Field Artillery Senior Sergeant (Howitzer), GS-1910-11 equivalent- PA Army National Guard Location: Kingston, PA; December 2014-present
Supervisor: Captain Matthew Powers, 570-***-**** Senior leader of a 155mm, self-propelled, M109A6 Howitzer (Paladin) Battery; authorized 26 track and wheeled vehicles; responsible for all aspects of the unit's discipline, morale, deployability, daily administration and training. Responsible for the loading and firing of Howitzers, setting fuse and charge on a variety of munitions, including high explosive artillery rounds and laser-guided projectiles. Leads in the fire support, operations, intelligence, and target acquisition activities of a field artillery battalion. Other duties include leading soldiers performing field artillery duties such as Cannon Crew- member, Joint Fire Support Specialist, High Mobility Artillery Rocket Systems Crew-member, and Field Artillery Firefinder Radar Operations.
Performs operator level maintenance and troubleshooting. Analyzes computer generated data and technical data requirements. Utilizes risks assessments to analyze processes and identify required corrective actions and provide solutions. Plans for effective risk management. Serves as the Commander's liaison and technical advisor in daily field artillery unit operations and ensures the highest readiness status of the organization; supervises 74 full and part time personnel. Serves as the focal point for military personnel actions and suspenses; installation, maintenance and planning; management control programs; security; records and publications management; supply, logistics and equipment acquisition and maintenance; government credit card programs; personnel timekeeping; processing of extensions and reenlistments; facilitates the amending of orders; protocol matters; coordination and preparation of conferences and receiving of distinguished visitors; and the administration of contingency, strategic and emergency planning. Responsible for the oversight and successful execution of the Commander's mobilization readiness to include, but not limited to resource management, operations, medical, training, and strength objectives. Supervises the day to day OPTEMPO of training management, mobilization planning, supply, logistics, maintenance, pay, entitlements, and personnel functions relating to welfare and capability. Leads the organization’s in and out-processing effort, briefs personnel on organizational expectations. Independently manages, develops, tracks and reports progress. Conducts one-on-one orientation briefs regarding but not limited to organizational structure, environment, programs, opportunities, benefits, and entitlements.
Monitors personnel security clearances and their associated status. Tracks initiation, submission and result of SF86s. Facilitates the foreign clearance process when applicable. Provides technical guidance/instruction, assesses skill levels, identifies training needs, develops training plans, and conducts training necessary for accomplishment of individual and collective training. Conducts meetings, conferences, briefings, and speeches representing the unit; includes face- to-face dealings with higher level Government officials both internal and external to the organization. Independently prepares continuation of operations plans (COOP) that affect the protection of information and facilities and presents options and recommendations to the Commander. Maintains the order of Memorandums of Understanding (MOUs) for direct training support elements, as well as local law enforcement for security services including grounds control and incident response. Analyzes specific issues, consolidates data, identifies recurring problems, and develops implementing procedures. Uses risk management techniques to establish a plan for monitoring performance. Responsible for managing the individual, collective, and professional development training for 72 field artillery personnel.
Provides supervision of training requirements to enhance readiness. Responsible for monitoring personnel certifications and submitting individual training requirements. Forecasts and secures training resources to include training sites. Develops and maintains all training records, identifies standards, develops plans, and provides instruction. Ensures that training is conducted in accordance with training doctrine and regulations. Prepares training guidelines, individual training records, operation orders, mobilization plans, SOPs, and readiness reports. Completes training expenditure forecast and budget planning. Coordinates training programs to include the scheduling of training areas, obtaining equipment and other materials required for testing of personnel, and training scorer/evaluators or test officers. Procures, designs, reproduces, and distributes a variety of training aids that are necessary to unit personnel for the efficient operation and training of the unit. Leads unit resource management, personnel actions, and Government travel programs. Provides support to unit entitlements and allowances, pay, and security process programs. Assembles and maintains statistics on qualification and certifications, physical fitness programs, weight control, professional developments, occupational skills equalizations and other critical data as required.
