identity Services department of VCIC. This position will be developed to audit non-criminal record checks and fingerprint supported background checks to ensure all FBI CJIS security measures are in place.

Knowledge/Skills/Abilities:

The National Incident-Based Reporting Systems (NIBRS) is used by law enforcement agencies at the federal, state, county, and local levels to collect and report crime data. Its goal is to assist law enforcement agencies, research groups, the media, and others to identify trends and allocate resources more effectively. The auditor performs technical and professional statistical reasoning to compile, code, enter, generate, and distribute accurate crime reports. The auditor works closely with state, county, local and federal agencies to ensure there is an accurate flow of information based on the calls for service. The auditor frequently functions as a subject-matter expert for the agency assigned auditor to ensure that the information gathered is consistent with current state and federal reporting guidelines. The auditor conducts frequent checks of all participating agencies to ensure compliance, identifies deficiencies, communicates these to the affected agency and ultimately develops and oversees the delivery of any required remediation. Performs related duties as assigned.

• Knowledge of the monthly FBI validation process and VCIC’s role in ensuring all agencies remain in compliance with the reporting requirements.
