Duties, Accomplishments and Related Skills:
My duties and responsibilities make me responsible for the contracts assigned to me by my supervisor. This makes me responsible for reviewing, assessing and
identifying complex and intricate construction design flaws found during preconstruction then followed by participating in preconstruction conference meetings after selection and issuance of the contract. I participate in the contract partnering sessions with the FEAD team
members, government customer and contractor.
I process and produce reports as necessary by making recommendations during construction to accomplish the government’s mission to have high quality construction performed safely and completed on time. When the
construction process begins I participate in the three phases of inspection, preparatory, initial and follow-up inspections with the contractors Quality Control Manager and the contractors quality control personnel. Working closely with my Supervisor I review contract scheduling that monitors the contract progress and evaluates the time in which the contract has issues then inform the Project Manager about technical matters.
I possess the expertise to evaluate the technical
intervention needed to oversee construction that ensures quality construction for building systems, mechanical, electrical, elevator, fire protection, digital controls, testing
& balancing, concrete & masonry, steel erection,
environmental and construction safety required to achieve quality construction on Naval projects. I analyze problems and achievements with sound judgment to complete the mission in the government’s interest. I apply technical compliance with technical knowledge of local codes including use of construction materials, insuring the contractor uses qualified testers, material, labor and workmanship in the contractor’s organizations.

specification documents to insure contract compliance preceding contract award for technical compliance and constructability. I conduct on-site visits to assess and evaluate first hand to obtain the on-site knowledge and monitor project development. While administering the construction quality management program I work closely with the Contractor Quality Control Manager to insure quality construction throughout the project. I maintain constant coordination and cooperation between contractor personnel and our customer.
I prepare daily quality assurance reports and confirm the accuracy of the contractors quality control reports, I review contractor payrolls for adequacy. I provide technical input the project construction manager on issues regarding quality, safety, payrolls, submittals, schedule, stored materials, I maintain project files. I coordinate outage requests and other issues between the contractor and the Base. I setup and conduct final inspections for projects to which I am assigned and issue punch lists for contractor action. I monitor as-built drawings during construction and transfer these to the Base at project completion.

Since starting work in 1983 I worked with the Naval Public Works Department, New London Submarine Base as a plumber’s helper and worked my way up through the system until I obtained the title of Journeymen Pipe fitter. My responsibilities included working and supervising a plumber’s helper. Performed the emergency repairs as assigned by my supervisor for all public works operations in Naval Buildings. I performed a variety of plumbing jobs from installations from a simple faucet to dewatering systems located within a building or facility. I provided facility surveys of plumbing systems and mapped the layouts on drawings for Public Works Engineers to draw as-built drawings with an educated accuracy. I trouble shoot heating systems for failure, defrost water lines, replace pipes and made repairs as necessary to restore the facility. I am capable of performing inspections of plumbing and heating systems, and maintain the
