Responsibilities

• Leads the National Biodefense Analysis and Countermeasures Center (NBACC), Federally Funded Research and Development Center (FFRDC), Program Management Office (PMO)

• Performs duties as the Program Manager/Contracting Officers Representative for the NBACC, FFRDC; NBACC’s components include the National Bioforensic Analysis Center

(NBFAC) and the National Biological Threat Characterization Center (NBTCC)

• Assists the Contracting Officer in the management of the FY22 NBACC, Cost-Plus-Fixed Fee, contract valued at $480M

• Performs duties as the NBACC Accountable Property Officer for the NBACC facility, accountable for $40M of Government Furnished Equipment

• Coordinates the effort with the Federal Bureau of Investigation (FBI) and the Mission Capabilities Support element (MCS) in developing, and approving the FY22 NBACC Annual Plan and the FY22 NBACC Quality Assurance Surveillance Plan (QASP)

• Processed 17 analytic tasks, 9 work for others task orders, 3 financial transactions, 1 security work authorization and 7 prime contract modifications in FY22 with 100% accuracy

• Worked in unison with the NBACC Security Director to ensure the NBACC facility has the necessary guard post manned NLT 1 November 2022 in the absence of Army provided security

• Closed out NBACC Program Year (PY) 6 and activated/fully funded all PY7 contract line-item numbers with 100% accuracy

• Compiled and completed eleven documents for the procurement package for the new NBACC contract ensuring timely submission for the OGC review

• Moved $22.5M of unused ceiling from prior years onto the contract for use in PY5-7 because of a 400% increase in normal workload as a result of the COVID-19 pandemic Program Analyst
