Lead and perform the planning and execution of the Naval Sea Systems Command
(NAVSEA) Capabilities Health Assessment (CHA) deployment for more than 80,000 personnel to scale the Warfare Center (WC) Technical CHA (TCHA) processes to NAVSEA Headquarters organizations. Partner with Warfare Centers, Program Executive Offices, and Directorate stakeholders to implement and streamline CHA processes.
Initiate development of demand-supply and capability assessments within NAVSEA HQ Directorates and Program Executive Offices and document the overall level of effort and costs associated with applying CHA for analysis against potential benefits to the organizations within NAVSEA.
Identify knowledge areas and workload demand supply and determine if critical knowledge areas are at risk. Develop risk assessments for executive leadership to make appropriate risk- based decisions regarding investments needed to sustain and grow new capabilities critical to meet customer needs. Refine capabilities at the operational and practitioner levels into key knowledge areas as required. Identify and define new training requirements that are in line with organizational objectives.
Identify and recommends organizational changes to senior executive and flag level leadership. Advises and use solid functional knowledge and understanding within organizational systems and assets (e.g., data analytics, cross-collaboration, metrics development, new business development with other relative organizations, risk identification and management) to ensure efficient design, development, and implementation of solutions.
Lead a team of program analysts who helped partner with internal teams to the organization and external customers (business process teams, technology teams, data analytics teams ) to develop clear and effective business requirements. Help designed both tactical and strategic solutions, run efficient program management standards to ensure on-time and accurate delivery of enterprise data, products, and associated solutions.
Define the strategic tracking and reporting needs of the enterprise learning & staff development organization Maintains a strong partnership with the Enterprise Learning project teams as part of facilitating decisions regarding rollout timing and strategies.
