Professional Profile

I, Lt Gen Anil Kapoor, AVSM, VSM was commissioned into the Corps of Electronics and Mechanical Engineering (EME) in Dec 1981 and superannuated on 31 Dec 2020. An alumni of the prestigious National Defence Academy, Pune, Indian Military Academy, Dehradun, Defence Services Staff College, Wellington, Higher Command Course at Army War College, Mhow and National Defence College, New Delhi, am a Gold Medalist both in B Tech (Electronics) and Master of Engineering (Mechanical), an expert in Radars, Guided Missiles and M Phil in Strategic Management of Technology. Have completed his PhD with research and Thesis in Defence Industrial Base as a Key Determinant of Capability Building and Capacity Development of India.

The four decades long journey that followed in military service bears testimony to maturation of my experience in military leadership, technology and innovation management, ingenious administration and prowess in human resource management & development, in diverse and challenging environments. Have over thirty years of project and program management experience in defence industrial set ups, technology projects, public policy, social impact, smart city projects, sustainment development goals and academic experience in organizing technical training and professional education in Military and Civil Institutions to include Military College of EME Secunderabad, EME School Vadodra, EME Training Centres, Defence Services Staff College, Military College of Telecom Engineering, Army War College, IIsT and IIIT, Tezpur University, Narsi Monjee Institute of Management Studies and others. As Director General Information Systems followed by Director General Electronics and Mechanical Engineering (DG EME), steered effective technology management, training and project management in infrastructure planning in a number of green field programs from ideation to fruition.

Have been on two UN Peacekeeping Assignments as Senior Logistics Officer in Angola for 13 months and Deputy Chief Integrated Support Services in Sudan on deputation to UN for two years. In these missions I managed project management with INGOs, UN Agencies including execution of contracts management, infrastructure projects and support in Mission Critical Priority Projects DDR, referendum and elections. A mega project executed under my guidance was the UN HOUSE at Juba Sudan which is a testimony of all UN Agencies and INGOs under ONE ROOF for effective capability and capacity management in South Sudan.

Have managed military operational logistics, supply chain, resouces, infrastructure and equipment management in J & K during Operation Vijay during operations in Kargil 1999, Operation Parakram 2001, engineering support planning for Operation Rakshak Counter Insurgency-Counter Terrorism 2015 & Operation Snow Leopard in Eastern Ladakh 2020.

I was awarded Ati Vishisht Seva Medal (AVSM) on 26 Jan 2020, Vishisht Seva Medal (VSM) on 26 Jan 2004 by the President of India for rendering distinguished service of an exceptional order and General Officer Commanding In Chief Central Command Commendation for displaying outstanding professionalism technical brilliance beyond the call of duty, awarded Eminent Engineer Award 2020 on 15 Sep 2020 by Institution of Engineers, India for outstanding professional contributions in engineering and displaying technical brilliance. Military College of Electronics and Mechanical Engineering also received the Golden Peacock Award for Best Training Institution and AICTE recognition as the second best Engineering College, under my guidance. Am a Master Class Independent Director and member of Institute of Directors and Indian Institute of Corporate Affairs.

Industrial & Program Experience

oOver 30 years of experience of project management and industrial experience in Military Industrial Units.

oAs a Lt General, managed eight major Army Base Workshops, 28 industrial MRO units and over 500 workshops pan India and abroad, four military training institutions Military College of EME Secunderabad, EME School Vadodra and two EME Centres imparting M Tech, B Tech and Diploma to Officers, Senior Supervisors and skill development of tradesmen.

oConcluded a number of Memorandums of Understanding for collaborative education with IIIsT, IIsT, BISAG and other prestigious Universities for automation of Industrial processes.

oConceptualized Industry 4.0 in Army Base Workshops and Education 4.0 based Skills & Training Directive for the Years 2015 to 2020 for all the four training institutions.

oChampioned Industrial Automation to Industrial Autonomy and OEM outreach for implementation of condition based sustenance support & effective training. Planned and conducted Ex Vishwakarma for certified skill development and benchmarking of all personnel, thereby creating performance indices in technical, leadership and management training.

oIn the ranks of Major to Colonel, prepared / conducted and monitored a year on year target based outcome for effective and efficient output and response, over 20 Years.

oOver last 15 Years, as a Major General / Brigadier planned and deployed Unit technical training centres of excellence for technical training, training on attitude and aptitude and skill enhancement, thereby enhancing output and response.. Created contemporary training and administration infrastructural facilities, as ‘Nodal Centre of Excellence’ for skill development in each Corps Zone for enhancing technical thresholds of all ranks pan Indian Army.

oAs a Lt General, oversaw professional training and development of over 4000 engineers, 15000 senior supervisors and 100000 staff & modernization of eight Army Base Workshops. Major fast track-quick impact training mission priority programs include the following:

Member at Army HQ for selection of senior Officers proceeding on Foreign Courses, Diplomatic Assignments and UN Peace keeping Missions.

Planned modernization program for Army Base Workshops based on cutting edge technologies including 3D printing.

Conceptualised innovation incubators and institutionalized SMART Training Programs including Certified Equipment Professional Program and EME R & D Professionals to create and harness the potential of quality subject matter experts in the Army.

Launched Start Up Army, Faculty to Field Army and Lab to Market innovative programs enhancing the output and response with great impact.

Was charged with the orchestration of engineering support plans across all Operational Command Theatres, synthesizing strategic and operational requirements through effective equipment management for combat effectiveness, managing engineering support to the wide range of equipment from state of the art to obsolescent, forecasting, planning and management of Army Base Workshops as strategic assets for time bound - high quality production, dovetailing operational logistics, supply chain, administration and technical training of serving soldiers and civilians.

My span of control extended as a Lieutenant General in the Army over more than 4000 engineers and 120000 technicians including defence civilians who were geographically dispersed in major production units pan India and abroad.

Experience in team building, collaborative task design & executive monitoring of critical performance parameters.

Carried out selection and appointment, through extensive talent search of highly qualified personnel for posts which demanded very high level of responsibility in technical and administrative capacities.

Initiated and carried out methodical studies of complex processes to evolve strategic solutions for productivity improvement.

The spectrum of issues covered technology, human resources corporate strategy planning, feasibility studies, detailed project report preparation, engineering design, construction and R&D.

Initiation and management of Army Start ups.

Conducted negotiations leading to finalization of procurement of machinery and services and a major industrial outreach program.

Corporate Governance and management of strategic industrial assets comprising eight Army Base Workshops that employ 20000 employees spread across the country. The Base Workshops are responsible for major repairs, complete overhaul fabrication and general engineering, R&D and innovations, manufacture of spares and value addition to complete range of equipment of the Army to include light / heavy vehicles, armoured tanks, sophisticated missiles systems, radars and complete range of critical weapon systems.

Effectively managed an annual turnover in terms of cost is Rs 500 crores approximately.

Conducted research and consultancy assignments focused on application of my subjects organizational behavior and project managementwithin and outside the Armed Forces environment, as a self-driven initiative.

As President EME Regimental Association (EMERA) created and enterprise strategy document for chartering a cogent strategy on way forward and foster value addition in administration, financial matters and asset and management issues of EMERA - managing Rs 40 crores (400 Million) approximately, and welfare of serving soldiers and veterans spread globally including remote areas.

International Experience

Travelled widely on senior management study teams Singapore, Germany and South Africa.

Deployed in UN Peacekeeping Mission in Angola as Senior Logistics Officer wef Jun 1995 to Jul 1996.

Deployed as Deputy Chief Integrated Support Services Sudan wef Aug 2008 to Aug 2010.

Leader of UN delegations for capability assessment exercises and conduct of short / long term negotiations.

Project Member, Indo-Russia Joint Technical Group comprising senior scientists from Defence Research and Development Organization (DRDO) and conducted professional technology deliberations.

As an instructor, conducted professional military and technical training in Bhutan as a part of Indian Military Academy Training Team ( Nov 85 to Nov 87), technical and management training in Angola (Jun 95 to Jul 96) and Sudan ( Aug 2008 to Aug 2010).
