Led the agency’s knowledge management program to promote capturing and sharing of lessons learned amongst all depots and disposal facilities resulting in outstanding safety and smooth operations.

US Army Chemical Materials Activity, Umatilla Chemical Depot, Hermiston, OR

Led and guided in execution of $2.4 billion life cycle cost (Defense Acquisition Category 1-D) project with an annual budget of over $150 million. Managed all aspects of the project for project planning, permitting, scheduling, systems acquisition, contracting, facility construction, systemization, development of operating manuals and interface with local and national stakeholders including elected officials. Oversaw and organized work performance of a general contractor and made timely decisions for the project to continue making progress.

Administered proposed changes to equipment and facility and incorporated lessons learned from other facilities to promote smooth operations and avoid shutdowns while serving as chairman of configuration control board.

Led and supervised staff in making changes to environmental permits to keep them current and avoid penalties.

Managed cost and schedule to complete project on time within approved budget.

Provided a timely interface between the Chemical Agent Disposal Facility in Tooele, Utah, and Agency Headquarters in Maryland in timely addressing of issues. Oversaw conduct of studies to identify environmental impacts from building seven chemical disposal facilities, development of process design, acquisition and systemization of equipment and construction of facilities. Monitored contractors in developing clean air and hazardous waste permit applications of disposal facilities. Served as a technical member of source selection boards to evaluate contractors’ proposals to build, operate, and close five disposal facilities where life cycle cost of each facility exceeded $2 billion. Directed special ad-hoc panels to investigate technical issues at disposal facilities, recommended corrective actions and guided in implanting approved actions.

Monitored development and testing of furnaces, robots and support systems required for disposal facilities.

Steered a contractor to develop, install and test an air pollution control system at a disposal facility at a remote island in Pacific Ocean within a short time window when facility was shut down by regulators due to non-compliance. After a successful testing of the system the facility restarted saving cost and schedule.

Spearheaded a contractor to identify and install a special type of refractory lining in a furnace at a disposal facility at a remote island in Pacific Ocean within a short time window saving a significant cost and schedule to the project. That special lining was incorporated in design of such furnaces at other locations.
