Develops a comprehensive program of facility maintenance and repair for assigned facilities. Determines the priority for the maintenance, repair and improvement of all USAR-J. Modifies plans as required to respond to changing and unpredictable demands for services and the need for unscheduled maintenance due to worn and overtaxed facilities. Ensure and inspect that all work requests processed in USAR- J are reviewed for a complete/accurate scope of work, preliminary cost estimates are made/received, appropriate priorities are assigned and a source of funding is determined prior to submittal. Ensures that all project documents are completed and facilitates the approval process with the Army local installation engineers.

Serve as Facility Manager, responsible for directing and supervising the building service operations and a continuous maintenance and repair program. Plan and direct all facility management activities. Coordinate all engineering requirements with USAR-J staff to include accepting requests, evaluating urgency and then coordinating with appropriate engineer personnel for implementation of engineering requirements. Maintain surveillance of preventive maintenance by the post engineers/contractors and prepare minor construction work requirements for budget purposes.
