Position Objective: where my many years of US Government defense acquisition, project and budget management as well as DoD private sector domestic and international employment experience with fortune 500 defense companies can be utilized. Career Summary: Colonel Moll served for 22 years in the US Army with background in Armor and acquisition management requiring knowledge of the FARs and DFARs . He holds a BS in Economics from Widener University and a MS in Human Resources Management from the University of Utah as well as completing post graduate work for comptrollership at Syracuse University. He served on the Abrams M1A2 design team and was selected as the first TRADOC Systems Manager for the Armor Gun System (AGS) program. His civilian career includes being a Project Manager and Regional Director of Business Development in Turkey for General Dynamics Corporation. He has also held positions as a Project Manager and defense analyst for the Camber Corporation and Booz, Allen, Hamilton as well as doing independent consulting work for Boeing, Raytheon, and Lockheed Martin for Capture Planning and Proposal Development. 07/2014-Present Director of Military and International Business Development for

Joined EnviroPower Renewable upon its founding in 2011. Primary role is international and DoD business development from the capture planning phase through proposal development and contract award for installation level (self-sustaining, e.g., distributed) renewable electric power generation. As the company project lead solely developed business plan package that resulted in an award of $145 million-dollar bond and a $35 million-dollar tax abatement package by the State of Nevada. This package was approved to provide partial funding and support for a $450 million-dollar renewable electric power plant to be built near the City of Las Vegas, NV. Also serves as the corporate advisor on US defense acquisition policy and procedures.

05/2009-07/2014 Consolidated Energy Services-Global-Chief Operating Officer & ITC-

Renewable, LLC Managing Partner

In association with two other partners, founded Consolidated Energy Services-Global and created ITC-Renewable, LLC Joint Venture for the market development, financial modeling and sale of alternative energy systems to municipalities and DoD customers using a patented bio-mass waste to energy technology. Secured $220 million in private investment funding from Citi Group for an Army biomass project. Principal senior executive within these LLC's for business development with the Department of Defense.

11/2007-05/2009 Team Lead for Booz Allen Hamilton

Project responsibilities included leading a 6-man team charged with determining the best use

of immediate intelligence gathering systems and data for developing statistical pattern recognition of insurgent Improved Explosive Device (IED's) manufacturing and emplacement activities in Iraq and Afghanistan using statistical regression analysis applications. The specific purpose of this work was prediction and proactive interdiction. The project required data mining and the creation of data bases for use in statistical analysis to develop actionable patterns of intelligence.

09/2001-09/2007 Program Manager/Team Lead Future Combat System Support

Contract, Camber Corporation, Detroit, MI

Led a 10-man team responsible for the formulation and analysis efforts associated with the development of requirements as well as the operational and organizational design for the Mounted Combat System (MCS) and Reconnaissance and Surveillance Vehicle (RSV). Main product included a 465 page Operational and Organizational (O&O) concept for the MCS and RSV produced for the United States Army Armor Center, delivered on time and on budget. This O&O concept won praise from senior Army officials at the Armor Center and was adopted, at the time, as the Armor Center’s official O&O concept for MCS and RSV design and operations. Other products included development of a separate Findings and Recommendations volume to address and resolve programmatic issues within the Future Combat System (FCS) project, to include concept papers, requirements analysis and organizational design papers, as well Concept Development Documents for the current force that addressed specific FCS technologies that should be introduced as part of Army force modularity initiatives as opposed to complete fleet replacement. This project required the use of in-depth statistical analysis and modeling of various weapons systems, vehicle performance information and analysis of interaction of organizational performance attributes and required detailed understanding of JCIDS process and Project Management to include the use of MS Project Management Software. Results proved the FCS would be too expensive. Recommended that the Army terminate the project, which they did, saving the Army and US tax paper over a billion dollars in development and production costs.

05/1998 – 09/2001 Business Consultant, Shipley Associates, Farmington, UT

Specializing in program formulation and development to include proposal preparation with an 80% win rate. Experience includes business strategy development, capture planning, cost analysis and modeling, proposal writing, and writing assistance for projects averaging approximately $250 million. Previous consulting assignments includes Lockheed Martin, USAF, Boeing,

Raytheon, and Baltimore Marine Industries

04/1995 – 03/1998 Regional Director for Business Development, General Dynamics, Turkey

Directed business development and offset candidate programs. Responsible for formulating a program to win a multi-billion-dollar, multi-national new Main Battle Tank Co-Production competition. Major responsibilities included liaison with the Turkish Army customer at the General Officer through Action Officer Level to establish specific user requirements, gathering business intelligence for competitor analysis and developing winning business strategies for GD leadership consideration and approval. Additional duties included: validating potential local producers of parts and assemblies as well as establishing and staffing the in-country office, formulating and executing the budget. Efforts in March 1998 resulted in positioning General Dynamics Land Systems (GDLS) as the lead competitor in this competition. Position required in-depth knowledge of FMS policies as well as FARs and ITAR provisions.

01/1990 – 04/1995 Program Manager, General Dynamics, Land Systems Division (GDLS), Sterling Heights, MI

Served as one of two principal planners to develop the General Dynamics logistics support program in response to a multi-million-dollar US Army contract to support forces deployed during Operation Desert Storm. Efforts resulted in an additional $4M in logistics support sales. Required detailed understanding of government contracting procedures to include in-depth knowledge of the FAR as well as deployment considerations.

Major Accomplishments:

Selected for Department of Army HQ Staff--Pentagon as part of Abrams M1A2 Tank design project. Key member of the design team for the first integrated on platform Battlefield Information System for Situational Awareness.

Selected by HQ Department of the Army as the Department of the Army coordinator for the Armor Gun System and Armor Family of Vehicles Programs.

Appointed first TRADOC System Manager at the US Armor School, Fort Knox, KY, for the Armor Gun System.
