Responsible for the execution, strategic plans, and annual orders, sales and profit targets for a full DFARS Earned Value program.

Program Director, Long Range Strike Systems

Lockheed Martin Missiles and Fire Control, Orlando, FL Jul 2013 – Aug 2017

Led over 400-member, multi-disciplined team to develop, produce, and sustain the $5.4 billion Joint Air-to-Surface Standoff Missile (JASSM) and JASSM – Extended Range (JASSM-ER) missile. Responsible for leadership and direction, customer engagement, strategic plans, domestic and foreign market expansion, and annual orders, sales and profit targets. In 2014, achieved full-rate production and fielding of the JASSM-ER doubling future production rates and acquired a third international customer increasing foreign orders by $70 million in 2015. Reduced unit cost of JASSM-ER by 40 percent in three years and developed a product upgrade strategy to increase sales.

Broad experience in program management, developmental/operational test of aircraft/weapons, space lift, laboratory research, Headquarters Air Force staff, Office of the Secretary of Defense (OSD) staff, aircraft repair design, instructed at the National Defense University, and planning, programming, and budgeting experience. Led an over 800-member, joint Air Force – Navy government / contractor team to develop,

integrate, produce, and sustain over $26 billion in weapons programs for the United States Air Force, Navy, and Marine Corps. Responsible for balancing the requirements, budgets and

schedules of three military services. Programs included the Advanced Medium Range Air-to-Air Missile, the High-speed Anti-Radiation Missile (HARM), the AIM-9X short-range missile, the HARM Targeting System, and other classified programs. Ranked #1 of 48 colonels and #1 of 7 Senior Program Managers in the Air Armament Center by the two-star general commander.

Deputy for Tactical Aircraft Systems, Office of the Undersecretary of Defense for

Acquisition, Technology, and Logistics (AT&L), Pentagon, Washington, D.C. 2010 – 2011

Action officer for the F-35 Joint Strike Fighter (JSF). Responsible to the undersecretary and the

Secretary of Defense for the restructure of the $1 trillion JSF program following a congressional

Nunn-McCurdy cost breach. Worked closely with the three-star admiral and two-star general

program executive officers, the OSD staffs, military service staffs, and the JSF contractor to

restructure the program to meet warfighter needs and congressional certification requirements.

Ranked #1 or 28 action officers by the Undersecretary of Defense for AT&L.

and engage mobile surface targets for the Air Force, Navy, and Marine Corps. Balanced

budgets, requirements and schedules to develop and integrate SDB II on legacy fighter and

bomber aircraft and fifth-generation F-22, F-35 aircraft. Ranked #1 of 20 Program Managers.
