EXPERIENCE

Position: CIVIL ENGINEER Period: April 2015 (current role) Organization: Ministry of Energy & Mineral Development (MEMD) P.O. Box,7270, Kampala- Uganda Plot No: 29/33 Amber House, Street: Kampala Road Uganda Purpose of the Job: Reporting to the ministry Project Coordinator and responsible for the coordination of the construction activities. The management of construction projects includes planning, support to procurement, managing construction companies’ contracts, engineering firms’ contracts, support to management of Implementing Partnerships that include construction/rehabilitation components, as well as monitoring of construction works on site. Collaborate closely with government agencies in defining construction interventions to meet programmatic needs, results and provides technical and advisory support to Government and partners on construction project management. Key function, accountabilities and related duties/tasks

• Supervised and coordinated Civil/structural/construction and project management activities, through daily inspections, Quality control and assurance processes and monitoring the project triple constraints (scope, schedule and cost) and supported resolution of deviations continuously logged and escalated.

• Provided technical review on reports submitted by consultants and contractors including feasibility study report, geotechnical investigation, topographical, structural designs, drawings and construction method statements, generated comments and ensured that they were integrated for compliance.

• Supported contractors and consultants and introduced an effective quality improvement protocol from (PMBOK)® guide, which introduced a systematic collaboration during project execution by carrying out joint planning, site visits and inspections, identified compliance-related issues and brainstormed and came up with executable solutions. This significantly improved the quality of work packages, reduced time wastage and thus achieved higher performance level.

• Actively participated in HSE field inspections. The project complied to applicable; national and international safety guidelines through use of appropriate personal protective equipment (PPEs), enforcing traffic and safety management plans.

• Worked directly with different project stakeholders at every stage of construction. This helped to manage expectations and controlled Scope creep on work packages. Any scope changes were quickly and properly documented, and change orders went through formal change control processes prior to the performance of work.

• Constantly reviewed contractual commitments of the EPC contractor and other subcontractors. This optimized compliance of work packages (project design) to agreed constraints (cost, quality, and schedule); applicable procedures, standards and international codes of practice.

• Coached and guided project teams (design engineers, general contractors, sub-contractors, internal stakeholders) throughout the full project lifecycle on the global project management principles.

• Introduced peer review war rooms of different project documents (designs, method statements and specifications) with internal and external partners which optimized quality and conformance.

• Review credentials of key contractors and consultants’ personnel assigned on the project including, skills and competences and recommend for approval.

• Supported periodic budget tracking, forecasting of assigned projects and provided timely notification to contractors and consultants on the projected changes in resource flows and advise them to swiftly taken actions for smooth continuity of the project execution.

• Review, analysis and guide internally of all proposed cost and time change requests as presented by project contractors and consultants teams and genuinely avail timely feedback on all approved/rejected proposals.

• Wrote timely weekly status clear, concise reports and communicated by email to the Project Coordinator. The reports covered all aspects of project delivery; general progress on projects, milestones delivered, escalated issues, and resolved in weekly meetings held with partners. This boosted; swift awareness to the Ministry when compared with the general work plan.

• Risk Management: Applied PMBOK methodologies and helped in the formulation of the risk register for a $1.6bn project. Carried out assessment and quantitative analysis of the identified potential risks related to delays and/or cost overruns, planned and came up with mitigation measures and communicated to all stakeholders with correct owners. This facilitated in fast-tracking and closed more than 70% of the project risks, through joint implementation of the mitigation measures and ensured that the assigned institutions provided timely updates on their tasks. The lessons learned were effective in project implementation and stakeholder satisfaction.

• Led consultants and contractors in project close-out phases, processing of contract variations including negotiations, change orders, by fast-tracking review and approval processes coupled with managing Scope creep, maintaining records of executed/rejected variations and following up on the defect liability period. Project: Refurbishment Construction of the facilities at Arua Regional Referral Hospital; Funded by URC- SUSTAIN. The contract involved refurbishment/remodeling of hospital facilities (equipment workshop, operating theatre), finishing works, construction of safe male circumcision facility, installation of systems (water, Air conditioning and lighting system), each of these tasks was assigned a subcontractor.

• Supervised, monitored and evaluated subcontractors and optimized the quality of work packages to quality standards, designs, technical specifications, and HSE guidelines.

• Developed a monitoring template which ensured accountable and timely implementation of works by subcontractors, e.g., through daily, weekly and/or monthly tracing, tracking, and reporting, checklists and spot- checks of site construction activity progress and output milestones.

• Accelerated site progress by sourcing local materials of similar quality.

• Performed control and validation processes of work packages, ensured compliance to the bills of quantities (BOQs)

& were all accepted.

• Organized and spearheaded site meetings with subcontractors where 70 % of escalated issues were resolved within the meeting and this increased the rate of execution by 20 %.

• Liaised and worked closely with the hospital assigned technical personnel during site inspection, design reviews and approvals plus any technical support required.

• Planned, managed and monitored daily operations of the plant and the network and ensured an interrupted supply of water to the communities; this increased performance and system reliability by 15%.

• Conducted surveys for the construction of new pipe extensions including managing and monitoring topographic surveys and excavations for the piped water network. This increased the distribution network by 25%.
