Current FAA FAR Part 135 EXPERIENCE within the past twelve

(12) years (2010 through 2022) shows that I meet the three of the past six years FAR 119 Regulations Requirements for Part 135 Operations as a Director of Operations.

Just before September 2021 the owner of PROAV Charters asked me to be his Director of Operations for his Part 135 Air Taxi Charter Company located in Ocala, FL. His reasoning was because the current Director of Operations had left to fly for the airlines and the FAA Principal Operations Inspector in the Nashville FSDO, his POI, was requiring a replacement quickly. At that time I was the Director of Operations at another local Air Taxi Charter Company. PROAV Charters was flying two jet aircraft on their certificate a Citation XLS and a Dassault Falcon 2000. Because I did not have jet time the POI issued me a waiver to be the Director.

In mid-August of 2015, the owner of KWEAC approached me to work for him and to help him obtain his FAA Air Charter Certificate for multi Resume of Marvin E. (Mac) McGraw, Sr. Page 2

Pilot operations. The owner had been a previous multi pilot FAA Certificate holder.

I started working for KWEAC on September 1, 2015, and a meeting was set with the owners FAA Principle Operations Inspector (POI) from the Miami FSDO for the first week in September. During that meeting the Miami POI reviewed the owners previously prepared General Operations Manual (GOM) and rejected it for a number of reasons. It was agreed that a new GOM needed to be developed and quickly. A Second FAA meeting took place the last week of September 2015 and between the first and second FAA meeting I was able to write a GOM that the Miami FSDO approved on September 29, 2015. With that approved FAA GOM and the previously FAA approved Training Manual, I was able to start Basic Indoctrination, Emergency and HAZMAT ground training for three new Captains in October 2015. Within a 30- day period the owner was now able to operate using his multi pilot FAA Certificate.

Upon the request of the Owner of Airgate Aviation, Inc., I returned as the Director of Operations because the Chief Pilot had left the Company and the Owner had to serve in the Chief Pilot Position and FAA Regulations require that a separate fully qualified individual be brought in to serve as the Director of Operations. Trans Northern Airways (TNA), LLC. July 2013-December 2015 Sanford, FL.

I arranged for the sale and transfer of Trans Northern Airways, Inc. 135 FAA Certificate from Daytona Beach, FL to the new owners who changed the name of the company to Trans Northern Airways, LLC. dba Air Unlimited Charter Services in Sanford, FL. and I became the Director of Operations. During the period between July 2013 and December 2015, TNA grew to a seven Captain crew operating two aircraft back and forth to the Abaco Islands plus a jet aircraft operating as a domestic charter only aircraft. As the Director of Operations I monitored jet aircraft pilots training at Flight Safety in Orlando, Florida. We had two Instructor Pilots and a Company Check Airman.

Airgate Aviation Inc. July 2010-October 2015

When the owner of Airgate Aviation Inc. wanted to expand his current Air Charter operation from a single-pilot to a multi-pilot FAA Air Carrier Certificate and operation he asked me to become his Director of Operations. Within a short period of four months I was able to help him obtain that multi-pilot certificate, train up a number of new pilots which currently amount to seven Captains plus one Second-in- Command First Officer. All ground training was conducted successfully to include Initial Basic Indoctrination, Emergency, and HAZMAT. Plus Aircraft Specific (King Air 90 and Cessna 414) Ground and Flight Training was completed for pilots who were assigned to fly those Individual aircraft. Instructor Pilots were trained to provide aircraft ground and flight training. All Captains and the Second-in-Command successfully passed their individual flight checks on the first try. Trans Northern Airways January 2007 - July 2013

Due to my previous experience as a Chief Pilot and Director of Operations for FAA FAR Part 135 Operators, I was initially hired by Trans Northern Airways to reestablish a thirty year old FAA Approved Charter Certificate. That was successfully accomplished within a ninety-day period. Also during that same time period, I was Re-certified as a Captain,Instructor Pilot and Check Airman. Upon the completion of my recertification, I became responsible to the Chief Pilot for all of the

Initial and recurrent training of nine FAA Certified Part 135 Captains. All nine of these Captains were certified by the FAA on their first attempt. I performed this duty, as a Part 135 Captain, for three years and then became the Company Training Captain. Additionally, due to my extensive experience in Part 135 Operations, I was responsible to the Chief Pilot for the complete management of all certified Captains’ training and record maintenance.

Prior to January 2007

I served for numerous Part 135 Operators as a Captain, Instructor Pilot, Check Airman and Chief Pilot.

My flight experience began in 1968 through the US Army Aviator Course and continued until 2013 when I decided not to renew my FAA Medical Certificate and discontinued my professional and personal flying. During my years flying I accumulated over 21,000 flight hours and was qualified in both fixed and rotor wing aircraft. US Army Lieutenant Colonel.
