responsibility to the people who reside or undertake business activities in the municipality. In the quest to achieve this, the Assembly has been faced with so many challenges, one of it being the challenge of revenue collection through taxes and levies.
In developing countries like Ghana, the central government as well as its local associates are plagued with challenges such as loss of revenue through corruption and financial malfeasance, an extremely small tax base due to high poverty levels and limited government administrative capacities among others. The key issue here was the inability of the municipality to mobilize adequate revenue through taxation which is its main source of revenue in order to allow it pursue its social developmental responsibilities so as to enhance the lives of its occupants in the municipality. The principal objective of this study was to conduct a cost and benefit analysis of improving tax collection by the La Nkwantanag Municipal Assembly. This study attempted to provide innovative ways the La Nkwantanag Municipal Assembly can adopt to increase its tax earnings. Also, the study applied the Net Present Value (NPV) and the Benefit Cost Ratio (BCR) investment criteria to examine the worthiness of the project of improving tax collection in the municipality as well as provide suggestions which will help improve the Assembly’s revenue collection once the project was implemented.
The computation of the net present value (NPV) indicated a positive NPV of GH 2,917,947.10 .Thus, the present value of benefits from the project far exceeded the present value of costs. Moreover, the BCR which is 2.74 was greater than 1, this implied that the present value of benefits exceeded the present value of the costs of the project. This justified that the improvement in tax collection by La Nkwantanang Municipal Assembly using the outlined procedures was worth undertaking and should be as well continued to be implemented. Through my findings, I proposed that the project should be implemented and hence recommended that the public should be educated and sensitized on issues regarding the need to pay taxes, permits and other fees. Furthermore, the municipality should employ the use of the electronic device in the collection of taxes. This would bring about convenience in tax collection and also lower the rate of bribery and corruption between tax payers and tax officials. Moreover, efficient allocation of revenue from taxes and levies should be appropriated in order to enhance the municipality’s overall mobilization of funds and equitable distribution of tax burden to ensure integrity and transparency.
