• Provide Program direction and subject matter expertise across all programs and portfolios over all contract vehicles by being identifying, defining, and recommending the most impactful, effective, and efficient services and capabilities to be funded by any agenc or company;

• Track work accomplished to baseline plans and scope of work; identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends. Develop and implement product/program strategies, roadmaps, and cohesive integrated plans for portfolio to meet business and program objectives relating to revenue, margin, quality, and time- to-market;

• Overseen enterprise-wide projects and programs to develop tools and capabilities by fostering and implementing a scalable, sustainable, and agile methodology for Cyber, SIGINT, Counterintelligence missions (I.e. epic/story framework for tracking program, budget, architecture requirements).

2004 –2009 Contractor/Consultant

In congruent to being an educator/adjunct professor Ms. Powell began doing IT consulting and STEM training and development for companies and collegian institutions. She created business systems, services, products, and solutions necessary to respond to the needs of USG and Commercial clients across a broad range of requirements. Ms. Powell built a network of partners and colleagues where she maintained a strong consulting pipeline. This in turn, landed Ms. Powell at multiple firms (i.e. Lockheed Martin/NASA, L3, Deloitte, Sevatec). As a contractor/consultant Ms. Powell worked in the roles of IT Business Systems Consultant and Manager or as a Program or Project Manager. In addition, her corporate duties included work efforts on Requests for Information (RFI), Proposals (RFP), and Technical Task Orders (TTO). Negotiations on teaming agreements, management of contracts/subcontracts, recruit/hire/nurture consultants. Ms. Powell fostered a leadership philosophy of transparency to establish trust among staff members, partners and managers.
