OBJECTIVE

To work as a project controls engineer (schedule /planning engineer) in an engineering, engineering and construction, or project management consulting company.

Have worked for various E & C companies involved in power plant engineering and construction, grass-roots refineries, various petrochemical plants, and soil and water contamination remediation. Projects have been in both the government and commercial sectors, and both fixed-cost and cost-plus in nature. Have used Primavera Project Planner cost and schedule software for 33 years. Have used both the DOS and Windows versions of P3 for the 25 years. Have received formal training in P5 and P6, and used both for a total of 8 years. These Primavera scheduling programs are widely considered to be the top-of-the-line PC-based project controls programs. Have used MS Project when required by clients. Have used Windows Excel for the past 20 years.

2016-2020 Filanc – Balfour Beatty Joint Venture Irvine, CA

Senior Schedule Engineer

Functioned as a senior schedule engineer for the Filanc-Balfour Beatty joint venture on the IRWD biosolids and biogas recovery project in Irvine, California. Maintained the P6 CPM schedule. Coordinated with various FBB field engineers and subcontractors and incorporated their schedules into the overall P6 project schedule.

Used P6 to create and maintain the overall project schedule covering field engineering, procurement, construction and startup for the Irvine Ranch Water District’s biosolids and biogas recovery project at their Michelson Water Recycling Plant in Irvine, California, a major upgrade for this plant. Updated and issued the P6 schedules on a monthly basis. Created and issued various P6 schedule reports, such as full project schedules, specific field engineer schedules for progress updating, change request schedules and contractural milestone critical path schedules sorted by total float accompanied with analysis.

2015-2016 Fluor Multiple Program Group Long Beach, CA

Senior Schedule Engineer

Functioned as a senior schedule engineer on the Alyeska Pump Station No. 5 Low Flow Modification Project. Maintained the P6 CPM schedule and the weekly discipline progress worksheets. Coordinated with various subcontractors and incorporated their schedules into the overall P6 project schedule.

Used P6 to create and maintain the overall project schedule covering engineering and procurement for a major upgrade on an existing Alyeska pump station located in the middle of Alaska. This project was especially challenging as it was located in a very inhospitable climate requiring the engineering and procurement of special very low temperature pipe and equipment, and exacting coordination of deliveries for restricted construction seasons due to severe winter weather. Updated and issued the P6 schedules on a weekly basis. Created and issued various P6 schedule reports such as full project schedules, 2 week look-ahead schedules, and critical path schedules sorted by total float accompanied with analysis.

2011–2014 Brinderson Engineers & Constructors Costa Mesa, CA

Senior Schedule Engineer

Functioned as a senior schedule engineer on various engineering and construction projects in the petrochemical and process industries. Created and maintained CPM schedules for new oil field development projects, bleach and acid process plants, and refinery maintenance and retrofit projects. Spent the last year as an on-site turnaround scheduler at the Tesoro and BP refineries in Carson, Ca. and the Chevron refinery in El Segundo, Ca.

Used P6 to create resource-loaded schedules covering procurement, construction, commissioning and startup. Updated and issued the P6 schedules on a weekly basis. Created and issued various P6 schedule reports such as full project schedules, 3 week look-ahead schedules, and critical path schedules sorted by total float accompanied with analysis. 2009–2011 Performance Mechancial, Inc. Carson, CA

Principal Schedule Engineer

Functioned as a senior schedule engineer on Los Angeles County Sanitation District’s Steam Cycle Modification Phase II project at the waste water treatment plant in Carson, California. This $14.5 million project consisted of installing 21 systems of piping over 13 distinct plant areas, including more than 150 piping tie-ins to existing systems, electrical system upgrades, and startup and commissioning of three new HRSGs, a steam turbine generator, a new high-pressure gas treatment skid, two new cooling towers and various pumps and vessels.

Used P3 to create a 2,000 activity cost-loaded schedule covering procurement, construction, commissioning and startup. Updated and issued the P3 schedule on a weekly basis via a 4-week look-ahead schedule, and on a monthly basis via a full schedule file on CD for the District’s review and monthly earned value payment. Analyzed and discussed the critical path in a weekly meeting with the District. Also issued a P3 schedule showing the most critical submissions and Requests for Information that were delaying the project, which was used internally by the District to help prioritize and expedite approval of vendor data submissions and RFIs.

2005–2009 Technip USA Claremont, CA

Principal Schedule Engineer

Functioned as a senior schedule engineer on various petrochemical projects located in Canada, Kuwait, Qatar and the US. These projects ranged in size from a $20M ethylene plant in Kuwait to a $115M multiple-ethylene plant project in Qatar and a $500M hydrogen plant in northern Canada.

Projects included underground utilities, the ethylene or hydrogen plants, aboveground pipe racks and multiple buildings for control rooms and auxiliary equipment.

Received formal training in April 2009 in Primavera’s new scheduling program P6, and began to implement its’ use on proposals and new projects.

Used Primavera’s P5 scheduling program from Sep06 thru May07 on a Suncor hydrogen plant project in northern Canada. The P5 program was resident on the Suncor server in Calgary, Canada.

Used Primavera Project Planner (P3) to create a Level 3 schedule of typically 800 to 1200 activities to plan, track, control and forecast projects. These P3 schedules tracked the activites associated with a dozen disciplines, and usually spanned the engineering, procurement and construction phases of a project.

In addition, used an in-house Level 4 scheduling system called Janus to create and track a very detailed schedule that is derived from the P3 Level 3 one, and has built-in earned-value calculation and manpower planning capabilities.

For smaller projects have used a manhour-loaded P3 schedule exclusively for both scheduling and earned-value calculation.

Used Microsoft Excel to create various spreadsheets to track detailed procurement activities, material quantities and to create monthly summary project status reports.

1995–2005 Shaw E&I Irvine, CA

Senior Project Controls Engineer (Sr. Cost/Schedule Engineer)

Functioned as senior cost/schedule engineer on $250M plus worth of soil and water remediation projects for both government and commercial clients. Duties were comprised of about 70% schedule and 30% cost engineer activities.

Projects included groundwater extraction and soil vapor extraction units as well as multiple buildings for control rooms and auxiliary equipment.

Major client was the SWDIV program/project office of the US Navy, headquartered in San Diego. Projects were located on various US Navy and US Marine Corps bases in California from Long Beach south to San Diego. Other government clients included the Air Force WW RAC, 3P and 4P programs, the Navy NFESC program and the GSA program. The GSA jobs were unique in that they were fixed-price contracts, in contrast to the other government jobs which were mainly cost-plus.

Other non-government clients included Lockheed and Avery-Dennison, for fixed-price demolition projects.

Used Primavera Project Planner (P3) and Excel to track, control and forecast both cost and schedule for scores of projects. Produced monthly updated schedules and reports for management, and used HP large-scale plotters to produce large-scale plots of schedules for wall display.

Used both Oracle and J.D. Edwards customized accounting software run on a mainframe computer to track costs and manhours for above-mentioned projects. Created a suite of customized reports to do this.

Used P3 schedules statused with physical progress, dollar actuals-to-date, dollar accruals and manhours-to-date to produce various schedule and tabular reports: A-size to D-size schedules, summary and detailed earned-value reports, cost-loading (cost or revenue forecast) reports, and various manhour and other reports.

Used Microsoft Excel to create various spreadsheets to calculate and track accruals, client invoice data, performance trends such as SPI and CPI, direct and total margin, and one-page summary project status reports.

Used MS Project when specifically required by clients.

At one time was responsible for supporting 20 projects spread over five different programs, project managers and physical locations.

1983–1994 LG&E Power Irvine, CA

Project Controls Engineer (Schedule Engineer)

Functioned as schedule engineer on $300M plus worth of power plant projects for an independent power producer. Projects included wood, coal and natural gas-fired cogeneration steam plants in California, Colorado and New York. Also was the scheduler on the coal-handling rail terminus in Wasco, CA. which enabled the unloading of coal from transport trains to a coal handling system that stored and loaded the coal onto trucks for transport to three coal-fired power plants providing steam for tertiary oil recovery in the Bakersfield, CA oil fields.

Projects included wood, coal and gas-fired power plants, various underground utilities, and multiple buildings for control rooms and auxiliary equipment.

Used Primavera Project Planner (P3) and Lotus 1-2-3 to track and control both cost and schedule for scores of projects. Produced monthly updated schedules and reports for management, and used Houston Instruments large-scale plotters to produce large-scale plots of schedules for wall display.

Used a customized version of the J. D. Edwards accounting program run on an IBM AS 400 to track costs and manhours for above-mentioned projects. Created a suite of customized reports to do this.

1981–1983 C. F. Braun Alhambra, CA

Scheduling Engineer

Functioned as scheduling engineer on several large-scale engineering/contruction petrochemical projects in Colorado, Canada and Saudi Arabia. Projects included the rail terminus section of the Exxon Colony Shale Oil project in Rifle, Colorado and the Aramco gas gathering project in Saudi Arabia.

Used in-house custom-designed programs run on main-frame computers to track progress on above-mentioned projects on a bi-weekly basis.

Created and presented customized vue-graph slides and large-scale schedules for presentations to company upper management and engineering-consortium project management meetings.

B.S., Engineering.

Upon graduation, attended various military schools, including the Infantry Officer Basic course, Airborne and Ranger schools.

Served two tours in Vietnam with U.S Army Special Forces (Green Berets) in top-secret MACV-SOG program, from Oct70 through Apr72.

Served in U.S. Army in West Germany from Jun72 through Sep75 in various positions at company, battalion and brigade level.
