Overview: Holds executive oversight of long-term strategic plan, capital projects, annual operating budget, building systems management, contract administration, and general management for GMP biotech production plant and accompanying facilities. Coordinate facility amendment projects in collaboration with C-suite and department heads across Chemistry, Biology, EH&S, Animal Research Unit, Manufacturing, R&D, and other key operational areas.

Managed new construction start-up planning and logistics for ~400K sq. ft. of office, laboratory, animal facilities, and other research and development operations, managing budget of $70M across all projects.
Upgraded universal control system throughout production facility, collaborating with vendor partner for project with budget of $150K.
Recovered +$600K to-date through auction of disposable assets.

Key Responsibilities & Contributions:
Strategic Planning: Develop 3-year strategic plan to account for human resource planning, systems training, facility upgrades, start-up projects, preventative maintenance programs, contractor services, and a variety of other facility operations concerns, formulating accompanying capital and operating budgets with CFO and CEO.
Regulatory Compliance: Ensure all facilities, manufacturing, and business units are equipped and qualified to meet operations meet codes, safety requirements, equipment audits, industry regulation, animal treatment standards, and other compliance measures set by EPA, FDA, OHSA, and other control bodies.
Policy & Procedure Development: Draft, review, and update policies and procedures for plant security, routine maintenance, build-out projects, HVAC management, EH&S, electrical monitoring, control systems, and other facility operations, ensuring adherence toward standards set by industry regulators and shell company.
Facility Upgrades: Holds oversight on all facility upgrades, build-outs, equipment installation, new building construction, tenant improvements, and other capital projects, managing process from decommissioning through to commissioning and start-up.
Supplier Negotiation: Receive equipment upgrade requests from various business units, gathering all performance requirements and specifications to then enter market and search for vendor through tender process. Function as key point of contact for all high-level implementation concerns within facility.

Asset Sales: Collaborate with auction partners within biotech space to offload equipment from facility and lead downsizing processes, coordinating effort with CFO to obtain highest value on sold assets.
Tenant Agreements: Liaise with shell company to establish and manage tenant relationship, coordinating lease terms, future building plans, development expectations, preventative maintenance programs, and other concerns in HVAC, electrical, plumbing, control systems, mechanical, biotech equipment, and service providers.
Budget Management: Hold accountability over $3M operating, collaborating with company CFO to continually assess variance and achieve reductions without impacting business functions.
Staffing Considerations: Navigate complex labor relations with 170+ workers consisting of contractors, internal personnel, engineers, technicians, government officials, shipping and receiving, maintenance, and administrative staff, determining human resource requirements to onboard, realign, promote, train, reduce, or restructure head count according to operational requirement and budget.
