I had the opportunity to be the Acting Supervisor Chief, Installation Support Section for 120 -days at GS-13 Level where I managed 3 Senior Realty Specialists and 1 Realty Assistant. In this role, I reviewed project proposals, verified, and ensure proposed projects recreational uses are compatible with the overall federal project. Responsible for the budget formulation, tracking expenditures of multiple programs to ensure successful execution of projects, programs, and that funds are on hand and approve to stay on schedule to execute projects. I approve leave schedule and schedule changes. Performed the most complex and challenging real estate actions while providing guidance involving Real Estate transactions and carrying out military projects consisting of acquisitions in fee and lesser estates. Prepared Real Property Host/Tenant Agreements, User Agreements, and Inter-service Support Agreements (ISSA), when assigning the use of DoD real property assets under the accountability of a Military Department or Washington Headquarters Services to another Defense Component. Prepared Support Agreements when assigning the use of real property assets or space on a limited or temporary basis (2 years or less) in accordance with the Department of Defense Instruction (DODI) 4000.19. Prepared and negotiated an array of Real Estate Instruments as follows: Grant Deeds, Warranty Deeds for acquisitions in fee and less than fee estates such as: agricultural out-leases, commercial in-leases, out-leases, licenses, permits, easements, and a variety of other specialized agreements such as credit union agreements, Intra-service support agreements, telecommunication leases, school leases, airport leases, warehouse, churches, railroad, and highway easements/right of ways. As the Action Officer my area of responsibilities falls under being the Project Manager for Joint Forces Training Base at Los Alamitos, CA (JFTB), March, ARB, CA, and Formerly Used Defense Sites (FUDS) for CA/AZ. I served as the Realty Representative to recommend and provide real estate advice on relocations, upgrades, and Installation Supportive Agreements (ISA’s). I evaluate cost estimates and proposal estimates to commit to approving cost that is justified within the government independent estimate (IGCE). As a Contractor Officer Representative, I oversee change orders, contract modifications, contractors’ performance, deliverables, and invoices. I conduct Market Survey’s or request for an Appraisals to determine the base pay and to ensure that the Government pay fair market value. I provide monthly reports to our customers on the status and completion of program assignments. I oversee funding and execution status weekly of upcoming assignments. I monitor contract work while staying on budget. Before I approved payments, I conduct final inspection and meet deadlines. I display technical leadership and guidance to the team members to ensure that I contribute my expertise by documenting my lessons learned and the end of each quarter. Provide instructions to Lessor’s to register in System for Award Management (SAM) a requirement to receive rental payments by Electronic Funds Transfer (EFT) for Governmental Leases and Contracts. Provide additional support to the Recruiting Facility Program by implemented national and service area policy and procedures covering the management, acquisition and disposal of real property, space, and utility services. As a Realty Specialist and Contracting Officer Representative for the Recruiting Facility Program. I managed up to 43 leases with other governmental agencies and commercial real estate entities. Able to successfully negotiate Leases with Lessor’s, Managing Partners and Brokers to acquire acquisition and leasing properties up to 3 to 5 years for Retail and Offices to support the Armed Forces Career Centers.
