Assist the Transportation Manager in the planning and scheduling of routes for the (HDM) Homebound Delivered Meals (Meals On Wheels) clients. Supervises day to day Seabury dispatching operations; provides pro-active on-site real-time managerial leadership especially during operating disruptions and emergencies. Oversees Seabury dispatchers to ensure their full compliance with operating rules, safety rules, federal regulations, and efficient dispatching practices. Monitors and helps lead the improvement of overall on-time performance. This includes, but is not limited to, recommendations to the Operations Manager short-term and long-term corrective action plans for specific vehicle and operating scenarios. Instructs, counsels, and holds accountable employees in proper pro-active duty performance with respect to safety, reliability, timeliness, and operational efficiency. This includes, but is not limited to, performing efficiency tests for dispatchers and other operating employees to assess and improve their knowledge of operating rules and practices. Participates in the development and implementation of schedule changes. Reviews and responds to time claims; may conduct formal investigations consistent with appropriate labor agreements. Develops crew and equipment assignments to ensure efficient use of equipment and employees consistent with collective labor agreements. Directly involved in the training and development of the dispatcher team including, but not limited to, scheduling and facilitation of dispatcher familiarization. Personally involved in all technological upgrades and updates to the dispatching and communication systems. Maintain dispatching system qualifications. Performs all other duties as assigned.
Responsibilities:
Assist the HDM Program Coordinator in carrying out all functions of the Home Delivered Meals (HDM) Program on a continuing and confidential basis; performs managerial and administrative duties associated with supervising unionized employees, implementing policies/procedures and maintaining good stewardship of all assigned assets. Manages the documenting, handling and timely delivery of meals for frail seniors according to the DCOA Public Health Nutritionist and Lead Agency Nutritionist guidance and procedures. Ensures all HDM clients are entered in Seabury Connector’s automated scheduling and tracking system (Trapeze) to facilitate the recording of meal delivery and historical data retrieval. Sets staff work schedules and assignments to ensure satisfactory deliveries of meals as directed by governing directives. Maintains records and completes all required reports to meet established timelines. Distributes reports as required. Conduct physical route audits to include observations of the HDM staff during pick up of meals at the meal preparation site. Completes and submits employees’ timesheets. Interprets and implements all applicable provisions of Local Union No. 639, Collective Bargaining Agreement.
As Seabury Operation Dispatcher, I am responsible for coordinate the activity of drivers, the pick-up and drop-off of clients to their different senior wellness centers and senior daycare centers. Receive and dispatch client’s trips, prioritize calls according to urgency and importance, use radio, phone or computer to send crews, vehicles or other field units to appropriate locations, monitor the route and drivers to coordinate and prioritize their schedule, provide drivers with information about clients, traffic and obstacles, enter data in the computer system and maintain logs and records of calls, activities and other information and receive emergency and non-emergency calls and record significant information.

Conduct preliminary investigations of incidents and provided written reports of my findings to my supervisor. Assist with building lock outs; utilize handheld radios (RF) to communicate with the command center and other co-workers. I monitored state of the art security system consisting of Closed Circuit TV (CCTV) cameras, intrusion detection system and motion sensors. Manipulated angle/zoom of CCTV and operated Digital Video Recordings. I detain persons for Federal Protective Service (FPS) police who violated security regulations or committed crimes using necessary authorized force. I achieved the rank of Lieutenant before departing on a new employment endeavor.
