Lead Subcontract Project Manager

Working with Caltech/NASA prime, responsible for implementing CPFF, FFP, CPIF, and various cost plus award type Subcontracts valued at $400 million for NASA Discovery projects. Responsible for the identification, solicitation, selection, award, drafting and management of major hardware systems subcontracts.

develop solicitation documents (for U.S. and International Subcontractors) to obtain cost or pricing proposals, technical proposals, and management proposals to procure spacecraft as well as science instruments and flight hardware.

utilize all available information to formulate negotiation strategies and conduct negotiations on delivery, price, technical requirements, and subcontract terms and conditions (T&Cs)

lead competitive evaluations to establish lowest responsive and responsible bidders. Negotiate Sole Source Subcontracts (best value) through fact find, technical, cost, T&Cs, as well as final CLIN delivery schedule.

Upon contract award, partner with engineers/scientists and Principal Investigators to manage the cost, schedule, and quality of Subcontractors performance to ensure compliance with Laboratory requirements and resolve any discrepancies.

Establish close-out plan of action, manage final financial audits, and submit to Closeout managers. Also negotiate any Termination for Convenience (T4Cs) with Subcontractors.

Supervise the activities of seven Buyers and Senior Buyers. Working with the Property Development and Store Planning Group, responsible for sourcing, negotiating, and managing over 40 subcontractors and vendors for store construction process in a variety of commodities. Review and approve store construction budgets, schedule workloads, and act as primary point of contact for all subcontractor/vendor issues regarding cost, schedule, and design changes. Coordinate design changes and value engineering recommendations with Disney project architects and vendor/construction management.
