Provide DoD management oversight to ensure that leased and federally owned office and warehouse space acquisition and related tenant improvement and alteration projects are accomplished in accordance with various Federal regulations to include: DoD Instruction 5305.5, Space Management Procedures in the NCR; Title 10, Section 2662; GSA/OMB Prospectus; DoD Anti-Terrorism Standards for Buildings; BRAC recommendations (enacted into law November 2005); applicable building codes; Uniform Federal Accessibility Standards/American’s with Disabilities Act and the Competition in Contracting Act. Approve/disapprove or submit in writing for approval to higher-level Washington Headquarters Services officials for above standard tenant requirements.
Developed and submitted to GSA a program of requirements, coordinated and oversaw the acquisition, space planning, design, construction and move of: 16,038 usable square feet (usf) for: Director, Navy Marine Corps Intranet (NMCI); 8,000 usable square feet (usf) for Defense Contract Management Agency East-Virginia (DCMAE); 8,982 usf for Defense Contract Management Agency International (DCMAI); 21,695 usf for the Air Force; 273,500 usf (prospectus level) for the Defense research community (Navy-Office of Naval Research, Air Force-AFOSR, OSD-DDRE); 16,739 usf for the Special Inspector General for Iraq reconstruction (SIGIR); 6,900 usf for the Joint Strike Fighter Program Office; 74,426 usf of leased office space to facilitate the relocation of DCMA Headquarters (HQ) approximately 40 days ahead of lease schedule; 5,110 usf for Office of the Chief, Army Reserve; and 1,722 usf for the Army Chief of Chaplains. Coordinated the acquisition of 459,000 usf of GSA owned warehouse space for the U.S. Army, PEO-Soldier. Coordinated a one-week emergency acquisition of 27,325 usf of recovery leased office space for the Air Force following the 9/11/01 attack on the Pentagon. Drafted, obtained approval for and submitted to GSA a program of requirements that included cost benefit language for a 407,400 square foot succeeding lease (prospectus level) for the Army Human Resource Command (HRC). Coordinated the release of approximately 4,000 SF and retention, buildout and move into 4,400 SF of GSA leased space for the Defense Contract Audit Agency (DCAA). Conducted a space utilization survey of the Defense Technology Security Agency (DTSA) at 400 Army Navy Drive and prepared a recommendation that this agency be relocated to the Alexandria Tech Center (ATC) to accommodate both DTSA’s and the major tenant’s, Office of the Inspector General, expansion requirements. The recommendation was acted upon and DTSA now resides at the ATC.
During the BRAC 2005 Recommendation #133 program of requirements development phase, I performed analysis of complicated space requirement data (1.5MNSF) and was instrumental in coordinating with the WHS-DFD-BRAC Program Office (BPO) and assisted BPO in understanding the program requirements for the effected agencies. The BRAC 133 program
(multiple OSD/WHS tenants) ended up in a 6,200 seat newly constructed building known as Mark Center.
I and my GSA counterparts have been responsible for the acceptance and back-fill of approximately 93,434 square feet of already-leased GSA-vacant-space within the National Capitol Region. The tenant agencies that were satisfied with the various already leased locations include: Office of Inspector General, DoD (45,000 square feet); Air Force (21,695 square feet), Special Inspector General for Iraq Reconstruction (16,739 square feet); DoD Sexual Harassment Task Force (5,000 square feet); Pentagon Force Protection Agency (5,000 square feet). Manage and consolidate NCR Branch project status update report for upper management briefings/discussions. Managed the planning, acceptance, assignment, space planning and buildout requirements for a 51,000 USF warehouse space for multiple Department of Defense/Office of the Secretary of Defense (OSD) tenants currently located in 2 older warehouses (1 leased, 1 government owned). Managed design, construction and move for backfill of 11,700 USF of light industrial already GSA eased space (backfill) for the USD AT&L, DUSD S&T, High Performance Computer Modernization Program Office in Fairfax County, VA. Also managed a 4,000 USF lease acquisition, design, construction and move for the Defense Contract Management Agency-Earned Value Management Center in Lexington Park, MD. Managed lease acquisition oversight, project management and space planning for multiple expansion spaces occupied for the PEO-F35 Lightning II/Joint Strike Fighter Program Office in Arlington, VA. Developed NCR Projects Branch metrics and performance measures utilizing Microsoft Xcel-QI Macro to produce NCR Projects Branch metrics package displaying average task durations for 14 separate leased space acquisition processes for 35 NCR Projects Branch new leases as well as a total project durations. Metrics package includes operational definitions, Range, XbarR and pie charts to graphically display actual and average task durations, upper and lower control limits and results for various leased space projects administered by the NCR Projects Branch. Utilize Xcel to produce cost benefit analysis as it relates to sole-source anticipated costs, succeeding lease actions and 500K Secretary of Defense congressional notification requirements.
