Wayne County Airport Authority 1996-2011

Romulus, MI.

Responsibilities included, but were not limited to the following:

Generated construction/alteration permits for tenant construction projects, this included document reviews, inter office coordination and records close out upon project completion. Created a computerized database of all permit as-built drawings from the 1950’s through 2011 for inter office and consultant use.

Assumed departmental project procurement responsibilities for the capitol improvement projects. Acted as the liaison to the procurement division and produced the documents needed to issue projects for bid.

Project management responsibilities for Willow Run Airport involved the establishment of a Capitol Improvement Program and identification of qualified construction projects. Obtained funding from the Federal Aviation Administration, worked with consultants and state agencies to complete the various projects.

Project supervision responsibilities inspection of tenant projects for adherence to the requirements of construction/alteration permit, maintained permit logs, performed document reviews and insured that contractors did not interfere with airport operations during the construction process.

On schedule delivery of project documents, implementation of a regular communication system for project staff and owner, establishment of budget control procedures, recording of scope or criteria changes, coordination of initial project outline specifications, set-up and maintenance of master job records, management of the construction bid/award and construction3 for the owner. Responsibilities included but were not limited to:

Acted as the main liaison between the client and the company, the day to day production of documents, quality control, coordination and review of all disciplines, governmental agency consulting, obtaining building permits, shop drawing review, conformance to the owner’s budget constraints, development and adherence to project schedules and design programs. Additional responsibilities generally included approval

and verification of contractor’s application for payment, construction conformance to project documents, budget and schedule for project completion. Evaluation of existing sites for conformance to AADAG requirements, with the subsequent generation of written reports detailing findings and recommendations, feasibility studies for renovation vs new construction, evaluation of existing structures for physical condition, construction cost estimates and budget development, lender’s inspection services, marketing and proposal development. Building types included institutional, governemental, airport, retail, restaurant, hotel and commercial.

Responsibilities included but were not limited to:

Preparation of construction procurement packages, evaluation of bid proposals for conformance to specified technical requirements, field supervision and support work, vendor drawing review, development of man hour and work schedules, preparation of required reports and field mark-ups for as-built drawings. Also specified coatings and coordinated the completion of an MCAR report to the NRC/NRR. Building types included fossil fuel and nuclear power plants.

Developement, preparation and revision of design and construction documents as directed by senior staff, evaluated drawing for conformance to safety codes and contractual requirements.
