On an annual basis, the budget for this effort was over $250M. Responsible for the management and implementation of 125-175 projects and events on an annual basis.

Led the Engineering team responsible for performing design analysis, requirements elicitation, design reviews and verification of all new projects and infrastructure upgrades for all phases of the systems engineering lifecycle. Chaired Design Review Boards and monthly Program Review Board.

Led the 24X7 maintenance and operations team responsible for maintaining and improving of the facility and infrastructure. Performed capacity and useful life planning on all infrastructure systems. Responsible for the team that maintains and administers Security Clearances and Export Controls for the MDA community at Schreiver AFB. In this capacity there were several events that required a large influx of personnel and data in support of the Missile defense mission.

Additionally, we were responsible for annual security training and briefing all visitors on security policies and practices for all events and testing.

In my Role as the Infrastructure Program Manager, I held responsibility for the management and dissemination of all Information Assurance activity to include monitoring, data collection and metrics, reporting, access control, asset protection, security policy establishment and implementation, security awareness, and industry standard compliance, staffing and retaining qualified personnel.

Under my purview, The Project Management Office was established as the hub for the planning, monitoring, controlling and performing for all projects. The PMO consisted of 7 Project Managers, a Sr. Integrated Master planner, 2 jr. project planners, a CM person, a Risk Manager and Communications Liason responsible for communicating project status to stakeholders.

As lead of the Space Planning team, I was responsible for the layout of the facility for the establishment of design style guides, workspace planning, design layouts, design pricing and presentation, purchasing, project implementation, facility moves, executive and personnel moves. This also included temporary accommodations for visitors and guests.

As the overseer for Document Control, I held the responsibility for ensuring that all information was identified, controlled, accurate and complete. This included classified and unclassified information in multiple formats. Additionally, this team was responsible for conducting audits of data disseminated and controlled throughout the Missile Defense Agency.

As lead of the Logistics team, I held the responsibility of ensuring that all assets were in the right place at the right time for all Missile Defense Events conducted at the Joint Research Integration Center and associated locations.

Responsible for Media and Event Planning for all public service announcements, press releases, photography, video’s, presentation materials, promotion photos, award ceremony event publications, test event publications, website design, Missile Defense Newsletter publication, coordination with other services and local press for events and press releases, Coordination of Security Details as required for Foreign National Visitors.

Responsible for the establishment and oversight of Infrastructure Policy Management in accordance with Department of Defense Standards. In this role, I was designated as the owner of ensuring that the Missile Defense Agency support team and users were informed of and held to a level of standards that would prevent any unauthorized use of MDA assets and avoid risk to the nations intellectual property and access to personal, private or sensitive information.

As the lead over Data Storage Management and Control, I was responsible for ensuring that adequate data storage resources were available for storing, testing, correlating, fusing, collecting, compiling, statistical analysis and disseminating information in approved formats. Additionally, the data was catalogued and controlled in accordance with Data Management Control Process.

Leading the Enterprise Testing and Integration team required the ability to be able to assess and prioritize how all resources and assets would be affected as result of any change. This team was responsible for ensuring that operations, testing and training could be performed concurrently without degradation to critical operational services. This team tested and integrated up to 85 major, minor and routine modifications on an annual basis.

Responsible for the development and implementation of Tenant Agreements as required in support of short term of long term agreements with other services or agencies requiring support from the Missile Defense Agency Infrastructure Team.

Responsible for Configuration Management of networks, desktops, laptops, databases, servers, interfaces, communication protocols, data, processes, software, firmware, hardware, systems, drawings, hazardous material list and inventory control.

Served as Chair of the Infrastructure Risk Management Board for all items pertaining to the infrastructure. Had full authority to mitigate risks as applicable within the Infrastructure approved budget. Escalated to the Agency level when unable to mitigate at the Infrastructure level for critical or severe impacts.

Managed support to a Navy helicopter program’s Integrated Cost and Schedule Tool Suite Development project (2000–2001), which included providing information required to support capital planning and investment control (CPIC) activities.
