POSITION SUMMARY: The role of the Protective Security Officer is to ensure and maintain the safety and security of all company personnel, visitors, property and assets. This is done through proactive patrols of Federal property and monitoring of computer systems including but not limited to building management, access control, fire detection CCTV, and visitor management.

ESSENTIAL FUNCTIONS: The functions listed describe the business purpose of this job. Specific duties or tasks may vary and be documented separately. All functions, duties, tasks are to be carried out in an honest, ethical and professional manner, and to be performed in conformance with applicable company policies and procedures. Perform a variety of security-related duties, depending on the posts to which they are assigned. Protective Service Officers shall detect and respond to emergencies and secure all entrances and exits that are subject to an emergency situation as necessary. Typical duties include processing visitors and visitor vehicles by verifying identification, enforce property rules and regulations, contact agency sponsors or escorts, fabricating and issuing visitor passes, entering and maintaining data on visitor logs or automated visitor data base programs, detect and report criminal acts, and ensuring visitors are presented for appropriate personnel and package screening. Additional duties include prevent, discover, delay, and/or detain persons attempting to gain unauthorized access to property and/or personnel at the facility being protected.

EQUIPMENT/ COMPUTER SKILLS: PSO's will be responsible for operating all security equipment on post, such as batons, OC Spray, X-ray machines, magnetometers, closed circuit television (CCTV), handcuffs, and (where required by post assignment) firearms at any time while on duty.

LICENSES OR CERTIFICATION: Driver's license, Social security card or birth certificate, and any other certification (guard/clearance card, gun permit, OC permit Baton permit, CPR, First Aid.)

Department of Defense Police (NUCLEAR “J” Qualification): Duties commensurate with OPM: GS-0083.

GS-5, Step 10: Authored the Job Qualification Requirements (JQR) on Excel at the direction of Senior Management, which improved the accountability & documented the expectations of the position.

GS-5, Step 10: Conducted the Agenda 21 Audit at the direction of Senior Management for promotion to YN0083 Captain, which prepared the organization for the impeding requirements of the program.

GS-5, Step 10: Conducted the Riot Gear & Emergency Communications Audit at the direction of Senior Management, which documented the resources on hand for any impeding Civil Unrest.

I functioned as a uniformed civilian police (CP) officer with the United States Department of Defense, and this was position as a Federal Employee as defined by 5 U.S. Code 7511 (a)(1). My knowledge, skills, and abilities (KSA's) as a Federal Police Officer, authorized me to be responsible for law enforcement and physical security on DoD owned and/or leased buildings, facilities, properties and other DoD assets. On October 12, 2010 President Barack Obama signed into law S. 1132 the "Law Enforcement Officers' Safety Improvements Act", which states that police officers and law enforcement officers of the Executive Branch of Federal Government are "qualified law enforcement officers" and thus are authorized to carry a firearm off-duty.

One major function of a DoD officer was to conduct Force Protection duties. This often takes the form of ensuring that only authorized personnel access the installation by performing identification checks at fixed entry control points. Officers at fixed posts ensure that all entry requirements have been met before allowing an individual to proceed. DoD officers also conduct patrols within the installation.

As a Federal Police officer, I was trained conduct traffic stops for motor vehicle violations. Each jurisdiction adopts the surrounding state's motor vehicle laws under the Assimilative Crimes Act (see Federal Jurisdiction). There are two types of citations that may be issued: the DD Form 1408 Armed Forces Traffic Ticket, and the DD Form 1805 U.S. District Court Violation Notice. The DD Form 1408 does not have any monetary fines associated with it and is typically use as a warning or other type of punishment. The DD Form 1805 can, however, carry a monetary fine or require a mandatory appearance in U.S. District Court. DoD officers also respond to all calls for law enforcement assistance that take place within or surrounding the installation. If the crime is found to be a major felony, then the matter is generally referred to the special agents of the applicable investigative agency (NCIS, CID, OSI, FBI, etc.).

I functioned in the Police Series GS-0083, which included positions that enforce law, maintain law and order, preserve the peace, and protect the life and civil rights of persons. I have been trained to deal with misdemeanors and felonies that can range from petty theft through murder, theft of national defense information and materials, theft of office equipment, drug trafficking, assault on Government facilities and other serious violations of law and threats to human life. My position required me to prevent, detect, and investigate violations of laws, rules, and regulations involving accidents, crimes, and misconduct involving misdemeanors and felonies; arrest violators; and assist in the prosecution of criminals.

Within their jurisdictions, Federal police officers enforce many Federal, State, county, and municipal laws and ordinances, and agency rules and regulations relating to law enforcement. They must be aware of the rights of suspects, the laws of search and seizure, constraints on the use of force (including deadly force), and the civil rights of individuals. Arrest and apprehension authority includes the power to formally detain and incarcerate individuals pending the completion of formal charges; request and serve warrants for search, seizure, and arrest; testify at hearings to establish and collect collateral (bond); and/or participate in trials to determine innocence or guilt. Finally, through almost ten years as a Department Of Defense Police Officer, I have gained the Investigative Skills, Interpersonal Skills, Oral Communication, Written Communication, as well as Planning & Organizing which would make me an excellent candidate for any Federal Agency. My last performance rating of record is at least fully successful or the equivalent.

AIR FORCE EXPEDITIONARY SERVICE RIBBON WITH GOLD BORDER: BACKGROUND: In April 2004, the Secretary of the Air Force approved authorizing a gold border to be worn on the Air Force Expeditionary Service Ribbon to represent participation in combat operations. Award of the gold border is authorized for wear on the AFESR by individuals who were engaged in conducting or supporting combat operations in a designated combat zone. A combat zone is defined as a geographic area designated by the president via executive order, or a qualified hazardous duty area in which a member is receiving imminent danger/hostile fire pay. Combat action is defined as when a member is subject to hostile fire, explosion or is engaged in employing lethal weapons (kinetic/non-kinetic). CRITERIA: For award of the AFESR w/GB, members must be/have been assigned to an Air Expeditionary Force Plan Identification or on Contingency Exercise Deployment orders and have been receiving IDP/HFP. Aircrew members who engage in combat action must be assigned on aeronautical orders in direct support of a combat zone. Prior to the award of the gold border, members must have met the eligibility requirement for award of the basic AFESR. The AFESR w/GB may be awarded to current and former Air Force active duty, Reserve, and Guard personnel who since Oct. 1, 1999 meet the requirements of Paragraph 2 and 3. The time eligibility criteria for award of the basic AFESR w/GB can be waived if the member meets one of the following criteria: -Be engaged in actual combat against the enemy and under circumstances involving grave danger of death or serious bodily injury from enemy actions; -While participating in a designated operation, be killed, wounded, or injured requiring medical evacuation from the combat zone; -Be a regularly assigned crew member flying combat/combat support sorties into, out of, within, or over a combat zone; -Employ a kinetic or non-kinetic weapon from outside the designated combat zone, in a combat operation.
