18 years of fields working experience with major oil & Gas companies containing multi organization culture working in the middle east, putting Goal zero and achieving very good HSE performance ( we achieved 26 M man hours LTI free, 20 M man hours LTI free, 15, 10 etc..).
I worked through my carriers in operation company for 15 years in Al Furat Petroleum company( Joint venture with Shell) exposed to all HSE activities and holding Lead positions I have started as Radiation protection Supervisor, then I held Area HSE Advisor for one field, then become Head of Environment & Radiation protection, Head of Data Management, Fields HSE Manger.
In construction I started with Petrofac worked in Majnoon as pipeline HSSE manger the execution company was China petroleum pipe line we finished the project without even MTC.
After that I joint Shell as infrastructure HSE Lead working with local companies in different small projects developing the local contracts HSE performance and No Major HSE issues.
Then I have been selected to be HSE lead for the ultra fast project FCP Gas to send the buried produced gas in Majnoon North Romilah power station to enhance power supply for al Basra city, the contractor execute the project were Saipem, CPP, CCC as international contractors with more than three local contractors were involving in the infrastructure of the project.

1-Construction- FCP Gas HSE Lead
Shell Iraq Petroleum Development - Majnoon Oil Field, Iraq January 2014 till Date
The scope of the project was to send 90 MCF of sweet gas to North Romilah power station before mid Summer of 2015. I have been involved from the binging of the project: contract selections, review the document of the contractors, pre mobilize the contractors, mobilize the contractors to the work site, first start and review the performance and following the executions.
The project was challenging in terms of International companies they have them own procedure and they have to change it to be fit with Shell standard and working under CSS standards which shell enforced at the binging of 2014, the challenging was limitation of the resources as the characters of the country required at least 4 months to mobilize people or materials. It’s very difficult to find your needs in the local market, the project time is strongly fixed with very high demand of the government. All these conditions create the situation to put 380 workers speak 5 different languages working with 6 different companies with 7 cranes in very conjsted work area with thousand of opened trenches( limited access/egress and violation not allowed even if it’s required to shut down the project.
The Task was very challenging as all company VIP visited the worksite and we have to verify the worksite standard to them even we don’t have any major incident not even MTC, still the project in the peak and we expect to have slept of the schedule but in terms of HSE we are doing good and all the time we have to assure that by satisfy the VIP visitors and even if our incident record is clean.
2-Construction Infrastructure HSSE Lead at Shell Iraq Petroleum Development - Majnoon Oil Field, Iraq July 2013 till 1st January 2014
Worked with many red banded contractors in many different infrastructure project on Majnoon oil fields, the main task was to develop the local contractors to improve HSE standard and I worked with them review contractors HSE documents, identify the main risks during them activates and put the control measures, work with them and audit them to achieve ready for construction audit to allow them to start the activities Review contractors HSE performance and measure the improvement for the contractor in HSE culture.
The journey was very successful with the local contractors as when we started with them they have very high risk perception as they lived with area full with war and they don’t have basic of HSE standards, put during the work and HSE intervention with them and explain the value of HSE for all and the strong HSE supervision improve HSE implementation and they use it and see the benefit which enhance the HSE standard with the worker and improve HSE implementation.

Either we could make the contractor management see the value of implementing high HSE standards by feel the importance while they are working with other competitive company working in the same area, taking more contracts with the company, achieve more performance and gain more work force moral while working with high HSE performance and improve HSE standards started to be seen visible. But still required long hard effort to make sustainable and will be achieved by long continues mentoring and focusing on them and it will be the main priority for all HSE lead working in Majnoon.
3-Pipe Line HSSE Manger at Petrofac Onshore Engineering & Construction Majnoon Oil Field, Iraq May 2012 till July 2013
The scope of the project to construct Pipe 90 Kms pipe lines contain 13 lines size 8", 10",12" 16",20" & 32" come from wells MJ 11 and MJ 19 to well badges MJE-20 to MJE-22 to MJE-24 to CPF and from DS2 to CPF and export pipe line from CPF to DS1.and export pieline from DS2 to DS1.
The contractor responsible to execute the project is China Petroleum Pipeline (CPP).
The project was challenging in terms of the contractor was red banded in terms of HSE standards, it was language barriers between the company and the contractor and they are not allowed to violate the HSE standards even if the project will be closed and contract will withdrawn from the contractor, other challenging to myself it was the first project for me working on constriction, working with high level of security and the ground was mind fields as it was ground battle during Iraq – Iranian war and the first time working with Chinese and there are language barriers.
The project was successful in terms of finishing time, HSE performance and the quality of the work, we worked 1 million man hours free from LTI, MTC and HPI,only we had few near misses and one FAC, this achievement it was not expected as the contractor had very low HSE culture but we spent all our time at the work site supervise them and make sure they don’t make violations.
After the project all of them they were happy and they felt the importance of HSE culture and they felt Proud by them achievement and take this experience to work with other competitive companies in the market.
4-Field HSE Manger at Al Furat Petroleum Company (Production Company) Syria from July 2008 till May 2012
Al Furat Petroleum company(AFPC) is the biggest operation company in Syria, it was established on 1986 as joint venture between shell & Syrian petroleum company.
The company operation area is 420 Km2, and have 4 main oil fields with four main CPFs, power station, Gas plant, 4 water treatments stations, water injection station and more than 36 gathering stations and more than 2000 oil wells, the number of AFPC employee are more than 7000 employee and the have more than 300 direct contractors which they have more than 10000 employee.
HSE Department had 170 employees from different levels of education and responsibilities, distributed on 4 Areas HSE sections, Environmental section, Occupational Health section, Road safety section, Safety training section, Data Management section, Radiation Protection section & HSE Training section and Safety equipment Maintenances Section the department had the emergency teams in the fields and I was the leader of the team, the team had 4 fire trucks with 8 Ambulances with the full teams covering the emergency cases 24 hrs.,
I will list few from the main responsibilities of me as Fields HSE Manger:
1. Supervises and coordinates the activities of assigned personnel in the HSE Team. Performs supervisory functions and exercises financial authority at the level established by management for the position.
2. Ensures that the technical and engineering aspect related to Health, safety, loss prevention and environment are undertaken effectively in conformance with related Company standards and in full coordination with corresponding HSE functions within the Company.
3. Develops and directs all activities related to Health, Safety, Loss Prevention and Environment by implementing environmental control mechanisms and systems consistent with company Health, Safety and Environment policy.
4. Supports and provides proper guidance to the field management in the preparation, development and implementation of the division's Health, Safety & Environment Management System (HSEMS) and other programs/procedures and improving environment related issues.
5. Supports and provides proper guidance to the field management and leads the preparation, development and implementation of the Company HSE plan, own team HSE plan and provide professional consultations for the development, implementation and monitoring of HSE plans of other departments in the fields in line with Corporate HSE Annual Plan.
6. Plans and participates in the ongoing training and development of assigned national employees. Includes assessing employees training and development needs, directing the preparation of structured development / familiarization programs, monitoring and reporting on progress and counseling employees as required.
7. Organize and prepare HSE workshops, Seminars, Hearts & Minds workshops for key staff and section Heads, Supervisors and Technicians.
8. Plans, directs and controls the development of the company specific HSE programs, procedures and training plans in line with corporate guidelines to ensure availability of skilled and competent staff during emergencies.
9. Develops and administers the Team's annual capital and operating budget taking into account the Company's long-term production requirements and anticipated requirements for future field developments and expansions. Monitors the budget expenditure to meet the agreed KPI's
10. Directs and leads the review of manuals/documents related to HSE like (HSE Manual, Incident investigation, JHA, HSE MS, PTW, waste management Plan, Emergency Response, etc…) and HSE Policy as deemed necessary in coordination with other parties.
11. Monitors, HSE staff performance, provide proper guidance and intervene as necessary to ensure development of proper HSE professionals in the assigned company.
12. Act as Emergency team leader and provide advice to field manger of the requirement and support required during the emergency.
13. Provide consistent, timely and realistic advice to Field Manager when asked or when observing that the is deviating from the Corporate HSE policies and procedures.
14 Directs and leads the identification, assessment of operations impact on environment and develop/implement relevant plans to either eliminate or mitigate the environmental impact.
15. Manages, directs and controls all administrative activities related to HSE team such as development of annual leave plans, duty roosters, Emergency Control Rooms meetings' plan' etc. to ensure full/ consistent continuation of HSE activities throughout the year.
16. Directs and controls the preparation of all HSE related Reports in a timely and professional manner such as the divisional weekly, monthly, quarterly and annual reports as dictated by the Divisional HSE plan.
17. Make sure that HSE indicators are maintained and properly analyzed, learning from the incidents, audits, inspection are properly communicated to the workforce.
18. Participates in the Contractor/ Vendor HSE Pre-Qualification assessment exercise and technical evaluations during the process of contract renewal or establishment of new contract.
19. Provides assistance to Contractor / Vendor in terms of either interpretation or clarification of HSE programs/ procedures or provide guidance on how to comply with such programs, policies and procedures.
20. Executes special studies requested by management or self generated, leads and conducts studies aimed to measure HSE culture and put strategic plan to improve HSE culture, HSE practices and HSE performance enhancements in coordination with concerned parties.
21. Plans, directs and conducts and sometimes leads regular health safety environment and housekeeping inspections, HSE tours and audits either individually or with management at the company operation facilities, buildings, plants, services, contractors Yards, Rigs sites to ensure conformity with regulations and organizational polices.
22. Fully Participates in the reviews of all activities related to projects and plant modifications with particular emphasis on using the proper HSE review techniques such as HAZOPs, HAZIDs, PHSER and HEMP when considering the introduction of new equipment, new processes or changes in existing plants/processes. Assesses associated Health, Safety, Environment and fire protection requirements and advises management of their needs, together with recommendations, benefits, legislation and cost, as applicable.
23. Supports management in the implementation of Emergency Response Procedures, Safety Management system and HSE safety incentive schemes.
24. Lead River crossing emergency contaminations spills and recovery make sure the emergency team & equipment are ready to handle, treat & recover the oil spill through the river.
25. Investigates in conjunction with management all emergencies to determine root causes, actions taken and measures necessary to prevent recurrence. Oversees and reviews all incident investigations and prepares statistics to assist in monitoring HSE performance.
26. Make sure that all incidents, Near misses, unsafe acts/ conditions are reported and properly investigate. Carry out incidents investigations for high potential incidents to find out the immediate & root cases and put action items to prevent reoccurrence the same incidents. Organize Incident review panel to discuss the incidents and the finding, the recommendations and share the learning points with workforce and other oil companies
27. Provides immediate and active response to fire incidents and provide expert fire fighting advice to the management in the event of fire; mobilizes and directs the fire fighting teams to contain the fire at the shortest possible time to minimize losses and safeguard people.
28. Act As fields HSE meeting secretary, prepare agenda, send invitation, make sure that the place for the meeting ready, prepare the meetings slides, present HSE indicators, prepare MoM, send it to all attendees. Coordinates and attends HSE related meetings, Incident Review Panel meetings, oil coordination meeting, Area/ Department HSE meetings' etc. to discuss all relevant issues pertaining to Health, safety, loss prevention and environmental protection matters.
29. Keeps abreast of technological development in the field of safety engineering in the oil and gas production industry.
30. Coordinates and participates in liaison with relevant line Management, in studies to establish environmental baseline data, impact assessments and reviews of operations, projects and practices. Identifies necessary actions to improve such practices and follows up to ensure timely implementation of agreed recommendations.
31. Ensures that site specific aspects are incorporated into environmental contingency incidents. Responsible for the establishment of the environmental aspects / issues register for all activities within the field area.
32. Ensures that all ongoing activities in the field, including Drilling activities and Contractors, satisfies HSE Practices, Guidelines and Standards.
33. Promotes health safety and environment culture through the organization by facilitating launching of HSE awareness campaigns in the assigned area, advising management of their responsibilities for accidents prevention and avoidance of health hazards, ensuring the organization is aware of legal obligations and recommended codes of practices, interpreting and keeping management and workers informed of new and developing legislations and other standards related to HSE. Exploits and oversees on the experience of other major oil/gas producing companies to ensure application of latest technologies that helps promoting HSE aspects in the area.
5. Head of Environment & Radiation Protection at AFPCSyria

Environment:
ISO 14000 lead Auditor, put ISO 14001 requirements and follow the applications, Train the staff for ISO 14001 requirements and applications.
Produce environmental Policy depending on National & international Regulations. Help Management to put the required resources to mange the environment. Identify industry hazard to the environment, evaluate the hazards, identify who might harm and how, put the control measure to prevent or mitigate the hazards. Review and monitor control measures to measure the performance.
Put and monitor environmental KPI measure the performance, present performance to the management. Create and improve minimum Environmental Standard, waste management plans. Apply four Rs rules (Reduce, Reuse, Recycle / Recovery and Responsible Dispose) in all the waste for butter management.
Follow and control all Environmental Matters and activities in all the company operation areas to check that the company activities are within the company polices and procedures. (Environmental Inspections, audits, make environmental awareness presentations, and present the best practice solution for specific waste).
Monitor Air pollution emissions for Co, Co2, NO, NO2, N2O, So, SO2, H2S, BTX and PM. Give the advice for limits of the polluted air and the adverse effects on the health and environment. Ground water quality monitoring and control and find the best practice solution to decontaminate contaminated ground water with oil. Create and find procedures for best practice to remove oil the contaminated soil (Bioremediation, Remediation, Land farming, .etc.).
Supervise. Create best practice and monitor environmental projects like leak spillage response and clean up remediation, restoration, land filling & Bioremediation, Drilling waste pits (cuts, Oil base mud, water base mud) clean up, recovery and restoration, Radioactive waste Controlling, Handling, storage, send them to decontamination in the NORM decontaminated facility, give advise and supervise the land contaminated restoration, monitoring and responsible disposing.
Create procedures to enhance the environmental awareness and control waste management. Carry out Environmental Impact Assessments (EIA) for the new projects or improvement in the process and find the deviation with exiting one. River crossing spills response and decontamination team leader. Put contingency plan for spills. Carry out presentations to enhance the environmental awareness and improve the waste management control and dispose. Give options to manage the waste.
Co-operate and leads the environmental projects for sludge (Tank Bottoms) recovery and NORM scales treatments and contaminated soil remediation (contaminated with NORM or contaminated with oil or salts). Create producers for Bioremediation and clean up the contaminated soil with oil. Waste segregation and incinerate the bio- waste and apply the four Rs rules for other waste. Maintain the environmental Data to give the company performance and improvement toward the environment. Make sure that the company activity is aligning with international and national registration. Make environmental quarterly report for the company activities.
Give training in Environmental awareness, Environmental for supervisors, Waste Management plan, Special training for environmental projects like sludge recovery, Land farming, Bioremediation, Remediation.
Radiation Protection:
Highly Educated and Expert in all kind of Radiation and Radioactive substances (naturally & Artificial), the reaction between radiation and the matters.
Fully Expert in the way that naturally occurring radioactive material TENORM in Oil & Gas industry is present. Way of discovering, measuring, evaluating the hazard and harm to the human and environment, the control measure to handle, treat and proper dispose it safely in responsible manner.
Fully knowledgeable of all Radiation Protection legislations national and international. Fully Expert in creating NORM management system.
Expert in producing NORM Policy and create/ devolve working Procedures to deal and Handle with Radiation & Radioactive substances create NORM Manual.
Fully trained and experience in detecting, using and maintaining field Radiation detection instruments (Rados, Mini-mintors, Electra, Savimo, personal Dosimeters- General Maintenance, Source Check, and Calibration of the instrument).
Expert in radioactive substances handling, transportation, storage, treatment, responsible dispose. Expert in radiation measurement in oil & gas facilitates equipments, wellheads and the flow line, draw the maps for the hot spots and put the precaution and distribute it to make sure all the work party is aware abut it.
Expert in level of protection and PPE selection depend on the contamination level and work type.
Fully expert in creating NORM data base to make sure that all the contaminated equipment has been identified and controlled till it free from the contamination.
Expert Trainer in TENORM: There are four levels of training for the work force: 1- NORM awareness; 2- NORM awareness for supervisors; 3- Train some staff to use Radiation Protection Instrument RPT course; and 4- special training for drivers who will transport contaminated equipment with NORM.
Expert in developing and maintaining Operational Radiography procedures and mange the sources, storage, transport, handle and use, develop permit to work system and any associated guides and manuals.
Expert in identifying the work HSE culture and put strategy to raise workforce culture in dealing with radioactive material, give proper advice to the workforce how to be protected while working with radioactive substances.
Create and improve NORM waste management plans. Waste identification and inventory and find the best practice to manage all kind of waste. On the four Rs rules (Reduce, Reuse, Recycle / Recovery and Responsible Dispose). Fully expert and trained in Safe dispose of the radioactive substances applying the 4Rs rules in managing the waste, Can give advice in all the options used internationally to dispose the radioactive material in responsible manner and can find the best practice to devolve the working environment, depend on the work site characters.

Fully expert in designing NORM storage yard, NORM contaminated Sludge recovery; NORM contaminated filters, PPE and plastics treatment. Fully experience and knowledgeable in NORM Decontamination facility management and auditing. Have good experience in NORM remediation projects to get red of NORM contaminated soil. Fully experience in NORM contamination liquid dispose.
Fully trained to carry out high potential incident investigations to find the immediate causes, root cusecs. Put SMART action items to prevent re-occurrence such incident. Follow up it with the concern parties to make sure that is has been closed.

Maintain, produce and update business plans, measure the performance and achievement against the business plans for all the Departments and managements and give the ranking performance for the departments.
Make sure that all incidents, near misses, unsafe acts/ conditions are reported. Create and maintain incidents Data base measure the actual & potential harm for the incidents. Make sure that proper level of authority lead the incident investigations and produce quality incidents reports. Make sure that the incidents reports submitted in the required time.
Maintain and provide worked man hours without LTI, HSE indicators (Fatality, 3rd Party Fatality, LTI, LTIF, TRC, TRCF, HRI,HRIF, MTC, FAC and rollovers& Road traffic incidents, Occupational illness, Hoist/Lift, Environment, Damage to martial, Failing objects, and other kind of incidents).
Quality check for the submitted incident reports, Analyze the immediate causes, root causes, check that the actions to prevent such incident from re-occurrence are SMART and supported from the findings of the incidents.
Organize and act as secretary Incident review panel to discuss the high potential incidents & near misses Road Traffic Incident to discuss the quality of the incident reports, actions come from the incident reports, learning points from these incidents.
Maintain and analyze the safety data incidents, near misses, unsafe act & conditions and PTW audits findings. Analyze the data, find the gaps, and produce strategy to close the gaps, discuss the strategy with the management, agree the strategy with the management, include it in the business plan, follow the implementations, measure the performance.
Produce and maintain Daily Dashboard to commutate company performance, incidents happened in the company, learning point from the incidents, learning point from other companies incident, HSE themes to explain and give some advice tips about particular hazard and the control from these hazard. Communicate the road violation and the penalty applied. Take HAE suggestion from the staff to improve and involve staff in HSE matters.
Measure workplace HSE culture, find the gaps, produce strategy to improve HSE culture, agree the strategy with the management, put action plan to follow the implementations, close the gaps, measure the HSE culture again to see the improvements.
