09/19 – 10/21, Program Manager, Tigua Inc Contractor, Washington, DC

Mr. Smith took the responsibility of Program Manager supporting the N8/N9 at the United States (USNO). The Program Manager was responsible for migration of all software from the four departments to the new network and the cloud. The migration efforts involved coordinating with the USNO departments and SPAWAR to ensure that the hardware, virtual environments and software were available when needed. Additionally, the work included the certification of the software system and the network it resides on. This includes providing documentation and tracking the progress of the RMF process. The support consisted of two teams: one focused on the development, testing and fielding of the new systems and one focused on the RMF certification of the systems. The development was performed using Agile and SCRUM development methods. Mr. Smith took the responsibility of Program Manager supporting the Department of Human Health Services (HHS) for Office of the Assistant Secretary for Preparedness and Response (ASPR). The Program Manager was responsible for multifunctional software development and IV&V test, and release support teams in support of the replacement Medical Reserve Corps (MRC) tracking system. The support consists of two teams: one focused on the development, testing and fielding of the new MRC system and one focused on the support of other ASPR web interfaces. This was performed using Agile and SCRUM development methods and ISO 9000 processes. The Program Manager responsibilities included planning, managing, and directing all aspects of the program in consultation with management and in accordance with applicable laws and regulations, corporate policies, and the scope of the contract. Mr. Smith took the responsibility of Program Manager supporting the Defense Information System for Security (DISS) for Defense Logistics Agency (DLA) and Defense Manpower Data Center (DMDC). The Program Manager was responsible for multifunctional software development and IV&V test, security compliance, release support, Help Desk and IT system operations teams in support of the Legacy Case Adjudication Tracking System (CATS). The support consisted of three Task Orders comprising two teams: one focused on the maintenance and security of the Legacy CATS products including the Help Desk and one focused on the development of bug fixes and testing Legacy CATS products. The support teams ensured that the Program is compliant with DoD 8570, various orders from organizations like CYBERCOM and DISA; and IAVAs. The support teams also ensured that Legacy CATS products were maintained and available for the community. This was performed using Agile and SCRUM development methods and ISO 9000 processes. The Program Manager responsibilities included planning, managing, and directing all aspects of the program in consultation with management and in accordance with applicable laws and regulations, corporate policies, and the scope of the contract. Mr. Smith took responsibility of Program Manager supporting the Production and Sustainment Branch (CC32) and System Engineering Branch (CC33) of Defense Information Systems Agency (DISA). The Program Manager was responsible for multifunctional IV&V software systems test, security evaluation and release teams in support of the DOD Command and Control system of record, Global Command and Control System—Joint. The Task Order team was comprised of two teams: one focused on the security of the GCCS-J products and one focused on the testing and fielding of the GCCS-J products. The security team ensured that the Program is compliant with DoD 8570, various orders from organizations like CYBERCOM and DISA; IAVAs, POA&Ms, DIACAP and now RMF. The test team ensured that GCCS-J products developed in an Agile environment are typically JAVA and .Net based utilizing Oracle, Sybase and S QL server are adequately regression tested and configuration managed. The responsibilities include planning, managing, and directing all aspects of the program in consultation with management and in accordance with applicable laws and regulations, corporate policies, and the scope of the contract. Mr. Smith was responsible for overall performance, schedule, quality and timeliness of work products, financial performance and budget management, subcontractor management, and contractual compliance with 39 staff and an annual operating budget a current budget in excess of 45 million on Encore II. Mr. Smith was also responsible for the staffing of the Task Order, this has required very close coordination with the staff and CC32 to provide continued service through the BRAC of DISA to Ft. Meade. Mr. Smith was responsible for tracking Earned Value Management of project cost and schedule data to support the Government’s Clinger Cohen Act reporting requirements for a Major Automated Information System program. Additionally, Mr. Smith was responsible to manage performance to maximize Performance Based Acquisition (PBA) Cost Plus Incentive Fee pricing structure. Mr. Smith developed and executed a remedy plan to repair a troubled program, focusing on talent management, customer relations management, schedule improvement, communications, and team leadership which resulted in receiving a 100% score from the customer. 06/07 – 02/09: Release Manager/Deputy Program Manager, Science Applications International Corporation (SAIC)

Mr. Smith took responsibility of Release Manager Lead for a team of Release Managers supporting the Defense Information Systems Agency (DISA) Global Command and Control System Joint (GCCS-J) Program Office and supporting Programs representatives regarding the hardware architecture and software content for several releases. Mr. Smith is provided direct coordination with these Program representatives and contractors for this support. This included the IV&V testing of the GCCS-J versions being delivered for release. Mr. Smith also served as a key member of the team maintaining the Integrated Master Schedule for all GCCS-J schedules. Mr. Smith served on several teams establishing business processes for the GCCS-J Program Office. The software includes a J2EE developed front end connected to an Oracle 10g/11g databases. The hardware architecture was comprised of a fault tolerant Sun and MS Windows based solutions with a complete redundancy.

• Managed numerous releases to successful fielding resulting in the Program successfully completing their final Acquisition Block.

11/06 – 06/07: Project Manager, Science Applications International Corporation (SAIC)

Mr. Smith took the responsibility of Project Manager for Data Retention Records Repository (IRR). Mr. Smith provided direct coordination with the Defense Security Service (DSS) Program Office representatives regarding the redesign of the software and hardware used for processing file demand data requests. The redesigned software included a front end developed using J2EE connected to an Oracle 10g database. The redesigned hardware was comprised of a fault tolerant Sun solution with a complete redundancy. Mr. Smith coordinated the IV&V testing and certification of the IRR system including the receiving of a new ATO for the new system. Mr. Smith is also participated in the efforts to obtain CMMI Level 3 certification at the Business Unit level.

Accomplishments;

• Delivered the replacement system for IRR in half the originally estimated time on budget.

09/05 – 11/06: Program Manager, Science Applications International Corporation (SAIC)

Mr. Smith took the responsibility of Program Manager for Nav Systems Database Development. Mr. Smith is providing direct coordination with the FAA Navigation Services Program Office representatives regarding the data sources to be used for various adhoc analysis projects. Currently financial and facility data is being merged to assist the Program Office with decommissioning decisions being made to meet annual goals. Discussions are being held to determine which additional data sets, if any, will be incorporated into the current analysis.

Accomplishments;

• Designed, built and fielded the prototype for tacking and analyzing the FAA’s navigation resources.

07/04 – 09/05: Program Manager, Science Applications International Corporation (SAIC)

Mr. Smith took the responsibility of Program Manager for the FAA Telecommunications Infrastructure (FTI) Mission Support Network portion of the Administrative Data and Telecommunication Network (ADTN) Contract. Mr. Smith is providing telecommunications support to ATO-W and the other FAA organizations through this contract. Mr. Smith is managing a staff of twelve people supporting the ADTN Contract providing support to the FAA in network security, coordinating network design and expansion, troubleshooting, developing cost proposals, weekly/monthly reports, financial accounting, quarterly reviews and other reports as necessary. As the Program Manager, Mr. Smith is responsible for the hiring, leadership and mentoring of the SAIC staff working on the FTI Mission Support and Adaptive Quarantine, a network security R&D project, portions of the ADTN Contract. Mr. Smith is directly providing the necessary budget, finance and contractual support for the Program. Mr. Smith is also directly responsible for to support the FAA network design and expansion including router configuration, backbone upgrades and troubleshooting. Mr. Smith and his team are supporting the maintenance of the Legacy WAN, ADTN, while also providing a replacement network designed using Sprint Peerless IP. Mr. Smith is also providing direct support to a network security R&D effort, Adaptive Quarantine, which utilizes both industry standard and proprietary hardware and software. This effort not only provided independent requirement verification utilizing both lab and real world testing, but also provided design and implementation guidance.

Accomplishments;

• As the Program Manager supporting the FAA Telecommunications Infrastructure (FTI) Mission Support Network portion of the ADTN Contract successfully extended the contract by 10 months.

08/99 – 07/04: Deputy Division Manager/Program Manager, Science Applications International Corporation (SAIC)

Mr. Smith took the responsibility of Program Manager for the Performance Based Contracting (PBC) portion of the NISCII Contract. Mr. Smith provided support to AFZ-800 and the other FAA organizations taking advantage of this new option on the NISC II Contract. As the Program Manager, Mr. Smith was responsible for the hiring, leadership and mentoring of the SAIC staff working on the PBC portion of the NISC II Contract as well as providing the necessary budget, finance and contractual support for the Program. Mr. Smith also took the responsibility of Deputy Division Manager under Roy White. Mr. Smith graduated from SAIC’s 21st Century Leadership Program.

Mr. Smith provided support to AFZ-700, Technical Graphics and Configuration Management Program, as the NISC II Task Order Manager through technical, and budgetary guidance. The AFZ-701a Task Order was a three pronged effort involving support to the Computer Aided Engineering Graphics (CAEG), Resource Tracking Program (RTP), and two Configuration Management (CM) Teams with a combined annual budget of $2.1 million. Mr. Smith grew the Task Order by more than 10% in less than 2 years of managing it. In addition to his management duties Mr. Smith has performed the following tasks: reviewed the CAEG network and available Intrusion Detection System (IDS) and hardware and prepared a white paper on the recommended hybrid IDS system for the network; assisted RTP with the transition from DAFIS to DELPHI; assisted the RTP System Administrator with the planning and implementation of the Centralized RTP System (involving the replacement/upgrade of the Windows and Solaris based servers); was a member of the team preparing the SCAP documentation for the CAEG and RTP networks; was a member of the CM teams, with significant emphasis on the web based tool being developed and deployed on the FAA Intranet to serve the Power Systems and Facilities Change Control Board; and the software CM being offered to the CAEG group. Mr. Smith has received SAIC’s President’s Award while serving as the Task Order Manager for the NISC II Contract.

Mr. Smith served as an EOSH Professional and the AFZ-800 Compliance Integration Program/ Information Technology Technical Team Lead for the NISC Program. Mr. Smith’s responsibilities included providing technical support and supervising Computer System Administrators, Database Administrators and Software Analyst providing Information Technology support to AFZ-800. Mr. Smith provided technical guidance and product evaluation support for the development of a financial tracking database/program (iFACTS) for AFZ-800. This support and guidance included developing process flow for the system, locating data feeds for RTP, DAFIS, DELPHI, and facility data. Mr. Smith and his team also provided the reporting tool for the iFACTS program. Mr. Smith was the focal point for coordination between the developers of the iFACTS and Annual Inspection Program (AIP) software and the NISC staff. Mr. Smith and his team deployed the iFACTS system and the AIP tool on the FAA Intranet. Mr. Smith with aid of his team planned and completed the relocation of a server farm from a DOT facility in Boston to FAA Headquarters in Washington, DC. This relocation was performed over a holiday weekend with no user downtime and completed 2 days ahead of schedule and a $20K savings to the government. Mr. Smith and his team then took over the responsibility of maintenance of the databases and hardware that comprise the Environmental and Safety Information System (ESIS) and AIP Suites. Mr. Smith and his team also maintained the databases and hardware, which comprise the iFACTS system. Mr. Smith designed, wrote the specifications, procured and installed the upgraded UNIX and Windows based hardware currently in use by the web-based systems. Mr. Smith and his team maintained a Help Desk, which supports the ESIS, iFACTS and AIP system users across the country. Mr. Smith was primarily responsible for the Tier 2 and 3 Help Desk calls. Mr. Smith has also provided periodic updates to the ESIS suite and iFACTS program using JAVA and HTML on both Unix and Windows. Mr. Smith also prepared several technical documents for the IT systems used by the group in addition to maintaining the ESIS System Administrator Manual.

Mr. Smith provided technical support for the Environmental Cleanup (ECU) and Fuel Storage Tank (FST) Programs for AFZ-800 across the country. Mr. Smith’s responsibilities included document preparation, review of technical reports and proposals for FAA sites across the country regarding UST, RCRA and CERCLA compliance. Mr. Smith also supervised CIHs, EOSH Professionals and analysts in the preparation of technical documents regarding asbestos, lead, radiation, electrical safety, respiratory protection and decommissioning of FAA facilities. Mr. Smith was tasked with advising on the work performed at CERCLA (Superfund) sites in Alaska and at the Technical Center in New Jersey. Mr. Smith was involved with the development of a database, which tracks spill/releases of petroleum and hazardous materials. Mr. Smith was also on the ECU Program tracking database development team.

2/ 99 – 8/99: Remedial Project Manager, Maryland Department of the Environment (MDE)

Mr. Smith was responsible for the management of CERCLA issues for several Military Installations across the state of Maryland. Aberdeen Proving Ground, Andrews Air Force Base and Patuxent Naval Air Station are a few of the sites which Mr. Smith provided technical guidance. Mr. Smith reviewed the closure plans for landfills at Aberdeen Proving Ground and Patuxent Naval Air Station. Following this review Mr. Smith negotiated the plan with the DOD and their contractor to close landfills at both facilities. Served as the direct liaison for both the EPA and DOD personnel as part of a “Partnering” between the EPA, DOD and the MDE. Mr. Smith reviewed technical submittals for compliance with Federal and State laws and regulations and provided comments to the DOD and their support contractor. Served as a representative of the State for public meetings regarding the aforementioned Military Installations. Served as a representative of the State at the “Bioremediation of Contaminated Soils and Groundwater” short course by the University of Maryland as a guest speaker. Mr. Smith prepared a presentation on Phytoremediation and presented it during the short course.

1/ 97 – 2/99: Technical Services Manager, Applied Research Consultants (ARC)

Mr. Smith was responsible for the management and development of the Engineering, Manufacturing and Service departments of this full service computer hardware/software engineering and consulting firm. Mr. Smith was successful at documenting and maintaining the corporate systems such that the corporation was ISO 9000 certified under his care. The configuration management (CM) processes covered all aspects of the corporate operation including hardware and software CM. Mr. Smith prepared the manuals for the proprietary systems developed by the firm. He also served as the direct client liaison for both business development and technical assistance for the Department of Defense and private industry. Supervised a staff of engineers, programmers and technicians and was responsible for providing technical guidance in the design and fabrication of emerging corporate technologies. Mr. Smith also provided the mechanical/thermodynamic design for a classified project contracted by the NSA. Mr. Smith was also the primary fabricator of the prototypes for this project and other emerging technologies, this included PCB design, mounting hardware and enclosure build up. Mr. Smith was involved in the development of innovative remedial technologies and testing methods for the abatement of hydrocarbons. Served as the direct client liaison for both business development and technical assistance. Supervised a staff of geologists and technicians and was responsible for providing technical guidance in the design and implementation of remedial actions for subsurface contamination. Mr. Smith maintained a workload of projects in which he performed the field investigations, designed the remedial systems and wrote the specifications for the remediation systems to be implemented in VA, MD, DC, DE and PA for leaking UST and terminal AST, RCRA and CERCLA compliance. Preparation and QA/QC review of technical reports including fate & transport modeling. Mr. Smith was a key member of the committee in charge of developing and designing the emerging technologies to be used by the corporation. Mr. Smith prepared and presented instructional and informational presentations for clients and regulatory agencies. Mr. Smith developed Health and Safety Plans, specifications and prepared reports, including minor drafting for various remedial projects (i.e. landfills, asbestos abatement, underground storage tanks). Mr. Smith monitored drilling operations under Level C for RCRA landfill and asbestos investigations. Surveyed facilities for asbestos-containing materials. Mr. Smith also monitored asbestos abatement projects.

8/ 87 – 7/88: Materials Engineer, Froehling & Robertson (F&R)

Mr. Smith is experienced in structural materials testing, supervising the placement of building materials. Mr. Smith performed compliance testing of structural materials both in the field and the laboratory. Obtained certifications testifying that the testing was performed in accordance with Nation Standards. 10/83 – 6/ 86: Seismological Observatory Attendant, Virginia Polytechnic Institute and State University Department of Geologic Sciences

Mr. Smith monitored seismic activity from stations across Virginia, analyzed the data and reported the findings to the worldwide seismic network.
