He has extensive positive client interaction and a track record of success for implementing complex business requirements and solutions within the USPTO environment. His expertise includes IT technical project management, systems analysis, data and process modeling, design, development, implementation, maintenance, database administration and management of software application systems in a variety of platforms including J2EE. Served as Subject Matter Expert (SME) and Principal Architect for the re-engineering of the USPTO’s PALM Pre-Exam AIS. PALM Pre-Exam is an application that provides many capabilities including decision support, Pre-Grant Publication, generation correspondence for communicating with applicant(s). The application also supports the maintenance of information about the application, the retrieval of foreign documents that relate to an application. The ultimate goal of the application is to ensure that the application is in a state that allows it to be examined by an examiner to determine patentability.

Technical Project Manager for software development activities under Task Orders for Pre-EXAM system for USPTO’s PALM application. Task orders included Hague Enhancement, introducing the prosecution of international patent design applications both direct and indirect, interfacing with PALM Pre-EXAM, PALM EXPO and WIPO; the PLUC task order, where we successfully implemented the PLUC requirements for PALM on time and on budget.

Led the Technical Project Management, requirements analysis and design for the PALM America Invents Act (AIA) task orders. Changes/mew code included, Jave, SQL queries, Style sheets, software and interface design, Java. Met ambitious and aggressive federally mandated deadlines for implementation. All requirements were successfully implemented resulting in a final product exceeding customer expectations.

Worked with Stakeholders in determining the best resolution to production issues and implementing those recommendations. One issue was the Patent Scope process., This process involves the retrieval of documents for National Stage (371) applications from the World Intellectual Property Organization (WIPO). The activities were to monitor the system and devise a method to improve/reengineer the process. A significant amount of effort was saved for the USPTO staff and their contractors by monitoring the process on a daily basis, creating white papers for enhancement of capabilities and implementing these enhancements.

Performed enhancements the Pre-EXAM weekly Pre-Grant Publication (PG-Pub) export process. Modified the export XML file to include new attributes that allowed for the implementation of new business rules from the AIA legislation.

Performed software enhancements for PCT-OPT’s CoolGen Server Modules when new receiving offices were added and new fee codes were introduced. Receiving Offices are countries who have joined the Patent Cooperation Treaty (PCT)and are therefore able to process PCT applications
