AIRPORT DESIGN CONSULTANTS, INC. (April 2013 to February 2019) Resident Engineer, provided on-site Engineering Consulting, daily construction oversight and Construction Management on a variety of airport construction projects to make certain that the client received the highest level of quality in accordance with the contract plans and specifications. As Owner’s representative, communicated directly with Airport Officials, Airport Operations and Federal Aviation Administration (FAA) to maintain air traffic flow during periods of construction. Performed constructibility reviews, requests for information (RFIs), submittal review, quality control plan review, value engineering, and record drawing documentation. Worked at Dulles International, Reagan National, Baltimore/Washington International Thurgood Marshall Airport, Hagerstown Regional, Martin State, Philadelphia International Airport, and I was the Resident Engineer/CM for the 2020 ENR MID-ATLANTIC BEST PROJECT at West Virginia International Yeager Airport. GALL ZEIDLER, LLC (July 2011to April 2013) Ronald Reagan National Airport Lead Quality Assurance Inspector, Taxiway J1 Rehabilitation – The project consisted of two work phases. Phase 1 work area included the milling, overlay and partial depth replacement of Taxiway J1 between Taxiway J and Runway 1-19. Work performed in this phase was conducted under an extended closure. Phase 2 included the milling, overlay and partial depth replacement of Taxiway J1 between from Taxiway J to Runway 4-22. In addition to the contract work, MWAA added change notice work that consisted of milling, overlay and partial depth replacement of Taxiway J between Taxiway A and Runway 4-22 and milling, overlay and partial depth replacement of the non-movement alley at Terminal A. All work phases contained provisions for pavement markings and crack sealing. Lead Quality Assurance Inspector, Runway 1-19 Safety Area Improvements and Runway Hold Apron Expansion ALSF- 2 Construction Package – The project consisted of a new ALSF-2 system associated with theRunway 1-19 Safety Area Improvements and Runway 1 Hold Apron Modification Project. The work included the installation of new lighting stations and foundations on land and on the existing pier, a new ALSF-2 shelter, associated fuel tank, and various cabling.
Lead Quality Assurance Inspector, Runway 1-19 Overlay and Taxiway Rehabilitation – The project consisted of airfield pavement milling, overlay and partial depth replacement. The work also consisted of airfield electrical including adjustment or replacement of airfield lighting including runway edge, centerline and TDZ lighting, airfield signage and cabling. The work contained ten (10) primary phases with multiple sub phases. Lead Quality Assurance Inspector, Runway 1-19 Safety Area Improvements and Runway 1 Hold Apron Modification General Construction Package – The project consisted of a 300 lf extension of Runway 1 -19 and parallel Taxiway J to the south for the purpose of establishing a compliant safety area on both runway ends. Also included were modifications to Runway 1 Hold Apron, a new Glide Slope Facility, and modifications to the existing ALSF-2. Also included in this project were the paving of Levee Road, modifications to the ALSF-2, relocation of the existing glide slope diesel generator and shelter, relocation of the RVR, and removal of the existing glide slope facility. The work also included ground treatment, demolition, grading, drainage, pavement markings, and associated lighting, signing, and electrical work.
Quality Assurance Inspector, Runway 15-33 Overlay Task Order - As part of the Parsons Management Consultants team, my primary function was to assist the MWAA Contracting Officer on the 15-33 Overlay Task Order for paint eradication and restriping of taxiways to meet FAA criterion. I coordinated with the contractor, Airport Operations, and the ATCT nightly providing information as to where work was to occur as well as setting up work zones. The tracking of quantities and daily reports were also my responsibility. Included under the Task Order prevue was the installation of five new surface sensors for runway 1-19. This included the coordination of contractor movements with airport Operations and ATCT for preliminary survey, locating of existing utilities, runway closures, and overseeing the installation/wiring of the sensors according to the manufacturer’s details. HNTB CORPORATION (October 2010 to July 2011) Washington Dulles International Airport Field Technical Specialist III, Runway Status Lights Program Federal Aviation Administration/Sensis Corporation-As the Lead Inspector on this project, my duties included coordination of contractor’s field activities, tracking of quantities for payment, plan quantity take-off, and ensuring work was performed according to plans, specifications, and contract documents. I reported Daily Activities and Incident Reports in Primavera Contract Management, photo documentation of project progress, and coordination with MWAA Code Inspection staff. I assisted Airport Construction Coordinator (ACC) with construction activities through the FAA, Airport Operations, and Metropolitan Washington Airports Authority. Construction included installation of Runway Entrance Lights (RELs), Take-off Hold Lights (THLs), and associated infrastructure to install RWSL system on three Runways and their associated entrance taxiways.

Senior Quality Assurance Inspector, International Arrivals Building (IAB) Expansion-(Temporary assignment). Responsible for ensuring that the contractor performed work in accordance with project plans and specifications. Charged with overseeing concrete paving, soils and soil subgrade evaluation, and assuring that the Contractor’s Quality Control Program was working as approved (June 2009 to July 2009) Awarded 2012 AAAE Commercial Project of the Year, Southeast Chapter, Architectural Category Senior Quality Assurance Inspector, Runway 1C-19C Transitions Package-Responsible for daily coordination between the Contractor and Airport Operations to ensure no incursions occurred and to eliminate interference with the traveling public. Work included cement treated base, concrete paving, asphalt shoulder paving, airfield markings, and daily/nightly closures appropriate taxiways and/or runways. I was also responsible for ensuring that the Contractor performed work in accordance with project plans and specifications (November 2008 to June 2009) Senior Quality Assurance Inspector, Fourth Runway Earthwork, Paving, & NAVAIDS-Responsible for ensuring that the Contractor performed work in accordance with project plans and specifications. Verified quantities, inspected materials to ensure compliance, wrote detailed daily reports, worked closely with contractor office and field personnel to resolve/troubleshoot problems that arose in the construction process. Responsibilities also included coordinating activities with Airport Operations, the monitoring of Erosion & Sediment control measures on the 800 acre site which was the largest permitted site ever issued in the Commonwealth, and coordinating Code inspections performed by the Airport Authority. I oversaw the installation of five (5) Biological Treatment Units (BTU’s) on this project that were installed for glycol runoff from aircraft deicing, monitored water levels, and worked closely with the Authority’s
Horticulturist. Prior to the construction and completion of these units, only ten (10) existed in the world. The project received many awards including the Program Project of the Year Award and the National CMAA National Award for Projects Greater than $150 Million (August 2006 to June 2009) Senior Quality Assurance Inspector, Western Perimeter Fence-Responsible for monitoring the clearing, installation of silt fence, and the installation of 11,000 lf of 6 foot high fence surrounding a portion of the land owned by the Metropolitan Washington Airports Authority. I was also responsible for tracking quantities, quality, safety, and reporting of contractor activities. (September 2006 to April 2007) Senior Quality Assurance Inspector, Dulles Airport Access Highway Rehabilitation-This mill and repave project consisted of milling the Eastbound and Westbound of the heavily traveled highway leading to Dulles Airport. The work was performed entirely at night and traffic control, safety, and quality were paramount. Responsibilities included nightly lane closures, tracking quantities, assisting the Resident Engineer in project close out, and attending progress meetings. I was also responsible for analyzing lab data on material placed and IRI test reports. My primary function was to ensure that the Contractor’s Quality Control Program was working as approved. (May 2006 to August 2006)
Senior Quality Assurance Inspector, Automated Train Station and Maintenance Facility-Responsible for tracking the progress of the first maintenance facility that is to service the underground people movers. I ensured that the contractor and his subcontractors followed the contract specifications and plans with respect to soils, footings, reinforcing steel, utilities, and structural steel and that the required 3rd party inspections were performed. Although assigned primarily to this project, I was still considered as part of the New Air Traffic Control Tower team and assisted that project when needed. (April 2004 to May 2006) Senior Quality Assurance Inspector, New Air Traffic Control Tower-Responsible for tracking the progress of the utilities vital to the new tower that included Telecommunications, FAA, Electric, Gas, and Water. Ensured that the conduits and materials utilized in the construction of the duct banks met the requirements of not only the specifications but also the Authority Code. Coordinated with Airport Operations personnel for Runway and Taxiway closures as required to enable subcontractors to perform work. Worked shift work as requested or needed. Oversaw the majority of the structural steel placement in the tower shaft. Assisted Lead Inspector when required and assisted team in posting contract drawings. Coordinated and oversaw directional boring under roads and directional bores under two Runways. (April 2004 to May 2006)
Senior Quality Assurance Inspector, Task Order-Responsibilities included the monitoring of several Task Order contractors’ progress. Reported to Resident Engineer on various matters involving task order work. (February 2004 to April 2004)
Senior Quality Assurance Inspector, Airfield Panel Replacement Project-Responsibilities included monitoring Contractor and Subcontractor activities, ensuring that all work performed in accordance with plans and specifications, ensuring that no deficient work built upon, writing non-compliance notices for deficient work, maintaining a daily field diary of all activities, and writing and submitting Inspector Daily Reports to Resident Engineer. Responsibilities also included close coordination with airport operations for closing sections of Taxiways for pavement removal and replacement, getting permission for look and go crossings across live Taxiways, nightly closures of Runway for spall and linear crack repair, and four weekend closures of Runway for replacement of PCC panels with Rapid Set concrete. Responsibilities also included monthly invoice meetings with the contractor to confirm quantities. Assisted Resident Engineer in the close out computations and documentation on P-304 and P- 501 for payment as required by the FAA. The project was awarded the 2003 Outstanding Team Effort Award by PMC Program Manager. (May 2003 to February 2004)
Senior Quality Assurance Inspector, T/W F Phase 2 and Tunnel Boxes-Responsibilities include monitoring Contractor and Subcontractor activities, ensuring that all work performed in accordance with plans and specifications, ensuring that no deficient work built upon, writing noncompliance notices for deficient work, maintaining a daily field diary of all activities, and writing and submitting Inspector Daily Reports to Resident Engineer. I was also responsible for recording and reporting safety violations to appropriate safety personnel. (October 2002 to May 2003) Quality Assurance Coordinator-Responsibilities included review of Quality Control Plan submittals, design review, quality assurance audit reviews, and assurance that the contractors perform work on projects according to contract specifications, schedule quality assurance inspections, and set up on-site quality assurance lab. THE LANE CONSTRUCTION CORPORATION (November 1996 to May 2000) Quality Control Manager-Assigned to the Lane Construction Corporation’s largest asphalt plant at the Virginia Paving Company in Loudoun, Virginia. Responsible for daily quality assurance of all asphalt shipped to VDOT and Airport projects. Responsibilities included supervision of lab and field staff, assuring the quality of the asphalt mixes, report preparation and mix design.
