Land law examiner that assisted with the Alaska Native land transfer program as a land law examiner. Contributed to the conveyance of land entitlements for Alaska Natives. Collected and examined source documents such as: application filings, easements, interim conveyance land data, survey maps/ title plats, trail information, and emerged island reports were verified for accuracy to ensure precise land conveyance. Organized land data case files which held the above-mentioned source documents. The case files were arranged in chronological order, each land action completed was coded by date/time and entered the Alaska Lands Information System (ALIS) for accuracy.

Complied with BLM’s written principles, laws and regulations. Developed a knowledgeable understanding for interpreting the processes for adjudicating Native allotments, Native Allotment title recovery and ANCSA adjudication. Drafted final corresponding documents in the form of notices, decisions, and generated reports in a clear concise manner according to BLM’s laws and regulations for the intended audience.

Interpreted and applied a variety of federal laws such as the US Code of Federal Regulations, Alaska State Hood Act, Alaska Native Allotment Act of 1906, Alaska Native Claims Settlement Act of 1971, and the Alaska National Interest Lands Conservation Act of 1980 to support proper land conveyance. The following laws and regulations were vital to the overall land conveyance program to ensure final entitlement. For example, Alaska Native entitlements are based on these laws therefore; it was imperative to apply the correct law rule for accurate land conveyance. Worked closely with the Alaska Regional Solicitors Office for legal guidance and support in order to process Alaska lands for the issuance of final land patents.

Coached and trained team members, team leads, and management on how to enter and retrieve the proper data from (ALIS) Alaska Land Information System for customer inquiries and land status for proper land conveyance. Guided team members and management on how to identify rules principles and relationships that explained the facts necessary to draw accurate conclusions for project completion. Collected, analyzed and evaluated data for tracking project status to produce briefing documents and reports for internal and external meetings. On an ongoing daily basis, I was available as needed to my colleagues, team members, and upper management for the following: project guidance, verify land status updates and resolve top filing conflicts. My expertise and planning knowledge were very beneficial in assisting with meeting deadlines for project completion.

In 2004, after working for a year at the GS-7 Level, I advanced to the GS-9 Level without any hesitation since I was exceeding my yearly goals and targeted deadlines. My planning knowledge and advice allowed me to assist with making informed decisions and completing project goals. It was between the year of 2009-2010, I was promoted to the GS-11 Level. My work ethic, planning knowledge, and determination gave me the ability necessary for setting future goals to achieve accomplishments within the Division of Conveyance.

Worked with co-workers and team members to identify project needs, land conflicts and any other type of problems that complicated proper land transfer. Other entities considered within this land process was the State of Alaska and U.S. Fish and Wildlife Agency. I assisted with determining workload priorities, as well as the best planning strategy for accomplishing project deadlines and Division goals. The i.d. team that I worked with met bi-weekly to state the progress being made and identified any conflicts that interfered with project completion for meeting scheduled deadlines. Reviewed, final documents such as memorandums, notices land patents for team members and team leads to meet project deadlines. Also, managed and resolved conflicts in a constructive manner to minimize negative personal impact. If any conflicts were identified that hindered project completion the BLM management team was immediately notified to update all stakeholders if deadlines could not be achieved.

Completed customer land inquiries to confirm project status and targeted completion dates. This same information was also communicated to upper management in briefings and meetings per me and the i.d. team recommendations. Evaluated and updated the Alaska Land Information System with current land data throughout the conveyance to keep everyone involved in the land conveyance program abreast of project status. The (ALIS) was available to team members and upper management to check land status and print status reports as well as identify the land examiner assigned to work specific projects within certain regions and villages. My recommendations provided technical and expertise advise for meetings via email and excel reports to support the overall mission of my Department’s yearly goals to be accomplished.

Maintained a strong and positive communication link with Alaskan Native Groups and other interested parties supporting for final entitlement. Worked closely with Federal and State Agencies to maintain a collaborative relationship for meeting the needs of proper land management. Attended all necessary meetings with internal and external audiences to discuss project issues, goals, and status updates.

Knowledge of computer applications and software to enable a system to perform specific functions. Proficient with Microsoft Office tools (Word, Excel, & PowerPoint), Project Management, and Scheduling Software).
