State of Maryland Bureau of Labor Statistics, Baltimore, MD January 2013 – December 2021 The State of Maryland Bureau of Labor Statistics, a unit of the Maryland Department of Labor Office of Workforce Information and Performance, is the principal statewide fact-finding division for the state, local and federal governments in the broad field of statewide and substate labor economics and statistics and serves as the principal division of the state labor market statistical system, workforce performance, and federal labor market information programs. The Bureau collects, processes, analyzes, and disseminates essential statistical data on industry sectors, occupations, employment, unemployment, demographic, workforce performance, and labor market information to policymakers, researchers, businesses and business leaders, academic institutions, job seekers, and the public as well as research a wide variety of labor economics issues. As the state administrator, I served as the Bureau Chief and Senior Program Manager with the following duties:

• Responsible for the overall management and operations of the entire bureau including but not limited to program implementation, budget, and federal funding for the programs, monitoring and evaluation, the programs’ information technology systems and applications, human resources, and overall performance evaluation.

Maryland State Government, Baltimore, MD December 2009 – January 2013 The Labor Market Information Manager role is a statewide responsibility within the Maryland State Government with the expressed duties of monitoring the statewide labor force, industry, and economic trends. This included but was not limited to helping policymakers, the executive branch, local governments, and academics as well as training institutions to support, plan and develop training programs, guide employers and businesses in geographic planning for industry and business expansion, assist job seekers with employer lookup and job search, help institutions of higher learning in facilitating appropriate career counseling programs. In this capacity, I performed the following duties:

• Examined the statewide workforce and labor market information issues and provided data and analysis that offered an essential basis for employment and labor policies, and informed the design, implementation, monitoring, and evaluation of policies and processes that were better focused and targeted.

• Ensured that policymakers and educational leaders and institutions recognized that career guidance, underpinned by accurate labor market data and information helped students and trainees in the state make appropriate educational choices.

• Led the gathering and publication of employment statistics, unemployment statistics, job forecasts, wages, and demographic characteristics as well as measured the statewide labor market activity, working conditions, price changes, and productivity in the state of Maryland. Maryland Department of Budget & Management, Baltimore, MD November 2007 – November 2009 The statewide salary administrator/senior compensation program manager is responsible to direct the state of Maryland’s pay structure for all state institutions and employment categories. The Associate Salary Administrator’s role is to support the work of the Salary Administrator. In this capacity, I performed the following tasks:

• Researched and monitored market conditions as well as the state and federal government regulations to ensure that state agencies in Maryland had fair and equitable pay rates and that those rates were current and competitive.

• Determined employees’ appropriate pay and benefits throughout all state agencies and served as subject matter expert regarding designing and implementing state agencies’ pay structures, Annual Salary Review, and Pay Plan Amendments by monitoring market conditions and government regulations to ensure that state institutions’ pay rates were current, fair, and competitive.
