Civil/Environmental Engineer, M.Sc.

PROFESSIONAL SUMMARY:

Review and analysis for landfill operations and construction including: active landfill, site maintenance, gas and water quality monitoring. Assist in preparation of drawings/surveying and figures using Auto CAD (2021) (basic/elementary). Stormwater (SWPPP) and leachate manage and design. Assist in data analysis and evaluations of groundwater, surface water, gas and monitoring events. Makes recommendations to ensure compliance with permit conditions, local, state and federal rules and regulations (FAC, CFR, OSHA (1210/1296), RCRA and NPDES Stormwater Program).

Conducts and documents inspections, including: Stormwater, construction, maintenance and regulatory compliance. Assist with the environmental monitory program to ensure compliance with operation, construction and long-term care permits issued by solid waste, air and water management regulatory agencies. Provider oversight of contractors for sample collection, laboratory testing, analysis, and timely reporting of groundwater, surface water, leachate and landfill gas monitoring results. Inspection of the construction of Phase VI (landfilling, levelling, etc.) and the partial closure of Phase V. Understanding of the Project Development process

Over 6 years hands-on expertise in civil engineering- construction and concrete restoration experience and its regulations in Florida (Florida Building Codes and ACI codes) and manage construction.

Over 13 years hands-on in civil and environmental engineering. Knowledge of concrete, construction and concrete Monitor construction management contract compliance and review contract applications for payment and makes recommendations to the Construction Manager, in Venezuela.

Over 15 years hands-on experience managing industrial activities in oil/energy industry (Exploration, Production, Refining and Transportation) and their impact to the environment, providing compliance support to manufacturing sites, including analysis of environmental regulations and applicability determinations. Support assurance processes including regulatory analysis, regulatory interpretations, guidance and compliance support tools. Coordination of internal corporate environmental reporting. Participation on internal and external regulatory compliance assessments. Legal-technical tutoring for managing personnel and company employees in the environmental field, according to the company needs. Extensive knowledge of the European Union, Spanish and Latin-American environmental legislation, and USA regulatory framework (Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act/CERCLA, SARA, CFR and FAC). Highly skilled in climate change related topics (adaptation and mitigation), including but not limited to sequestration and geological storage of CO2, legal pathways. Lecturer and Moderator in many Conferences and Symposiums at International Level in Environmental topics (law and engineering) in Spain, Mexico, Colombia (OLADE/Calgary) and Ecuador.
