Researched existing data including a Scientific Advisory Board (SAB) report analyzing the EAF concept.

STG, Inc.: Applications Engineer: Received SC&D (base level supply system) system change proposals from the Air Force and lead multidiscipline teams to cost the proposal and, later, to implement the changes.

Xetron Corporation: Senior Logistics Consultant: Xetron, manufacturer of three avionics line replaceable units (LRU) for the Airborne Warning and Control System (AWACS) aircraft, was charged to transfer depot repair of the LRUs from their own Contract Logistics Support (CLS) contract to ALC depot organic repair and they were not aware of repair responsibility transfer procedures. Provided knowledge/advice to result in a smooth transition for the company.

Universal Technologies Corp (UTC): Primary Consultant: ILS and R&M Primary Consultant for a UTC contract with Taiwan, who required weapon system source selection process advice prior to selecting an upgraded performance propulsion system for their Indigenous Defense Fighter (IDF). Project was to assist the Taiwan Air Force in propulsion source selection.

Published a 380 page IWSM Implementation Guide, the “how to” to make the IWSM program conversion.

Directed, planned, and programmed to ensure logistics support of all USAF propulsion systems worldwide. Set priorities, directed evaluation of logistics requirements, capability assessments, and program advocacy. Responsible for USAF and HQ AFLC policy and procedures for propulsion system management, the USAF Comprehensive Engine Management System (CEMS), HQ AFLC management of the engine Component Improvement Program (CIP), and USAF Joint Oil Analysis Program (JOAP) implementation/participation. During this time, led a team of Tactical Air Forces (TAF), HQ AFLC, SA-ALC, OO-ALC, and WR-ALC logisticians to start the largest ($2.1B) engine modification ever (F100-220E), with contract award only 20 months after decision to start. Active in that source selection process to find the primary contractor to deliver the kits, performed as Headquarters focal point for the F100-220E modification, coordinating efforts of above agencies to insure smooth implementation.

Chief, F100 Engine Management Branch. Sent by Secretary of the Air Force to “fix the F100 engine” at a critical time (1985) in our defense buildup, resulting (in 14 months) in recovering the F100-100 (F-15 aircraft) to a 114 % engine readiness level, highest in engine history. Responsible for (F-15/F-16) F100 engine inventory valued at more than $10B, to include technical improvement coordination, spares requirements computation, repair production, and worldwide supply distribution. Supported all F100 (F-15/F-16) FMS customers.

Sep 82/May 85, Logistics Operations Center, Langley AFB, VA: HQ AFLC Liaison Officer to HQ TAC. Represented HQ AFLC at HQ Tactical Air Command (TAC), coordinating/focal point for significant logistics matters concerning AFLC support for TAC weapon systems. First Liaison Officer to customer commands, setting standard for others to follow. As member of F100 Readiness Working Group, identified root causes of unsatisfactory F100 engine support; later sent to SA-ALC to fix the problems.

Jan 81/Sep 82, HQ AFLC/IG, Wright Patterson AFB, OH: Inspector General. Depot Maintenance Inspector, responsible for planning, inspecting, rating, reporting, and establishing criteria for AFLC maintenance/industrial activities at all ALCs and other repair and storage complexes. Also assisted Materiel Management (MM) Inspection Team whenever inspection of San Antonio or Oklahoma City ALC Propulsion Management Divisions was performed.

Jul 78/Dec 80, AFLC Career Broadening Program, SA-ALC/MM, Kelly AFB, TX: Logistics Staff Officer. Worked various projects in four main ALC directorates to learn inner workings of the ALC. The projects provided exposure to a wide range of functional disciplines at an ALC. Study of Due In From Overhaul (DIOH) program resulted in bringing SA-ALC ranking from last in the command to first place. Studied warehousing practices that identified reasons for inefficient stocking of assets, finding millions of dollars of aircraft/engine components. Programmed a simple software program to project parts requirements for the TF34 (A-10 aircraft) engine. Managed a TF34 intermediate level maintenance project that upgraded TF34 fleet without causing a single downed aircraft.
